A Mitigated Negative Declaration has been prepared by the City of San Diego Land Development Review Division for the project listed below. SUBJECT: VERTULLO RESIDENCE: Coastal Development Permit, Planned Development Permit, Vesting Tentative Map, and Site Development Permit to redevelop four parcels on a 4.25-acre site by demolishing existing structures and constructing a single-family residence on each lot with accessory structures including driveways, one swimming pool and three decorative ponds and four cat accessory structures and one barn. Total building area would be 31,330 square feet over a 185,130-square-foot site. The project site is located at 11865 Tierra del Sur, on the eastern side of the northern terminus of Tierra del Sur, north of Arroyo Sorrento Road, between Via del Mar and Arroyo Sorrento Place. The project is in the Carmel Valley Neighborhood 8 Community (Parcel 3 of Parcel Map 18180 and a portion of the Southeasterly Quarter of the Northwesterly Quarter and the Southwesterly Quarter of the Northeasterly Quarter of Section 30, Township 14 South, Range 3 West, San Bernardino Base and Meridian). The recommended finding that the project will not have a significant effect on the environment is based on an Initial Study and project revisions/conditions which now mitigate potentially significant environmental impacts in the following area: BIOLOGICAL RESOURCES, HYDROLOGY/WATER QUALITY, AND PALEONTOLOGICAL RESOURCES. As a property owner, tenant, or person who has requested notice, please be advised that the Hearing Officer will hold a public hearing to approve, conditionally approve, or deny an application for a Tentative Map and Coastal Development Permit to a demolish two single-family residences with accessory structures and to construct a new, five-unit, townhome condominium project on one parcel, waiving the requirement to underground the existing overhead utilities, on a 0.18-acre site located at 850 through 854 Felspar Street in the RM-2-5 Zone, the Coastal Overlay Zone (non-appealable area), the Coastal Height Limit Overlay Zone, the Beach Parking Impact Overlay Zone, within the Pacific Beach Community Plan area.
The decision of the Hearing Officer is final unless appealed to the Planning Commission. In order to appeal the decision you must be present at the public hearing and file a speaker slip concerning the application or have expressed interest by writing to the Hearing Officer before the close of the public hearing. To file an appeal to the Planning Commission contact staff at the Planning Department, 202 "C" St., Fifth Floor, San Diego, CA. The appeal must be made within 10 working days of the Hearing Officer's decision.
The decision made by the Planning Commission is the final decision by the City.
The final decision by the City of San Diego is not appealable to the California Coastal Commission.
If you wish to challenge the City's action on the above proceedings in court, you may be limited to addressing only those issues you or someone else have raised at the public hearing described in this notice, or written in correspondence to the City at or before the public hearing.
