Sealed bids will be received at the Department of Purchasing and Contracting, at 5560 Overland Avenue, Ste. 270, San Diego, 92123, until 2:00 PM on July 28, 2015, at which time they will be publicly opened and read aloud. The Contractor shall possess, at the time of submitting the bid, a California contractor's license, Classification A, General Engineering Contractor. These proposals involve the dissolution of the Pine Valley Fire Protection District (FPD) and the expansion of the Latent Powers of County Service Area No. 135 (San Diego County Regional Communications System / Fire Protection) to provide structural fire protection and emergency medical services within a service-specific area. The dissolution and latent powers proposals include approximately 69.47 square miles and will implement Step III of the County of San Diego’s Hybrid Plan.

At the meeting, the Commission will consider the results of the review and analysis of the sphere of influence and associated jurisdictional changes. If the San Diego LAFCO approves the proposals, then the proposed dissolution shall be ordered without confirmation of the voters, depending on the submittal of written protest and whether the subject agency (Pine Valley FPD) objects by resolution per Government Code Section 57077.1(a).

At the hearing on August 3, 2015, the Commission will consider the Executive Officerís report and recommendation for the Sphere of Influence, and proposed Dissolution and Expansion of Latent Powers proposals. The Commission will hear any person who wishes to speak at the hearing. NOTICE OF REQUEST FOR STATEMENTS OF
QUALIFICATIONS FOR
AS-NEEDED ENVIRONMENTAL SERVICES FOR FHWA FUNDED PROJECTS
(RFSQ 6964)

The County of San Diego Department of Public Works invites qualified Consultants to submit a Statement of Qualifications (SOQ) to provide As-Needed Environmental Services for FHWA Funded Projects. Consultant will be required to provide environmental services on an as-needed basis related to FHWA funded projects. Consultant shall have staff qualified to conduct field surveys as well as prepare written documents, including graphics. The County may award up to two contracts from this Qualifications Based Selection. Awarded contracts shall not exceed $500,000 per year for a term of up to five (5) years each. Specific work will be assigned via task order. Actual execution of task orders will be at the sole discretion of the County.
