REQUEST FOR PROPOSALS (“RFP”) for

Airport Land Use Compatibility Plan (ALUCP) Legal Services

Summary: The San Diego County Regional Airport Authority ("Authority") is the proprietor and operator of San Diego International Airport (“Airport”) located in San Diego, California. The Authority acts as the Airport Land Use Commission (“ALUC”) for San Diego County. The Authority is a local governmental entity of regional government with jurisdiction extending throughout the County of San Diego. The Authority is subject to extensive federal regulation. The Authority's General Counsel advises the Authority on all legal issues impacting the Authority. The Authority seeks Proposals from law firms (“Respondent”) to work in conjunction with and at the direction of the General Counsel in providing advice, assistance and representation on legal issues that may affect or may potentially affect the Authority.
Minimum Qualifications: Respondent must: (1) be a law firm with a minimum of five (5) years of experience in providing legal advice to California Airport Land Use Commissions and Airports; (2) have current and complete knowledge regarding compliance with all applicable statutes and regulations impacting (a) the drafting, adoption and amendment of Airport Land Use Compatibility Plans, (b) an ALUC's review and approval of projects in airport influence areas, (c) the powers and duties of California ALUCs, (d) Part 150 Noise Compatibility Study, (e) variances under Title 21 of the California Noise Standards; and (3) be of sufficient size to provide the number of qualified legal personnel required to provide the legal services that are the subject of this RFP.
Pre-Submittal Conference: (Attendance is not mandatory). This conference will be held in the Board Room Conference Room at 1:30pm, local time, on August 10, 2010.
Proposal Due Date and Time: Proposals must be received by 2:00pm, local time, on August 20, 2010.
