Bids shall be received in the office of the Owner in Suite 310 at the SAN DIEGO COMMUNITY COLLEGE DISTRICT, 3375 Camino del Rio, South, San Diego, California, 92108 and shall be opened and publicly read aloud at the above stated time and place.

Each bid must conform and be responsive to the contract documents, copies of which are now on file and may be obtained after (June 4, 2014), from the Mayer Reprographics on-line plan room. The documents will be available for download at no cost and upon request one CD per Bid Package will be available free of charge. The District will not provide hard copy documents. The bidders are responsible for the purchase of any documents.

As a condition of bidding and in accordance with the provisions of Section 20651.5 of the California Public Code and Section 20101 of the California Local Agency Public Construction Act, the District is requiring prequalification of all contractors wishing to submit bids over the amount of $500,000.00 on the project. Bids will not be accepted if a contractor has not been prequalified and his bidding amount is over the threshold of $500,000. The prequalification application can be obtained from the District’s website at

All potential prime trade contractors must meet the following prequalification standards

(1) Have an average Workers’ Compensation Experience Modification Rate (EMR) of 1.00 or less over the last consecutive five (5) years or three (3) years, whichever is most beneficial to the Contractor.
(2) Have Zero (0) Serious and Willful violations against them in the past five (5) years.
(3) Provide evidence of an Injury and Illness Prevention Program (IIPP).

Failure to meet these minimum standards shall disqualify the bidder.

The District has elected to implement an Owner Controlled Insurance Program (“OCIP”) for this Project. The OCIP will provide Workers Compensation, Employers Liability, General Liability, Contractors Pollution Liability, and Builders Risk insurance for all Enrolled Contractors (and their Enrolled Subcontractors of every tier) and other designated parties for work performed at the Project Site.

Each bid shall be accompanied by the security referred to in Document 100 – Instruction to Bidders, the non-collusion affidavit, the list of proposed subcontractors, and all additional documentation required by the Instructions to Bidders.

In contracts involving an expenditure in excess of $ 25,000.00 , the successful bidder shall file a payment bond issued by an admitted Surety approved to conduct business in the State of California approved by the District in the form set forth in the contract documents.*

The District reserves the right to reject any or all bids or to waive any irregularities or informalities in any bids or in the bidding.

The lowest responsive bid will be determined solely on the lowest base contract bid. Even if alternate bids are sought by the District, the lowest responsive bid will be based solely on the lowest base contract bid.

The Director of Industrial Relations has determined the general prevailing rate of per diem wages in the locality in which this work is to be performed for each craft or type of worker needed to execute the contract which will be awarded to the successful bidder, copies are at the following website:

It shall be mandatory upon the Contractor to whom the contract is awarded, and upon any subcontractor under him, to pay not less than the said specified rates to all workers employed by them in the execution of the contract.

Labor Compliance Program: The Construction Manager and every Trade Contractor that is listed in the bid documents shall be required to comply with the District’s Labor Compliance Program.

Each bidder shall be a licensed contractor pursuant to the Business and Professions Code required for the performance of work in the appropriate classification(s) of contractor’s license(s) for the work bid upon, and must maintain the license(s) throughout the duration of the contract.No bidder may withdraw his bid for a period of __Sixty _ (_60___) days after the date set for the opening of bids.
