PLEASE ACCEPT THIS AS A NOTICE TO INFORM YOU, as a property owner, tenant or interested citizen, that the Council of The City of San Diego, California will conduct a public hearing, as part of a scheduled City Council meeting, on the following project:
Matter of approving, conditionally approving, modifying, or denying the following actions: 1)Adoption of an ordinance amending Sections 141.0303 (Companion Unit Regulations), 131.0422 (Use Regulations Table for Residential Zones), 103.0105 (General Provisions for Planned Districts), 126.0303 (When a Conditional Use Permit is Required), and 126.0704 (Exemptions from a Coastal Development Permit) of the San Diego Municipal Code and Local Coastal Program to permit companion units ministerially, as required by State law, with additional changes proposed related to process, public facilities, design, parking, and occupancy, as directed by the City?s adopted Housing Element.
The proposed Municipal Code amendments will be effective Citywide, including within the Coastal Zone, therefore the City Council?s decision requires amending the City?s Local Coastal Program. As a result, the final decision on the proposed Municipal Code amendments will be with the California Coastal Commission. The City of San Diego must submit this as an amendment for certification to the Coastal Commission. The amendment is not effective in the Coastal Zone until the Coastal Commission unconditionally certifies the amendment. If you wish to be noticed of the Coastal Commission hearing on this issue, you must submit a request in writing to the Planning Department, Anna Shepherd, 202 ?C? Street, MS 4A, San Diego, CA 92101, before the close of the City Council public hearing. If you wish to challenge the City?s action on the above proceedings in court, you may be limited to addressing only those issues you or someone else have raised at the public hearing described in this notice, or written in correspondence to the City at or before the public hearing.
COMMUNICATIONS
This item may begin at any time after the time specified. Any interested person may address the City Council to express support or opposition to this issue. Time allotted to each speaker is determined by the Chair and, in general, is limited to three (3) minutes; moreover, collective testimony by those in support or opposition shall be limited to no more than fifteen (15) minutes total per side.

A draft Mitigated Negative Declaration has been prepared by the City of San Diego Land Development Review Division for the project listed below. The Land Development Review Division at the address below must receive written comments regarding the adequacy of this Draft Mitigated Negative Declaration by June 24, 2003. A final environmental report incorporating public input will then be prepared for consideration by decision-making authorities.
SUBJECT: Sewer and Water Group 727: City Council Approval to allow for replacement and/or realignment of approximately 8,547 linear feet (1.6 miles) of sewer main and 4,865 linear feet (0.9 miles) of water main located in City right-of-way and within developed streets and alleys. All of the water main replacement would be at the same alignment and depth as the existing lines. The majority of the sewer main replacement would be at the same alignment and depth; 1,114 linear feet (0.2 miles) would be in new alignment with trench depth varying form 9 to 12 feet, and 1,977 linear feet (0.4 miles) would be at the same alignment and deeper trench that varies from 6 to 12 feet. The project is located in the Point Loma Highlands neighborhood of the Peninsula Community Planing Area, Airport Environs Overlay Zone, and Council District 2. Applicant: City of San Diego, Engineering and Capital Projects Department, Water and Wastewater Facilities Division.

This recommended finding that the project will not have a significant effect on the environment is based on the draft Mitigated Negative Declaration and an Environmental Initial Study conducted by the City, and project revisions/conditions which now mitigate potentially significant environmental impacts in the following resource areas: water quality, health and safety, archaeological, and paleontological. The draft Mitigated Negative Declaration, Initial Study, and supporting documents may be reviewed, or purchased for the cost of reproduction, at the office of the Land Development Review Division, 1222 First Avenue, Fifth Floor, San Diego, CA 92101.
