As a nearby property owner, or person who has requested notice, you are hereby notified that the City of San Diego City Council and Redevelopment Agency will hold a joint public hearing to consider Centre City Development Permit/Planned Development Permit/Coastal Development Permit (CCDP/PDP/CDP) 2010-27 for the Fire Station No. 2 (Bayside) project, which involves the proposed construction of a three-bay Fire Station on the 10,000 square foot site at the southeast corner of Pacific Highway and Cedar Street in the Little Italy neighborhood of the Downtown Community Plan Area. The proposed fire station will contain approximately 16,000 square feet, reach a height of approximately 60 feet, and contain 16 off-street parking spaces. The project requires a Centre City Development Permit, a Coastal Development Permit within the Coastal Zone and a Planned Development Permit for the following deviations:
1. The allowance of a driveway on Pacific Highway.
2. Increase in the Cedar Street driveway width from 30 to 42 feet.
3. Reduction in the distance of Cedar Street driveway from Pacific Highway curb line from 65
to 32 feet.
4. Increase in the total linear feet of driveway on the site based on size of lot (1 foot per 500 sq.

Notice of Public Hearing
This project is covered under the Final Environmental Impact Report (FEIR) for the Centre City Redevelopment Plan certified by the Redevelopment Agency (Agency) in compliance with the California Environmental Quality Act (CEQA). The FEIR is a Program EIR prepared in compliance with State CEQA Guidelines Section 15168. In accordance with Agency's procedures, an Environmental Secondary Study (ESS) has been prepared which has made certain findings with respect to the impacts on the environment compared to the analysis performed in the FEIR. The environmental effects of the proposed project were adequately addressed in the FEIR and the ESS, and the proposed project is within the scope of the development program described in the FEIR.
The public is invited to attend this public hearing and express any comments to the review bodies, who will take the comments into consideration in their actions. If you have any questions after reviewing this notice, please contact the Project Manager(s) listed above. Copies of the development plans and ESS for the project are available for public review in the offices of CCDC located at 401 B Street, Suite 400, San Diego, CA 92101.

Notice of Intent to Adopt a Mitigated Negative Declaration
The San Diego Association of Governments (SANDAG) as Lead Agency pursuant to the California Environmental Quality Act intends to adopt a mitigated negative declaration (MND) for the San Ysidro Freight Rail Yard Improvement Project located along the SD&AE railroad line in the southeast portion of the City of San Diego community of San Ysidro. The 59-acre project site is located southeast of Interstate 805, north of the United States (U.S.)-Mexico border, and east of East Beyer Boulevard.
The draft MND, Initial Study, and supporting documents may be reviewed or obtained at SANDAG, 401 B Street, Suite 800, San Diego, CA 92101. The documents can also be viewed on SANDAG's Web site at www.sandag.org/notices.
The public review period starts on July 13, 2010, and ends on August 11, 2010. Written comments on the adequacy of this MND must be received by SANDAG at the address below by August 11, 2010.

Chemicals known to the State of California to cause cancer, birth defects or other reproductive harm are also contained in and around transportation and storage operations, including pipelines, terminals and tank trucks, and other facilities and equipment that process, handle, distribute, transport, store, sell or otherwise transfer crude oil, gasoline, diesel fuel or other petroleum products or byproducts.
The foregoing warning is provided pursuant to Proposition 65. This law requires the Governor of California to publish a list of chemicals known to the State to cause cancer or reproductive toxicity. This list is complied in accordance with a procedure established by the Proposition, and can be obtained from the California Environmental Protection Agency. Proposition 65 requires that clear and reasonable warnings be given to persons exposed to the listed chemicals in certain situations.

As a property owner, tenant, or person who has requested notice, you should know that the Centre City Development Corporation (CCDC) has received an application from the San Diego Business Improvement District (BID) Council for a Site Development Permit (PROCESS FOUR) to allow areas within the boundary of the East Village BID to participate in the Public Right of Way Enhancement Program (PROW Program). The PROW Program allows business owners within the jurisdiction of a BID to provide specific types of enhancements within specified right-of-way areas located in front of their businesses, subject to the approval and oversight of the non-profit management corporation for the respective BID. The City of San Diego's rights with respect to the public right-of-way are not affected in any way by the implementation of the PROW program.
