NOTICE IS HEREBY GIVEN, that the City of San Diego will receive bids for work listed below. Plans and specifications can be obtained from the Engineering and Capital Projects Department, Architectural Engineering and Contracts Division, Executive Complex, 1010 Second Avenue, Suite 500, San Diego, California, where bids are to be submitted prior to time specified.
A pre-bid meeting and/or pre-bid visit to the work site will be held, if indicated, at the time and place specified in the contract documents. Prospective bidders are encouraged to attend these sessions.
It is the policy of the City of San Diego to encourage equal opportunity in its construction, consultant, material and supply contracts. Bids/proposals from small businesses, minority-owned, disabled, veteran-owned businesses, women-owned businesses and local firms are strongly encouraged. Contractors are encouraged to subcontract and/or participate in joint ventures with these firms. PLEASE ACCEPT THIS AS A NOTICE TO INFORM YOU, as a property owner, tenant or interested citizen, that the Council of The City of San Diego, California will conduct a public hearing, as part of a scheduled City Council meeting, on the following project:
Matter of approving, conditionally approving, modifying or denying a Community Plan Amendment, Rezone, Site Development Permit and Public Right-of-Way Vacations for the relocation of the Canine/Swat Facility and construction of the Central Police Vehicle Maintenance Facility on a 16.8 acre site. The Rezone includes a 6.0 acre portion of the site which will be rezoned from RS-1-7 to OR-1-1. The Public Right-of-Way Vacations of unimproved streets include a portion of A Street, Ash Street, 40th Street, 41st Street and Alleys in Block 33, and the Alley in Block 35, all within Marilou Park, Map No. 517; and a portion of Federal Boulevard that was previously relinquished by the State of California in 1957. The site is located at 4002-4008 Federal Boulevard in the RS-1-7, RM-1-1 and OR-1-1 Zones of the Central Urbanized Planned District within the Mid-City Communities Plan area.
The Decision of the City Council is final.
COMMUNICATIONS
This item may begin at any time after the time specified. Any interested person may address the City Council to express support or opposition to this issue. Time allotted to each speaker is determined by the Chair and, in general, is limited to three (3) minutes; moreover, collective testimony by those in support or opposition shall be limited to no more than fifteen (15) minutes total per side.

As a property owner, tenant or person who has requested notice, you should know that the Planning Commission will hold a public hearing to approve, conditionally approve, or deny an application for a Conditional Use Permit Amendment, Site Development Permit and a Multi- Habitat Planning Area Boundary Adjustment to modify an existing YMCA facility located at 5505 Friars Road. The project includes the following components:
Demolition of approximately 2800 square feet of building area
Renovation of 7,910 square feet of building area
Construction of a 50-meter pool
Removal of tennis courts and an in-line hockey rink
Construction of 24,372 square feet of building area for proposed recreational related uses
Construction of a new parking lot adjacent to Friars Road
The decision of the Planning Commission is final unless appealed to the City Council. In order to appeal the decision of the Planning Commission you must be present at the public hearing and file a speaker slip concerning the application or have expressed interest by writing to the Planning Commission before the close of the public hearing. To file an appeal, contact the City Clerk at 202 "C" Street, Second Floor. The appeal must be made within 10 working days of the Planning Commission decision. If you wish to challenge the City's action on the above proceedings in court, you may be limited to addressing only those issues you or someone else have raised at the public hearing described in this notice, or written in correspondence to the City at or before the public hearing.
