The County of San Diego Department of Planning and Land Use invites qualified individuals to submit a Statement of Qualifications (SOQ) to be placed on the County of San Diego CEQA Consultants List for Privately Initiated Projects for the following subject area: Environmental Impact Report (EIR) Preparer. The County of San Diego intends to select multiple individuals for its CEQA Consultants List. In accordance with the County's CEQA Guidelines, all technical studies and environmental impact reports (EIRs) for privately initiated County projects must be prepared by a consultant on the County CEQA Consultant List. Selection of listed consultants is projected for August 2006. SOQs must be received by 4:00 p.m. on Friday, June 30, 2006, at the following address:

The County of San Diego, Owner, invites sealed bids for CONSTRUCTION OF COLLIER WAY BRIDGE REPLACEMENT OVER HARBISION CANYON CREEK, (RFB 1366). Sealed bids will be received at the Office of Purchasing and Contracting, Lobby Front Desk, County Operations Center, 5555 Overland Avenue, Suite 1111 (Bldg 11), San Diego, California, 92123-2149, until 2:00 p.m. on June 27, 2006, at which time they will be publicly opened and read aloud. The Contractor shall possess, at the time the Contract is awarded, a California contractor's license, Classification A, General Engineering Contractor. Work to be done consists in general of removing the existing single span concrete bridge and construction of new single span reinforced concrete slab bridge with diaphragm abutments, grading Harbison Canyon Creek and installing articulated concrete blocks and high performance turf reinforcement mat for slope protection and reconstruction of the roadway approaches on Collier Way. The work includes earthwork, placing aggregate base, asphalt concrete, asphalt concrete dike, structural concrete and bar reinforcing steel, constructing concrete catch basins, cleanout and cutoff wall, installing reinforced concrete pipe and welded steel pipe casing, constructing concrete railing, constructing metal beam guard railing and tubular hand railing, constructing crash cushion, painting traffic stripe, providing traffic control and implementing water pollution control measures. The project is located in the vicinity of Harbison Canyon. The cost of construction is estimated to be from $900,000 to $1,100,000. Contract Documents, including reduced Plans only, Specifications and Proposal Forms, may be examined or purchased for the sum of $30 per set at the County of San Diego, Department of Purchasing and Contracting, Cashier, Building 11 (MS O32), County Operations Center, 5555 Overland Avenue, Suite 1111, San Diego, CA 92123-1249. PROJECT DESCRIPTION: The proposed project is for a Time Extension for a subdivision of 28.3 acres into five residential lots. The site, which is comprised of two legal lots, is in the Valley Center Community Plan area and has a single-family residence in the northwest corner and a single-family residence in the northeast corner. The rest of the site is largely undisturbed vegetation, and the Rincon Indian Reservation is adjacent to the eastern border. The proposed project is within the Estate Development Area (EDA) regional land use category and (17) Estate Residential. The site is under A70 (Limited Agriculture) land use regulations with two-acre minimum lot size requirements. Proposed lots range in size from 4.98 to 5.93 net acres.
LOCATION: The site is located south of Wizard Way and east of Yellow Brick Road in Valley Center.
ENVIRONMENTAL STATUS: An Environmental Review Update Checklist Form has been prepared for this project in accordance with CEQA Guidelines Section 15164(3) and is on file, along with the original Mitigated Negative Declaration, at the Department of Planning and Land Use, 5201 Ruffin Road, Suite B, San Diego, CA 92123.
