L-DITCH HABITAT REPLACEMENT
CHULA VISTA, CALIFORNIA
Work includes furnishing all labor, materials and equipments necessary to construct the L-Ditch Habitat Replacement Project located in the D-Street Fill Site. The work includes but is not limited to the following: Excavate to achieve a typical marsh plain creating new tidal influence salt marsh areas, tidal channels, and slopes transitioning up to existing grade.; transport the excavated material to an authorized site to receive the material, subject to District approval; remove debris, and other related incidental items of work as shown on the drawings and as specified in the specifications.
The project is within the City of National City and City of Chula Vista. There is no address for this site. The project site is accessed from Interstate 5 to Civic Center Drive; west onto Tidelands Avenue; left on West 32nd Street; left down the bike path to the first bridge crossing Sweetwater River; cross the river at the bridge crossing and take a right after the crossing; enter through a gate, and the project site is at the west end. Access to the site during construction shall be as shown on the plans, or as directed by the Engineer.
The Engineer's Construction estimate for this project is $700,000.00.
The bidder must possess a valid California State Contractors License, Classification A or C-12 at the time the contract is submitted.
Bids will be opened in public at or about that hour at 3165 Pacific Highway, San Diego, California, all as more particularly contained in Document No. 56687 on file in the office of the Clerk of the District. No Bidder may withdraw a bid after the date set for bid opening.
A pre-bid conference will be conducted at 2:00 p.m.

Plans and specifications may also be purchased for $60.00 per each set on or about July 15, 2010, during the hours of 8:30 a.m. to 11:30 a.m. and 1:30 p.m. to 4:00 p.m., Monday through Friday, excluding District holidays, from Corporate Services Print Shop, San Diego Unified Port District, P.O. Box 120488, San Diego, CA 92112-0488, or picked up in person at 3165 Pacific Highway, San Diego, California, Telephone Number (619) 686-6320. Shipment of plans and specifications by Federal Express is available at Bidder's expense (please provide a completed airbill with your request). The purchase price and cost of shipment are not refundable. One set of plans and specifications will be made available by the District to local plan file services.
In accordance with the provisions of the California State Labor Code, the District has obtained the general prevailing rate of wages (which rate includes employer payments for health and welfare, vacation, pension and similar purposes) applicable to the work to be done, for straight time, overtime, Saturday, Sunday and holiday work. All labor employed on this project shall be paid no less than such minimum rates of wages. These wage rates are available for inspection at the office of the Procurement Services Department of the San Diego Unified Port District.
It is the policy of the San Diego Unified Port District that certified Small Business Enterprises (SBEs) shall have the maximum opportunity to participate in the performance of District Contracts. Certified SBEs with qualifying experience are encouraged to respond to the request for proposals/bids/quotes, etc.
Bidder shall file the bonds as required by the Contract and Civil Code section 3247. The provisions of Public Contract Code section 22300 apply to this Contract.
In the public interest, the District reserves the right to reject any or all bids, or to waive any informality in a bid.
