REQUEST FOR QUALIFICATIONS
FOR THE PREPARATION OF AN APPLICATION
TO THE STATE OF CALIFORNIA HOUSING AND COMMUNITY DEVELOPMENT DEPARTMENT FOR
ENTERPRISE ZONE DESIGNATION

INTRODUCTION
The City of San Diego is seeking to retain the services of a highly qualified experienced consultant to assist in the preparation and submittal of an Enterprise Zone (EZ) program application to the State Housing and Community Development Department (HCD).

BACKGROUND
The City of San Diego through the Economic Development Division of the City Planning and Community Investment Department has administered two State EZ Programs which are scheduled to sunset. The first EZ program, the Metro EZ, was designated in 1986 and will expire October 14, 2006. The second EZ program, the South Bay EZ, designated in 1992 was expanded in 2000 and 2004 to include bay front properties in the Cities of Chula Vista and National City will expire January 27, 2007. In collaboration with the Cities of San Diego, Chula Vista and National City (Partnership), it is the intent of this Partnership to submit a new application for a new 15 year multi-jurisdictional designation.

PROJECT DESCRIPTION
The project will consist of assisting the Partnership organizing, researching, writing, and submitting the EZ application. The Partnership will conduct preliminary research to determine eligible census tracts, available employable lands, and complete GIS mapping requirements for the application. The Partnership reserves the right to retain portions of the application to be completed by City staff with the assistance of the consultant in order to maximize funds available to the Partnership. A description of the Scope of Work and responsibilities will be outlined in the final Agreement.

REQUIREMENTS AND PROCEDURES
Before the Partnership executes an Agreement, the Consultant shall furnish a certificate evidencing the following:

o Workers Compensation Coverage;
o General Liability Coverage;
o Automobile Liability Coverage;
o Professional liability (“Errors and Omissions”)
o City business license
REQUEST FOR STATEMENT OF QUALIFICATIONS AND COST
The Request for Qualifications shall contain the consultant's prior experience in the development and submittal of an application for Enterprise Zone designation and/or other economic development programs; the names of the responsible person(s) that will assist the
Partnership in the application process; a listing of cities/agencies where similar work was completed with a description of the type of work provided (include contact information) and identify whether application was successful in receiving designation; identify other jurisdictions currently under contract for similar services; and your firms ability to complete the work within the timeline established by the State Housing and Community Development Department.

COST PROPOSAL
A separate proposal is to accompany the Statement of Qualifications which outlines the work to be performed in the preparation of the application, submittal, and additional items that may assist in the application designation process.

A REQUEST FOR PROPOSALS IS BEING ISSUED FOR A CONSULTANT STUDY TO DEVELOP A MOBILITY PLAN IN THE HILLCREST AREA.

The City of San Diego seeks the services of an engineering/transportation planning consultant (team) to develop a mobility plan that balances the needs of, and integrates, pedestrian, transit, vehicular, and bicycle travel, as well as parking, along Fourth, Fifth, and Sixth Avenues and connecting streets in San Diego's Hillcrest neighborhood. The primary components of the work program include: (1) public outreach and involvement, (2) mobility assessment of all modes of travel in the corridor, and (3) development of conceptual mobility plan and streetscape designs.

It is the policy of the City of San Diego to encourage equal opportunity in its professional services contracts. Toward this end, proposals from small businesses, disabled-owned businesses, women-owned businesses, firms owned by African-Americans, Native Americans, Asian-Americans, Filipinos, and Latinos, and local firms are strongly encouraged.
