The University Terrace East project to allow the construction of eighteen residential apartments on a site containing seventy-five apartments for a total of 93 apartments, vacate a water and sewer easement and vacate a public right-of-way on the 3.76 acre site located at 5210 Genesee Cove within the University Community Plan Area. This application was filed on September 10, 2013.

On June 18, 2015, the Planning Commission voted 7:0:0 to recommend approval of all actions.

The decision of the City Council is final.

This project was determined to be categorically exempt from the California Environmental Quality Act on May 27, 2015 and the opportunity to appeal that determination ended June 9, 2015.

Subject: MANNING CANYON SEWER AND WATER REPLACEMENT: A SITE DEVELOPMENT PERMIT AND EASEMENT VACATION for the replacement, tunneling, rehabilitation, and installation of a total of 15,785 linear feet (LF) of sewer mains and 2,555 LF of water mains. Approximately 1,541 LF of existing 8- and 10-inch vitrified clay (VC) sewer pipes would be replaced-in-place in the same trench alignment with new 8- and 10-inch polyvinyl chloride (PVC) piping; 2,591 LF of 8-inch VC sewer pipe would be rehabilitated using trenchless technology; 10,602 LF of new 8- and 10-inch PVC sewer piping would be trenched and installed in new alignments; and 1,051 LF of new sewer pipe would be installed in new trench alignments using tunneling equipment. Approximately 15 LF of existing 8-inch cast iron (CI) water pipe would be replaced-in-place with new 12-inch PVC piping within the same trench alignment, and 2,540 LF of new 8- and 12-inch PVC water pipe would be installed within new alignments. In addition, approximately 5,011 LF of existing sewer mains would be abandoned. The project would also include the following improvements: installation of curb ramps, laterals, cleanouts, water meters, water boxes, slurry seal, rehabilitation of existing manholes, installation of new manholes, and street resurfacing.

The project would include an easement vacation (approximately 600 square feet in size) on the private property located at 6460 Lanston Street (APN 431-180-0100). The sewer main will be realigned within an existing City-owned easements and newly acquired set-aside easements for the portion of sewer main occurring within City Open Space.

The project is located within the Linda Vista Community Plan area (Council District 7), and would affect portions of the following streets: Osler Street, Quillan Street, Inman Street, Inman Court, Tunica Circle, Preece Street, Nye Street, Manning Street, Comstock Street, Lanston Street, Langmuir Street, and West Jewett Street. The project is located within the following zones: RM-1-1 (Residential - Multiple Unit), RM-3-7, RM-4-10, and OP-2-1 (Open Space - Park). The sewer main abandonment would occur within City-owned easements and the Tecolote Canyon Open Space park (APN 431-150-0600), which is located within the City's Multi-Habitat Planning Area (MHPA). All work would occur within the City right-of-way, City-owned easements, and dedicated City open space.

Recommended Finding: The recommended finding that the project will not have a significant effect on the environment is based on an Initial Study and project revisions/conditions which now mitigate potentially significant environmental impacts in the following area(s): BIOLOGICAL RESOURCES, ARCHAEOLOGICAL RESOURCES, PALEONTOLOGICAL RESOURCES, AND LAND USE (MHPA LAND USE ADJACENCY).
