Notice is hereby given that the San Diego County Water Authority (“Water Authority”) is accepting proposals for the following:
Request for Proposals: Mission Trails Regional Park Habitat
Restoration Consulting Services
The Water Authority plans to restore habitat within Mission Trails Regional Park that has been disturbed during pipeline and facility construction activities. Requested services will include preparation of conceptual landscape design plans, preparation of habitat restoration plans and performance specifications, implementation of landscape and restoration plans, and restoration construction/post-construction monitoring and maintenance.
Proposals must be received by the Water Authority on or before 5:00 p.m., Monday, July 14, 2008. Copies of the solicitation document can be picked up at the Water Authority's San Diego Office, 4677 Overland Avenue, San Diego, CA 92123 between the hours of 8:00 a.m. - 5:00 p.m., Monday through Friday, or may be viewed upon registration with The Network, the Water Authority's free online vendor system, at www.sdcwa.org/register.html.

AN ORDINANCE OF THE BOARD OF DIRECTORS OF THE SAN DIEGO COUNTY WATER AUTHORITY AMENDING CHAPTERS 4.04, 4.08 AND 7.08, ADDING CHAPTER 5.00 OF THE ADMINISTRATIVE CODE (RECODIFIED) AND REPEALING ALL UNREPEALED PROVISIONS OF THE ORIGINAL
ADMINISTRATIVE CODE

Ordinance No. 2008-02 amends San Diego County Water Authority Administrative Code Chapter 4.04, governing procurement and contracts for goods and services, Chapter 4.08, procurement and contracts for public works, and Chapter 7.08, governing surplus property. It also adopts Chapter 5.00 governing water service, and repeals certain other provisions of the Administrative Code.
The provisions of Chapter 4.04 amended by the ordinance are sections 4.04.010, 4.04.020, 4.04.030, 4.04.040, 4.04.070, 4.04.080, 4.04.090, 4.04.100, 4.04.130, 4.04.140 and Section 4.04.160. The changes to Chapter 4.04 make clerical corrections, streamline the Authority's business processes, provide greater flexibility in open market purchases, encourage the increased use of electronic technology for procurement, consolidate Board reporting procedures, encourage the procurement of environmentally preferable products, expand emergency situations to include impairment of the Authority's computer-based information systems, and permit procurements for urgent pipeline repairs due to conditions discovered through electronic pipeline monitoring systems. Additionally, requirements for reporting certain contracts to the Water Authority board of directors are consolidated into a single provision.
The provisions of Chapter 4.08 amended by the ordinance are sections 4.08.030, 4.08.040 and 4.08.050. The changes to Chapter 4.08 permit procurements for urgent pipeline repairs due to conditions discovered through electronic pipeline monitoring systems, clarify the procedure for public works bid protests, and increase the threshold for bidders' security for construction contracts to those over $50,000 to help encourage proposals by small businesses.
The provisions of Chapter 7.08 amended by the ordinance are sections 7.08.060 and 7.08.070. The changes add the utilization of Internet auction services, and expand the authorization to use cooperative auctions to sell surplus personal property, and trade-in of surplus personal property.
New Chapter 5.00 incorporates and recodifies provisions of the Administrative Code establishing the Infrastructure Access Charge, incorporates provisions of prior ordinance establishing a system of rates and charges for water and other services, incorporates and recodifies provisions of the Administrative Code governing service connections.
The ordinance also repeals obsolete Administrative Code provisions. By adoption of this ordinance and Ordinance No. 2004-05, the original Administrative Code has been entirely replaced by the Administrative Code (Recodified).

The previously approved uses were never constructed and the project site remains vacant. The Modification adds approximately 600 truck parking spaces in a previously undeveloped area. It includes three additional driveways along Enrico Fermi Drive and a change in the location of the two driveways off Airway Road. It also includes changes to the location of the detention basins and an increase in the slope ratio from 3:1 to 2:1. An interim use for truck and trailer storage is included in this permit and is located in the proposed future alignment for SR-11.
LOCATION: The project is located on the northeast corner of Airway Road and Enrico Fermi Drive in the East Otay Mesa Specific Plan Area in unincorporated San Diego County. (APN 648-070-09)
ENVIRONMENTAL STATUS: An Addendum to a previously approved EIR has been prepared for this project and is on file at the Department of Planning and Land Use.

A CMO equipment cabinet, microwave cabinet, and PTC cabinet, will be located in a 96 square foot lease area, located west of the water tank. The equipment cabinets will be located within a 6-foot high slump block enclosure painted faded olive green to match the water tank. The project site is located at 1697 Burris Drive in the Valle de Oro Community Plan area, within unincorporated San Diego County. The site is subject to the General Plan Regional Category Estate Development Area (EDA), Land Use Designation (17) Estate Residential. Zoning for the site is A70 (Limited Agriculture). There is an existing Verizon Wireless Telecommunications Facility onsite that will be retained. Access would be provided by a driveway connecting directly to Burris Drive. The project does not require water or wastewater services and would not require the extension of sewer or water utilities.

PROJECT DESCRIPTION: The project is a Tentative Map to subdivide a 4.13 acre lot into seven residential lots. The site is subject to the General Plan Regional Category 1.1 Current Urban Development Area (CUDA) and (3) Residential Land Use Designation. Zoning for the site is RR2 (Rural Residential). Access to the site will be provided by a public road connecting to Donahue Drive.
LOCATION: The project site is located south of the intersection of Hillsdale Road and Donahue Drive in the Valle De Oro Community Planning area, within unincorporated San Diego County.
ENVIRONMENTAL STATUS: A Mitigated Negative Declaration has been prepared for this project and is on file at the Project Processing Counter at the Department of Planning and Land Use located at 5201 Ruffin Road, Suite B, San Diego, CA 92123 as environmental review number 06-14-046.
