Bids are invited for the three elements of the project:
1. Trenching, grading/compaction to raise existing storm drain, asphalt and concrete to meet ADA gate access. Site preparation including above & underground utilities to provide and operate vehicle access gates, and to provide exterior telephone modules data lines per plans.
2. Provide exterior light poles with LED fixtures, footings and trenching for electrical feeds.
3. Fabricate and install gate/fence systems per plans.
The project is funded with Community Development Block Grant (CDBG) funds and as such is subject to Davis-Bacon Act Federal Prevailing Wages and all bids submitted must state as such. This is a fast track project with completion due by October 31, 2015 . A mandatory pre- bid site walk will be held on Monday July 6, 2015 at 2PM . Plans and specs are available at the San Diego Daily Transcript Plan Room (FTP - http://xnet.sddt.com/ or plans@sddt.com/ for downloading and printing, at bidder's expense.

The SAN DIEGO ASSOCIATION OF GOVERNMENTS (SANDAG), 401 B Street, Suite 800, San Diego, CA 92101-4231, is requesting bids to perform the work as follows.

The Work consists, in general, of building an approximately one mile Class I bicycle facility, located and beginning from South Santa Fe Avenue/North Pacific Street intersection and ending at Cherimoya Drive in San Marcos, CA. It is an 8"-10" -foot wide multiuse path that is located within the existing North County Transit District (NCTD) Right-of-Way, parallel to the railroad tracks. This bike path will connect to future bike paths or existing sidewalks. Work will include retaining walls, landscaping and irrigation, lighting, black chain link fence along the track side of the path, drainage adjustments and water quality ditches, signing and striping, as well as two-foot wide graded shoulders on each side of the path, and the procurement of all materials and performing all other work necessary to complete the work in accordance with the project plans and Special Provisions.

The Engineer"s Estimate is $2,950,634.

The Prime contractor must perform with their own organization at least 35 percent of the work.

A non-mandatory prebid meeting will be held on July 15, 2015, at 1:30 p.m., at SANDAG, 401 B Street, 7th Floor, Board Room, San Diego, CA 92101-4231 (in the Wells Fargo Building). Networking for subs and primes: 1:30 - 2:00 p.m. Prebid starts at 2:00 p.m. Included in the prebid meeting will be a virtual site walk which shows in detail the area of construction. All prospective bidders are highly encouraged to attend. It is an opportunity to learn about the Project, ask questions, and network with firms with whom you may partner for the Project.

This IFB package can be downloaded from the SANDAG website at www.sandag.org/contracts. Register in SANDAG"s online database and download the IFB and plans. SANDAG is the only source of accurate information about SANDAG projects. The IFB may be reviewed at SANDAG and/or the Contracting Opportunities Center located at 4007 Camino Del Rio South, Suite 210, San Diego, CA.

Bids must be received by 2:00 p.m., on Wednesday, August 5, 2015, at SANDAG, on the 7th Floor, attention: Mark Holt. Bids arriving later than 2:00 p.m., or at a location other than 401 B Street, on the 7th Floor, will not be considered.

Bids shall be received in the office of the Business Services, Purchasing Department of the District at 4750 Date Avenue, La Mesa, California 91942, and shall be opened and publicly read aloud at the above-stated time and place.

Each bid must conform and be responsive to the contract documents, copies of which will be available Friday, June 26, 2015 (after 2:00 pm) and may be obtained through www.mayer.com in the MayerPlans, plan room for a fee.

Each bid shall be accompanied by the security referred to in the contract documents, the non-collusion affidavit, the list of proposed subcontractors, and all additional documentation required by the Instructions to Bidders.

In contracts involving an expenditure in excess of $25,000.00, the successful bidder shall file a payment bond issued by an admitted Surety approved to conduct business in the State of California approved by the District in the form set forth in the contract documents.*

The District reserves the right to reject any or all bids or to waive any irregularities or informalities in any bids or in the bidding.

Senate Bill (SB) 854 Requirements: No contractor or subcontractor may be listed on a bid proposal for a public works project (submitted on or after March 1, 2015) unless registered with the Department of Industrial Relations (DIR) pursuant to Labor Code section 1725.5 [with limited exceptions from this requirement for bid purposed only under Labor Code section 1771.1 (a)]. No contractor or subcontractor may be awarded a contract for public works project (awarded on or after April 1, 2015) unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5. This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations. Prime contractors must add the DIR Registration Number for each of their listed subcontractors to the Designation of Subcontractors list AND submit a certificate of registration for their own firm and those of their listed subcontractors upon request by the District. Failure of the bidding prime contractor to list their subcontractors DIR Registration Number on the Designation of Subcontractors list at the time of bid will result in rejection of their bid as non-responsive.

The Director of Industrial Relations has determined the GENERAL PREVAILING RATE OF PER DIEM WAGES in the locality in which this work is to be performed for each craft or type of worker needed to execute the contract which will be awarded to the successful bidder, copies of which are available to any interested party on request by contacting the Director of Industrial Relations, telephone number (415) 703-4774 or at www.dir.ca.gov.

It shall be mandatory upon the Contractor to whom the contract is awarded, and upon any subcontractor under him, to pay not less than the said specified rates to all workers employed by them in the execution of the contract.

MAAC is seeking "Request for Proposals" (RFP) from highly qualified vendors with expertise in providing "Design-Build Contracting Services" on a countywide basis and through a competitive sealed bid process.

This process requires Bidders to submit a proposal that includes a complete bid for the "Scope of Work" outlined in Section D of the RFP; three professional references that could respond to the quality of your services and whether you are a Veteran, Women/Minority owned business or Section 3 Enterprise.

The RFP will be available for download on Friday, June 26, 2015.

If you are interested in submitting a proposal in response to this RFP, you must register at www.maacproject.org in the Procurement Program section of MAAC's website. You are responsible for your registration and for downloading the RFP directly from the website.
