Draft San Diego Regional Analysis of Impediments to Fair Housing Choice

Under Title 1 of the Housing and Community Development Act of 1974, as amended, The City of San Diego invites citizens to participate in the preparation of the San Diego Regional Analysis of Impediments to Fair Housing Choice (AI). The AI is an analysis that represents conclusions about impediments to fair housing choice, as well as actions necessary to address any identified impediments.
Notice is hereby given that the AI is available for a 30-day public review from July 1, 2010 through July 30, 2010. The purpose of the review is to provide the public with an opportunity to comment on the analysis, conclusions on impediments to fair housing choice and solutions to mitigate or remove such impediments.
The draft document will be available in the reference section of all City of San Diego libraries and at the CDBG Program office located at 1200 Third Avenue, Suite 1400, San Diego, CA 92101. The plan will also be available for review on the City's CDBG Program website (www.sandiego.gov/cdbg/general/) and the Housing Commission's website (www.sdhc.org.).
A schedule of community meetings in which the draft AI will be presented is listed in the City's CDBG Program website. Public comments may be provided at these meetings or can be submitted in writing to the CDBG Program office in person, via mail, or via e-mail (CDBG@sandiego.gov). All information and updates regarding this process will be posted on the City's CDBG website.

PUBLIC NOTICE: The CITY OF SAN DIEGO as Lead Agency has determined that the project described below will require preparation of an Environmental Impact Report (EIR) in compliance with the California Environmental Quality Act (CEQA).
  SCOPING MEETING:  A scoping meeting will be held by the City of San Diego Development Services Department on August 3, 2010, from 6:00 PM to 8:00 PM at the Otay Mesa-Nestor Branch Library, 3003 Coronado Avenue, San Diego, CA 92154, (619) 424-0474.  The scoping meeting will be held in Room 106.  Verbal and written comments regarding the scope and content of the proposed EIR will be accepted at the meeting. 
  Written comments on the scope and content of the EIR must be submitted by mail to Myra Herrmann, Senior Environmental Planner, City of San Diego Development Services Center, 1222 First Avenue, MS 501, San Diego, CA 92101, or by e-mail to DSDEAS@sandiego.gov with the Project Number and Name in the subject line no later than 30 days after receipt of this notice (August 20, 2010).   Responsible and Trustee agencies are requested to indicate their statutory responsibilities in connection with this project when responding.  In accordance with the provisions of CEQA, a draft EIR incorporating public input received during the NOP process will be prepared and distributed for a 45-day public review and comment.

SUBJECT:   Master Planned Development Permit (MPDP), Site Development Permit (SDP), and Leasehold Development Agreement to allow for the development and lease of supportive aviation and non-aviation facilities located on the Brown Field Municipal Airport.  The proposed project consists of approximately 365 acres located north and south of the airport runway and bound by La Media Road on the east, Otay Mesa Road on the south, and Heritage Road on the west.  Approximately 809,000 square feet of aviation uses are proposed that would include:  a jet aviation fixed base operation and related support facilities; hangars, tie-downs, fuel station, and maintenance area for general and corporate aviation; a helicopter fixed
base operation with hangars, a heliport, and a San Diego Fire Department aviation hub.  Approximately 809,400 square feet of aviation facilities would be constructed and equipped with solar roof panels.   Supportive aviation and non-aviation related uses would include:  an eight to ten megawatt solar photovoltaic energy generation facility; an industrial park with a maximum allowable development of approximately 1.5 million building square feet; the San Diego Air & Space Museum relocated from Balboa Park with up to 480,000 square feet; and a commercial center that would include:  two business hotels, a 120-room hotel with 60,000 square feet and a 150-room hotel with 75,000 square feet; an alternative fuels station; a bus transit station; and approximately 157,800 square feet of commercial and office uses.  The Metropolitan Airpark project is divided into four phases of development over a 20-year period.  Each phase is anticipated to take five years to develop. 
  RECOMMENDED FINDING:  Pursuant to Section 15060(d) of the CEQA Guidelines, it appears that the proposed project could potentially result in significant environmental impacts to the following areas:   Land Use, Visual Effects/Neighborhood Character, Air Quality, Greenhouse Gas Emissions, Biological Resources, Historical Resources, Human Health/Public Safety/Hazardous Materials, Hydrology/Water Quality, Noise, Paleontological Resources, Traffic/Circulation, Public Services, Utilities, and Water Supply.
