AN ORDINANCE OF THE BOARD OF DIRECTORS OF THE SAN DIEGO
COUNTY WATER AUTHORITY AMENDING CHAPTER 4.04, SECTIONS 4.04.020(c) AND 4.04.040(a) AND CHAPTER 4.08, SECTION 4.08.030(e) OF THE ADMINISTRATIVE CODE (RECODIFIED) TO INCREASE THE AUTHORITY FOR THE GENERAL MANAGER TO AWARD, EXECUTE OR AMEND CONTRACTS FOR MAINTENANCE OR REPAIR OF AUTHORITY FACILITIES UNDER CERTAIN
LIMITATIONS
The Board of Directors of the San Diego County Water Authority does ordain as follows:
1. Article 4, Chapter 4.04 of the Administrative Code is amended by the amendment of Section 4.04.020 to add subdivision (c) to read as follows:
"(c) In furtherance of the Authority?s pipeline inspection program and to maintain system reliability, the General Manager may award and execute contracts without regard to the limits of subdivisions (a) or (b) for work during the period of the Authority?s annual pipeline shutdown to repair or correct a condition discovered during the shutdown. The General Manager shall report to the Board not later than seven (7) days after the discovery of the condition requiring repair or correction or at its next regularly scheduled meeting, if that meeting will occur not later than fourteen (14) days after the action, the details of the condition and of the repair or corrective action. Any contract in excess of $250,000 issued pursuant to this subsection (c) is subject to ratification by the Board at its first regular meeting following the discovery of the condition."
2. Article 4, Chapter 4.04 of the Administrative Code is amended by the amendment of subdivision (a) of Section 4.04.040 to read as follows:
"(a) When the original contract amount is $50,000 or less, modifications may be issued to the extent that the cumulative total of the original contract and all modifications do not exceed $50,000. When the contract is for goods or services relating to repair or maintenance of an Authority facility, modifications to assure complete and timely completion of the repair or maintenance work may be issued to the extent that the cumulative total of the original contract and all modifications do not exceed $75,000."
3. Article 4, Chapter 4.08 of the Administrative Code is amended by the amendment of subdivision (e), subparagraph 1 of Section 4.08.030 to read as follows:
"1. When the original contract amount is less than $50,000 modifications may be issued to the extent that the cumulative total of the original contract and all modifications does not exceed $50,000. When the contract is for work to repair or maintain an Authority facility, modifications to assure complete and timely completion of the repair or maintenance work may be issued to the extent that the cumulative total of the original contract and all modifications do not exceed $75,000."
4. This ordinance shall be effective upon adoption.
5. The Clerk of the Board shall publish this ordinance pursuant to Section 1.00.040 of the Administrative Code (Recodified).

AN ORDINANCE OF THE BOARD OF DIRECTORS OF THE SAN DIEGO
COUNTY WATER AUTHORITY APPROVING AND ADOPTING CHAPTER 2.24 (FAIR EMPLOYMENT AND CONTRACTING POLICIES) AND CHAPTER 7.04 (USE OF THE AUTHORITY?S BUILDINGS AND EQUIPMENT) OF THE SAN DIEGO COUNTY WATER AUTHORITY ADMINISTRATIVE CODE (RECODIFIED)
The Board of Directors of the San Diego County Water Authority does ordain as follows:
1. Chapter 2.24 of the San Diego County Water Authority Administrative Code (Recodified) as attached hereto is approved and adopted.
2. Chapter 7.04 of the San Diego County Water Authority Administrative Code (Recodified) as attached hereto is approved and adopted.
3. The provisions of the chapters listed in paragraphs 1 and 2 of this ordinance supersede any conflicting provision of the current Administrative Code.
4. The General Counsel shall include the chapter adopted by this ordinance along with other chapters as previously may have been or in the future may be adopted by the Board of Directors in a recodified Administrative Code of the San Diego County Water Authority.
5. This ordinance shall be effective upon adoption.
6. The Clerk of the Board shall publish this ordinance or a summary hereof prepared by the General Counsel pursuant to Section 1.00.040 of the Administrative Code (Recodified).

The County reserves the right to increase this contract to $ 3 million capacity. It includes a collection of detailed repair and remodel tasks that have established unit prices.
3) JOB ORDER CONTRACT (JOC) #45, BID NO. 30218 ? ELECTRICAL. This JOC will emphasize low voltage tasks but may include other electrical tasks as well. JOC is a competitively bid, firm, fixed price indefinite quantity contract with $1 million capacity. The County reserves the right to increase this contract to $ 3 million capacity. It includes a collection of detailed repair and remodel tasks that have established unit prices.
Bid documents, General Conditions and Unit Price CD?s may be purchased for $25.00 (non-refundable) per set at the County Operations Center, Cashier, 5555 Overland Ave, Bldg. 11, San Diego, CA 92123. Make checks payable to County of San Diego. Mail service is available to bidders outside a 30-mile radius of the County Operations Center at an additional cost of $3.00 per set of documents.
A Pre-bid Conference for all projects will be conducted on 6/25/2003 at 10 am, Building 11 Conference Room, County Operations Center, 5555 Overland Avenue, San Diego, CA.
