Draft San Diego Regional Analysis of Impediments to Fair Housing Choice

Under Title 1 of the Housing and Community Development Act of 1974, as amended, The City of San Diego invites citizens to participate in the preparation of the San Diego Regional Analysis of Impediments to Fair Housing Choice (AI). The AI is an analysis that represents conclusions about impediments to fair housing choice, as well as actions necessary to address any identified impediments.
Notice is hereby given that the AI is available for a 30-day public review from July 1, 2010 through July 30, 2010. The purpose of the review is to provide the public with an opportunity to comment on the analysis, conclusions on impediments to fair housing choice and solutions to mitigate or remove such impediments.
The draft document will be available in the reference section of all City of San Diego libraries and at the CDBG Program office located at 1200 Third Avenue, Suite 1400, San Diego, CA 92101. The plan will also be available for review on the City's CDBG Program website (www.sandiego.gov/cdbg/general/) and the Housing Commission's website (www.sdhc.org.).
A schedule of community meetings in which the draft AI will be presented is listed in the City's CDBG Program website. Public comments may be provided at these meetings or can be submitted in writing to the CDBG Program office in person, via mail, or via e-mail (CDBG@sandiego.gov). All information and updates regarding this process will be posted on the City's CDBG website.

Consideration of the ordinance will take place at the regular City Council meeting of Tuesday, July 27, 2010, in the Council Chambers, 12th Floor, City Administration Building, 202 C Street, San Diego, CA 92101 at 10:00 a.m. or as soon thereafter as business allows.

PLEASE ACCEPT THIS AS A NOTICE TO INFORM YOU, as a property owner, tenant or interested citizen, that the Council of The City of San Diego, California will conduct a public hearing, as part of a scheduled City Council meeting, on the following ordinance:
Termination of a Lease Agreement with the City of San Diego, San Diego Grove, L.P., a California limited partnership, as successor in interest to Vestar Development II, L.L.C., an Arizona limited liability company, and Wal-Mart Real Estate Business Trust in connection with a park and ride facility at the College Grove Shopping Center and authorization of a one-time payment of $1,700,000 as payment in full of all accrued lease payments due pursuant to the Lease Agreement.
* Unless otherwise noticed or stated on the record at the hearing, if an ordinance is approved and introduced by the City Council, it will automatically be scheduled for a hearing by the City Council for final passage at 10:00 a.m. on the Tuesday two weeks after the subject hearing. This ordinance was introduced and approved by the City Council on July 13, 2010.
The decision of the City Council is final.

This request for City Council action authorizes the City of San Diego to procure a 15-year 3% loan with the California Energy Commission (CEC). Other actions in this request for City Council action authorize the City to establish a CIP utilizing CEC loan funds and a portion of Department of Energy (DOE) Energy Efficiency and Conservation Block Grant (EECBG) funding for various City facility energy efficiency and street lighting improvement projects. This action is consistent with the DOE Energy Efficiency Conservation Strategy (EECS) as recommend by the Ad Hoc Committee, appointed by the Mayor and City Council. The DOE and Ad Hoc Committee strategy is identified in the September 22, 2009 Rules Committee Report #9-131 and approved via Council Resolution 305276 on October 14, 2009.
