This notice is to inform you that the Centre City Development Corporation (CCDC) is proposing amendments to the Airport Approach Overlay Zone (AAOZ) of the City of San Diego Municipal Code. The amendments would delete the height limits associated with the decommissioned Runway 13-31 for San Diego International Airport (SDIA) - Lindbergh Field, which affects the western and southern portions of the Downtown Community Plan area, by amending City Map C-842. The amendments would also replace all references to the San Diego Port District with the San Diego County Regional Airport Authority (as the operator of SDIA - Lindbergh Field).
The City of San Diego City Council will hold a public hearing to consider this amendment as follows:

This amendment is associated with the recently adopted Downtown Community Plan, Centre City Planned District Ordinance, and the 10th Amendment to the Redevelopment Plan for the Centre City Redevelopment Plan, and has been requested by the San Diego Regional Airport Authority for consistency with the Airport Land Use Compatibility Plan (ALUCP) for the San Diego International Airport - Lindbergh Field.
In accordance with the California Environmental Quality Act (CEQA), a Final Environmental Impact Report (FEIR) has been prepared for the Proposed Downtown Community Plan, Proposed Centre City Planned District Ordinance, the Proposed 10th Amendment to the Redevelopment Plan for the Centre City Redevelopment Project, and this amendment to the AAOZ.
Copies of the proposed amendments, including text and map changes, and the FEIR are available for public review and copying during regular office hours (8:00 a.m. to 5:00 p.m., Monday through Friday) at the Centre City Development Corporation, 225 Broadway, Suite 1100, San Diego.
If you wish to challenge CCDC's and/or the City's action on the above proceedings in court, you may be limited to addressing only those issues you or someone else have raised at the public hearings described in this notice, or written correspondence to CCDC or the City Clerk at or before the public hearings.

CERTAIN OTHER DOCUMENTS AND ACTIONS IN CONNECTION THEREWITH.
This ordinance authorizes the City of San Diego Tobacco Settlement Revenue Corporation [Corporation] to issue Bonds in an initial principal amount not to exceed $115 million. It approves the form and authorizes the execution and delivery of the Sale Agreement between the City and Tobacco Corporation whereby the City will sell the City's Sold City Tobacco Assets to the Corporation. It approves and acknowledges the form of the Declaration and Agreement of Trust, the Indenture, the Purchase Contract, the Continuing Disclosure Undertaking and the Preliminary Offering Circular and approves the Final Offering Circular. Finally, it authorizes, acknowledges and approves certain other documents and actions in connection with the sale of the Sold City Tobacco Assets and the issuance by the Corporation of the Bonds.
This ordinance contains a notice that a full reading of this ordinance is dispensed with prior to its final passage, since a written or printed copy will be available to the City Council and the public a day prior to its final passage.
This ordinance shall take effect and be in force on the thirtieth day from and after its final passage.

A RESOLUTION OF THE COUNCIL OF THE CITY OF SAN DIEGO APPROVING THE FINANCING OF THE CENTRE CITY REDEVELOPMENT PROJECT BY THE REDEVELOPMENT AGENCY OF THE CITY OF SAN DIEGO.

WHEREAS, the Redevelopment Agency of the City of San Diego, a public body, corporate and politic (the “Agency”) is authorized pursuant to Part 1 (commencing with Section 33000) Division 24 of the Health and Safety Code of the State of California (the “Law”) to issue any obligations for its corporate purposes; and
WHEREAS, the Agency, in order to provide for the financing of the Centre City Redevelopment Project (the “Project Area”), has indicated it intention to issue up to (i) $79,000,000 of its obligations, tentatively titled Redevelopment Agency of the City of San Diego Centre City Redevelopment Project Subordinate Tax Allocation Bonds, Series 2006A (the “Series 2006A Bonds”), and (ii) $35,000,000 of its obligations, tentatively titled Redevelopment Agency of the City of San Diego Centre City Redevelopment Project Tax Allocation Housing Bonds, Series 2006B (Taxable) (the “Series 2006B Bonds” and, with the Series 2006A Bonds, the “Bonds”) the proceeds of which will be used to finance new projects within the Project Area; NOW, THEREFORE,
BE IT RESOLVED by the Council of the City, that the Council hereby approves the issuance of the Bonds as determined by the Agency.
BE IF FURTHER RESOLVED, that this Resolution shall take effect immediately upon adoption.
