The County of San Diego invites qualified Design-Build Entities to submit a Statement of Qualifications (SOQ) to perform the following: RFSQ 4627 DESIGN-BUILD SAN DIEGO COUNTY WOMEN'S DETENTION FACILITY.
The purpose of this solicitation is to prequalify Design-Build Entities that will be eligible to participate in the Request for Proposal (RFP) for the design and construction of a new women's detention facility up to a maximum of 512,537 square feet of building floor area and 1,216 Corrections Standards Authority-rated beds in the housing component. The facility will include administrative support and inmate program facilities on and adjacent to the existing Las Colinas Women's Detention Facility located at 9000 Cottonwood Avenue, Santee, California.
A Prequalification Conference is scheduled for 10:30 AM, July 1, 2010, at National University, 9388 Lightwave Avenue, Room 114, San Diego, CA 92123-1426.
Submittals must be received at County of San Diego, Department of Purchasing and Contracting, 10089 Willow Creek Road, Suite 150, San Diego, CA 92131-1699, to the attention of Rian Risley, Procurement Contracting Officer, no later than 4:00 PM, JULY 29, 2010.
A copy of the Request for Statement of Qualifications (RFSQ) and Attachments can be obtained from the County of San Diego BuyNet site http://buynet.sdcounty.ca.gov.
The County as a matter of policy requires a three (3) percent participation goal for Disabled Veteran Business Enterprises (DVBE) for this project, or documentation of “Good Faith Effort”. The County also encourages the participation of small business enterprises.

REQUEST FOR STATEMENTS OF QUALIFICATIONS FOR
TRANSPORTATION IMPACT FEE (TIF) UPDATE
CONSULTANT SERVICES


The County of San Diego Department of Public Works invites qualified Consultants to submit a Request for Statement of Qualifications (RFSQ) for update of TIF reports, TIF rates, and TIF Ordinance. Consultants shall have direct experience in preparing and updating TIF programs, completing a local and regional road network analysis, experience with CEQA mitigation measures, and calculation of transportation impact fees. Services will include updating the TIF program studies (back-up reports) to incorporate County of San Diego General Plan Update Mobility Element roadway network; performing traffic modeling to support future development and build-out of the General Plan land use plan; determination of network costs and associated TIF rates necessary for future development to pay for lane miles of roadway to support future development; defining nexus between roadway network costs and necessary TIF rates for future roadway work; defining roadway segments necessary due to future development; Analyze CEQA alternatives for reducing commercial and industrial TIF rates while not raising residential TIF rates; maintaining County staff's ability to use the TIF program as adequate mitigation for all cumulative traffic impacts occurring within the unincorporated area as defined by CEQA; assisting County staff with public meetings; assisting staff with update of the County's TIF Ordinance; preparation of TIF documentation to assist County staff with ongoing implementation of TIF program; and providing ongoing support after adaptation of updated TIF Ordinance as determined by County. The County intends to award one (1) contract for an amount not to exceed $500,000 for a term of up to two (2) years. Consultants shall be selected based on Qualifications. Fees for services provided are to be negotiated. Contract award projected for August 2010. RFSQs must be received by 4:00 p.m. on Thursday, July 8, 2010, at the following address:
