NOTICE IS HEREBY GIVEN that the San Diego City Council is scheduled to hold a public hearing on Tuesday, August 4, 2015, at the hour of 10:00 a.m. or as soon thereafter as the matter can be heard, in Council Chambers, 12th Floor, City Administration Building, 202 C Street, San Diego, California, for the purpose of consideration of revision of Otay Mesa Development Impact Fees and Facilities Benefit Assessment. Consideration of this matter will include:

TWO CONTRACTS FOR AS-NEEDED ARCHITECTURE SERVICES (H166546 & H166547)
The City of San Diego (City) is requesting proposals from highly qualified architecture firms for consultant services for Two Contracts for As-Needed Architecture Services (H166546 & H166547).
It is the policy of the City to provide equal opportunity in its architecture professional services contracts. Toward this end, proposals from small local businesses, disadvantaged businesses and disabled veteran, women and minority owned businesses are strongly encouraged. Prime consultants are encouraged to provide subconsultant opportunities or joint venture with these firms. This project has a voluntary Small Local Business Enterprises (SLBE) / Emerging Local Business Enterprises (ELBE) Participation Level (SLBE/ELBE) goal of 20%. The proposal must also address how the consultant plans to interface with the Citys project management staff and the consultants workforce in San Diego County.

This RFP does not commit the City to award a contract or to defray any costs incurred in the preparation of a proposal pursuant to this RFP. The City reserves the right to accept or reject any or all proposals received as a result of this RFP. The City also reserves the right to revise this RFP, including but not limited to the pre-proposal meeting date and the proposal due date. If the City revises the RFP, all RFP holders of record will be notified in writing by the City.
SUMMARY SCOPE OF SERVICES
Under the general supervision of the City Mayor or his designated representatives, Consultant shall provide as-needed professional Professional Architecture Services services by Task Orders on an hourly basis. The Contract has a term of not to exceed five calendar years from the award and shall not exceed three million dollars. Professional Architecture Services include, but are not necessarily limited to, architectural, structural, mechanical, electrical, landscaping, survey, or other services necessary to complete the Tasks. These services will be provided according to City directions and in conformance with the current California Building Code/Uniform Building Code, California Title 24 Accessibility Standards, and the Americans with Disabilities Act/Americans with Disabilities Act Design Guidelines including professional standards of practice established by the City (see paragraph 1-15). This includes all amendments and revisions of these standards as adopted by the City. For ADA Barrier Removal Projects, a successful proposal shall include at least one team member who is certified by the State of California as a Certified Access Specialist (CASp). The remainder of the Scope of Services is contained in the Request for Proposal for Two Contracts for As-Needed Architecture Services (H166546 & H166547) as Exhibit A to the Draft Agreement.
