The County of San Diego, Owner, invites sealed bids for chip sealing and fog sealing various roads, road maintenance divisions 1 and 2 Oracle Project No. 1005467 ARMS Activity No. 4C5000, (RFB 717).
Sealed bids will be received at the Office of Purchasing and Contracting, Lobby Front Desk, County Operations Center, 5555 Overland Avenue, Suite 1111 (Bldg 11), San Diego, California, 92123-2149, until 2:00 p.m. on June 23, 2005, at which time they will be publicly opened and read aloud. The County of San Diego, Owner, invites sealed bids for construction of Lakeside Sewer Interceptor Replacement, Oracle Project No. 1000117, ARMS Activity No. UJ2243, (RFB 741). Sealed bids will be received at the Office of Purchasing and Contracting, Lobby Front Desk, County Operations Center, 5555 Overland Avenue, Suite 1111 (Bldg 11), San Diego, California, 92123-2149, until 2:00 p.m. on June 16, 2005, at which time they will be publicly opened and read aloud.
Work to be Done consists in general of installing, 42" P.V.C. sewer pipe, manhole, temporary sewer by-pass system, installing 24" reinforced concrete pipe, pole barrier, providing trench safety and shoring of excavations, importing and placing borrow, relocating sign, providing temporary gravel bag, curb inlet filter, silt fence, stabilized construction entrance, concrete washout facility, preparing water pollution control program, and providing water pollution control. The Contractor shall possess, at the time of submitting the bid, a California contractor's license, Classification A, General Engineering Contractor or C-42, Sanitation Contractor. Project is located in the vicinity of Santee. The cost of construction is estimated to be from $625,000.00 to $675,000.00. 1. Date of Opening Bids:
Notice is hereby given that sealed bids will be received by the San Diego County Water Authority by mail or in its office at 4677 Overland Avenue, San Diego, California 92123-1233, until June 28, 2005 at 10:00 a.m. for the foregoing project. The bids so submitted will be publicly opened and read aloud at that time.
2. Form of Bid: The bid shall be made on the following forms provided by the Water Authority: Bid Proposal; Bidding Sheet; Noncollusion Affidavit; Bidder's Bond (not required if cash or certified or cashier's check accompanies bid); Bidder's Plan for Construction; Subcontractor List (Schedule B-1); and Vendor/Supplier and Service Provider List (Schedule B-2).
3. Small Contractor Outreach and Opportunities Program: The San Diego County Water AuthorityÕs Small Contractor Outreach and Opportunities Program is designed to maximize participation of diverse, qualified, prime contractors, subcontractors, and material suppliers seeking to do business with the Water Authority. The Contractor hired to complete the scope of work identified in this request for bids will be determined, in part, by the ContractorÕs demonstrated effort in conducting effective outreach to small contractors. Effective implementation of the Water AuthorityÕs SCOOP is a requirement. If the apparent low bidder does not satisfy these SCOOP requirements, the bidder will be deemed non-responsive.
4. Location of Work: The project site is located in two separate areas as follows:
The Work site is located in San Diego County about one mile west of Lake Hodges and about one mile southwest of Escondido city limits. See Thomas BrotherÕs Guide (2005 Edition) page 1149, Grids B3, C3, and C4. Access to the Work site will be strictly limited through Via Ambiente and the other roads defined in the Contract Documents
5. Description of Work: The work is as follows:
The work generally consists of the construction of approximately 1,100 feet of access road, 25,000 square feet of AC paving, 1,700 feet drainage ditches, 338 feet of 18-inch drainage pipe including 60 feet under an existing paved access road and 52 feet under an existing unpaved access road, 35 feet of 36-inch culvert under an existing unpaved access road, 100 feet of four-inch perforated drainage pipe, one Arizona crossing, 7200 square feet of biodegradable erosion control mat, and three catch basins. The work includes clearing and grubbing, temporary erosion control, excavation, temporary fencing, installation of HDPE pipe sections, backfill, access road restoration, installation of a biodegradable erosion control mat, hydro seeding, revegetation, and all other appurtenant work.

7. Alternative Schedule: None.
8. Bid Security: Each bid shall be accompanied by cash, certified or cashier's check, or bid bond in the amount of 10 percent of the total bid price payable to the San Diego County Water Authority as a guarantee that the bidder, if the bid is accepted, will execute the agreement and provide the required bonds, certificates of insurance, and endorsements within 15 days of the receipt by the bidder of the Notice of Award.
9. Award of Contract: All terms and conditions contained in the Contract Documents shall become a part of the Contract. No bidder may withdraw its bid for a period of 90 days after the time set for the opening thereof. The contract shall be awarded within 90 days after the opening of bids, if it is in the interests of the Water Authority to do so. The Water Authority reserves the right, after opening bids, to waive any informality in any bid, to reject any or all bids, to make an award to the lowest responsive responsible bidder, as determined by the Water Authority, and reject all other bids as may be in the best interest of the Water Authority. A bidder to whom an award is made will be required to execute the agreement and provide the required bonds, certificates of insurance, and endorsements within 15 days of the receipt by the bidder of the Notice of Award.
10. Prevailing Rates of Wage: In accordance with the provisions of the California Labor Code, the Water Authority has obtained from the Department of Industrial Relations the general prevailing rates of wages in the locality in which the work is to be performed, and it shall be mandatory upon the Contractor to whom the contract is awarded and upon any subcontractor to pay not less than the specified rates to all workers employed in the execution of the contract. The Contractor shall cause a copy to be posted at the job site. Copies of the prevailing rates of wages are on file and available for review by any interested party at the offices of the Water Authority, 4677 Overland Avenue, San Diego, California 92123-1233.
11. Substitution of Securities: Pursuant to Section 22300 of the California Public Contract Code, the Contractor may request the Water Authority to make retention payments directly to an escrow agent or may substitute certain securities for money withheld by the Water Authority to ensure performance under the contract, as provided in the General Conditions of the Contract Documents.
12. ContractorÕs License: The Water Authority has determined that the Contractor shall possess and maintain a valid Class "A" General Engineering Contractor license at the time the contract is bid. Failure to possess the specified license shall render the bid as non-responsive and shall act as a bar to award the contract to any bidder not possessing said license at the time of bid. All subcontractors shall have and maintain a current and valid contractor license of the required classification from the State of California.
13. Site Review: As identified in the "Bidder's Plan for Construction," prospective bidders are encouraged to conduct a site review of the project prior to bid. The Water Authority will conduct a site visit on June 8, 2005, immediately following the Prebid Meeting. Prospective bidders are required to provide their own transportation during the site visit.
14. Prebid Meeting: Prospective bidders are encouraged to attend a Prebid meeting relative to the proposed project. It is not mandatory for the Bidder to attend the Prebid Meeting. The Water Authority will conduct the meeting on June 8, 2005, at 10:30 a.m. The meeting will be held in the office of the Water Authority located at 4677 Overland Avenue, San Diego, California 92123-1233.
15. Exploratory Excavations or Borings: Prospective bidders may perform exploratory excavations or borings at the site with written approval from the Water Authority. Approval may be granted in locations where in the opinion of the Water Authority, soil boring activities will not be in non-compliance with project environmental permit requirements, and will not pose a threat to the existing pipelines. Access to the site is restricted to public streets and the Water AuthorityÕs patrol road. Water Authority personnel must escort bidders to the site and observe excavating, borings, and backfilling. Prospective bidders shall also obtain all necessary environmental clearances and agency permits, notify Underground Service Alert, protect all utilities and facilities, provide traffic control, and restore excavations to original conditions to the Water Authority's satisfaction. Exploratory excavations or borings are at the sole expense and risk of the bidder.

Carmel Valley Road Pipelines 3 and 4 Grading
The project site is located south of Carmel Valley Road and east of Black Mountain Road in the City of San Diego, along the Water AuthorityÕs Second Aqueduct. Access to the site is limited to public streets and the Water AuthorityÕs access roads. See Thomas BrotherÕs Guide (2005 Edition) page 1189, Grid D1.
Oviedo Street Man Way Improvements
The project site is located in the middle of Oviedo Street, east of the intersection of Stargaze Avenue and Oviedo Street, in the City of San Diego, along the Water AuthorityÕs Second Aqueduct. Access to the site is limited to public streets and the Water AuthorityÕs access roads. See Thomas BrotherÕs Guide (2005 Edition) page 1189, Grid E3.
5. Description of Work: The work is as follows:

Pipeline 4 Reline from Black Mountain Ranch to Black Mountain Vent
The work generally consists of the construction of approximately 5,800 feet of 93 inch outside diameter collapsed welded steel liner inside of an existing 96 inch inside diameter prestressed concrete cylinder pipe and the installation of up to 200 feet of 93 inch O.D. welded steel pipe at four access portals. The work includes environmental fencing and flagging, clearing and grubbing, dewatering, temporary erosion control, excavation, shoring and bracing, temporary sound walls, temporary fencing, cutting and demolition of existing prestressed concrete cylinder pipe, fabrication and installation of steel liner sections, fabrication and installation of replacement steel pipe sections, welding, grouting between the liner and the existing prestressed concrete cylinder pipe, placing field-applied cement mortar lining, installing cathodic protection systems, placing reinforcing steel and concrete encasement, backfill, access road restoration, hydro seeding, revegetation, and all other appurtenant work.
Carmel Valley Road Pipelines 3 and 4 Grading
The work generally consists of the excavation, backfill, and possible disposal of soil within the Water AuthorityÕs easement. The work includes environmental fencing and flagging, clearing and grubbing, temporary erosion control, excavation, backfill, access road restoration, permanent erosion control, hydro seeding, revegetation, and all other appurtenant work.
Oviedo Street Man Way Improvements
The work generally consists of the demolition of existing asphalt concrete pavement, excavation, demolition of an existing concrete structure lid, sawcutting and demolition of existing 72 inch I.D. concrete structure rings, construction of a 72 inch I.D. cast in place concrete ring joint, a pre-cast concrete lid with hatch, backfill, and the installation of asphalt concrete. The work includes excavation, backfill, demolition, pre-cast concrete, asphalt concrete, cast in place concrete, and all other appurtenant work.

Mountain Union Telecom proposes to construct and operate an unmanned telecommunication facility to be built adjacent to a barn, now used as an office for a commercial business, that has been determined to be the historic Gird Barn, built in 1915. The facility will consist of three 50-foot faux broadleaf trees, designed to blend in with the tall eucalyptus grove to the east, and three electronic equipment boxes enclosed within a structure that will match the color (red) and material of the barn.

This project proposes 20 lots of which one lot will be for the existing U.S. Grant Jr. House along with a caretakerÕs home as a second dwelling unit, and a proposed 10-bedroom bed and breakfast. The U.S. Grant Jr. House has been determined eligible for the National Register of Historic Places and is listed on the CA Register of Historic Places. This project proposes changes to the resource through the addition of a deck and a detached garage as well as a Victorian garden. The rezone associated with this project is to add an ÒHÓ Designator to the parcel containing the U.S. Grant Jr. House.
¥ JULIAN ELTINGE HOMESTEAD - GUSTAFSON BOUNDARY ADJUSTMENT - B/C 04-0240
The applicant proposes a Boundary Adjustment in which one lot will contain the Julian Eltinge homestead. A condition of the Boundary Adjustment requires the applicant to apply for participation in the Mills Act. The Julian Eltinge homestead contains several structures including the main residence, patio and landscaping, water tower, caretakerÕs house, garage, pump house, and lath house.
¥ NELSON-OLIPHANT ROWHOUSE, RANCHO SANTA FE Ð V04-017
A Variance for the Nelson-Oliphant Rowhouse, located in Rancho Santa Fe, has been applied for. The applicant requests a zero lot line setback to match the existing structure so that a major renovation of the structure can be attained. The applicant proposes the removal of the original structure except for the southern faÙade that faces Paseo Delicias. The original structure will be replaced with a larger residence that will have a different footprint than the existing structure. This resource is not listed on the National or State registers, however it is identified as an historic resource in the Rancho Santa Fe Historic Survey that was conducted in the early 1990s.
