Opportunity
The Redevelopment Agency of the City of San Diego (the Agency) is seeking a
qualified developer or development team to design and implement a new development on a 6.8-acre site within the Barrio Logan Redevelopment Project Area (the Mercado Project). Creative and capable developers or development teams are invited to submit sufficient information regarding their development expertise (including approaches to development, financial capability, and other pertinent information) to enable the Agency to consider the selection of a developer for this important redevelopment opportunity.
Location
The Mercado Project site is bounded by Cesar Chavez Parkway to the north, Barrio Logan Chicano Park to the south, National Avenue to the east, and Main Street to the west. The Agency has acquired the necessary land, relocated former occupants, and has completely cleared the development site. The Agency recently reacquired title to the property pursuant to a recorded Exercise of Power of Termination.

Selection Process
Respondents should prepare a comprehensive information package which describes the experience and expertise of the developer or development team including identification of development team members, providing information on each team member, including qualifications and relevant experience. The Agency will select a developer or development team based on the combination of qualifications and financing capacity. Following its review of qualification packages, the Agency may invite selected teams to make an oral presentation and to present the details of their qualifications. These presentations will provide an opportunity for teams to elaborate on the materials presented in their responses to the Request for Qualifications (RFQ).

CONTRACT ESTIMATE: $965,000.00

Sealed bids will be received and publicly opened at the Metropolitan Wastewater Department, 9192 Topaz Way, San Diego, California until 1:30 p.m., on the 9th of August 2006, for work pertaining to the RANCHO MISSION CANYON WETLAND ENHANCEMENT PROJECT, BID # K06116. LOCATION OF WORK: The work is in San Diego County, California. The project is located in Rancho Mission Canyon, situation north of Navajo Road, south of Mission Gorge Road, and on either side of Margerum Avenue in the Navajo Community Planning Area of the City of San Diego.
PRE-QUALIFICATION OF CONTRACTORS: As of February 1, 2003, Contractors who intend to bid on Public Works Projects over $250,000 for the City of San Diego must be pre-qualified. PHASE FUNDING: This Project will be phase funded. The Apparent Low Bidder will be required to provide a Pre-award Schedule in accordance with the Contract Documents.
STATE WAGE RATE DETERMINATION: The general prevailing rate of wages, as determined by the Director of the California Department of Industrial Relations, are applicable to this contract as specified in Section 00820; SUPPLEMENTARY GENERAL CONDITIONS - CALIFORNIA STATE REQUIREMENTS which form part of the Contract Documents.

DESCRIPTION OF WORK: The WORK includes, but is not limited to the construction of the Tecolote Canyon Mitigation Project Creation project to create 1.69 acres of wetland habitat and enhance 3.38 acres of upland habitat to serve as wetland and upland mitigation for past and future known Program impacts within the Tecolote Canyon and the Penasquitos Watershed. All work shall be in accordance with specification number 06-006 and drawings numbered C-1 through L-7 for Upland and Wetland Mitigation Plan for the Metropolitan Wastewater Department Tecolote Canyon Mitigation Project [Balboa Site Set 1 of 2], C-1 through C-7 for Upland and Wetland Mitigation Plan for the Metropolitan Wastewater Department Tecolote Canyon Mitigation Project [Grove Site Set 2 of 2], and the Storm Water Pollution Prevention Plan for Tecolote Canyon Preserve Mitigation Sites inclusive and reference drawings. Certain drawings and specifications in Job Order No. 764081 can be found on file in the office of the City Clerk of the City of San Diego.
The project will involve widening areas of existing drainages and wetland habitats to allow for establishment of suitable wetland species. Soils from the wetland area will be deposited on the upland area. Gradual slopes will be graded at a 3:1 ratio from the approximate elevation of existing wetland vegetation to meet the existing upland grade. Oak riparian forest will be created adjacent to existing drainages and the lower third of the created slopes. 2.84 acres of Diegan Coastal sage scrub will be planted on the remainder of the created slopes. Creation of the areas will require excavation of approximately 1055 cubic yards of material, with an on-site balance of cut and fill at the site. Material generated from grading would be disposed on-site on the upland enhancement areas and contour graded to produce an undulated, natural topographical appearance.
Appropriate erosion control measures and Best Management Practices would be employed during all ground disturbing activities as prescribed by the Storm Water Pollution Prevention Plan for the Tecolote Mitigation Project (David Evans & Associates). All construction in or adjacent to environmentally sensitive areas would be monitored by an owner commissioned Project Biologist. The Contractor shall be responsible for any impacts outside of the project area to environmentally sensitive areas.
This project will consist of site preparation, installation of construction best management practices, excavating the wetland areas, and contour grading soil stockpiles throughout the remainder of the sites. Following site preparation and grading, restoration of the sites will proceed. Key components of the work include: native plant and seed procurement; installation of a temporary irrigation system; container plant installation; hydroseed application; installation of construction fencing and peeler log fencing; maintenance and replacement of erosion control measures, site maintenance during the 120-day plant establishment period, a one-year maintenance and warranty period, and up to four (4) additional years of optional site maintenance to be exercised at the OWNER's discretion. All staging of equipment and materials shall be conducted on-site and within cut and fill areas. The OWNER shall commission a Project Biologist and shall be responsible for all site monitoring, reporting, and permitting requirements.

LOCATION OF WORK: The project sites are within Tecolote Canyon Natural Preserve. The Balboa site is west of Tecolote Creek south of Balboa Avenue. The Grove site is east of Tecolote Creek, approximately 1,300 feet south of Tecolote Golf Course.

CONTRACTOR'S LICENSE CLASSIFICATION: In accordance with the provisions of California Law, the OWNER has determined that the CONTRACTOR shall possess a valid "Class C-27” license at the time that the bid is submitted. Failure to possess the specified license shall render the Bid as non-responsive and shall act as a bar to award of the Contract to any bidder not possessing said license at the time of bid.
SAN DIEGO LICENSE: All Contractors, including Subcontractors, not already having a City of San Diego license for the work contemplated will be required to secure the appropriate license from the City Treasurer, City Operations Building, Community Concourse, before a contract can be awarded.
BID SECURITY: Each Bid shall be accompanied by a certified or cashier's check or Bid Bond in the amount of 10 percent of the total Bid Price payable to the City of San Diego as a guarantee that the Bidder: (1) will provide the information required within the time specified in the BID FORMS of the package if the Bidder is the Apparent Low Bidder; and (2) will promptly execute the Agreement if its Bid is accepted. A bid shall not be considered unless one of the forms of Bidder's security is enclosed with it.
PHASE FUNDING: This Project will be phase funded. The Apparent Low Bidder will be required to provide a Pre-award Schedule in accordance with the Contract Documents.
STATE WAGE RATE DETERMINATION: The general prevailing rate of wages, as determined by the Director of the California Department of Industrial Relations, are applicable to this contract as specified in Section 00820; SUPPLEMENTARY GENERAL CONDITIONS - CALIFORNIA STATE REQUIREMENTS which form part of the Contract Documents.
SECURITIES DEPOSIT IN LIEU OF RETENTION: Pursuant to Section 22300 of the Public Contract Code of the State of California, the Contractor has the option to deposit securities with an escrow agent as a substitute for retention earnings required to be withheld by this contract.
ACCEPTANCE OF BIDS: The City reserves the right to cancel this Notice Inviting Bids at any time, and further reserves the right to reject all submitted bids, without giving any reason for such action, at its sole discretion and without liability. All costs incurred by bidders as a result of preparing bids under this Notice Inviting Bids shall be the sole responsibility of each bidder. This Notice Inviting Bids creates or imposes no obligation upon the City to enter into a contract.
