The City of San Diego Engineering & Capital Projects Department, in accordance with the National Flood Insurance Program regulation 65.7(b)(1), hereby gives notice of the City's intent to revise the floodway, generally located in the vicinity of the Carroll Canyon Creek on the Scripps Park West property. Specifically, the floodway shall be revised from a point approximately 500 feet downstream of the Scripps Park West property, to the upstream property line, where a box culvert discharges on said property. As a result of the floodway revision the floodway shall remain roughly the same width, though its alignment will shift to the south approximately 50-200 feet through the Scripps Park West Property.

 As a property owner, tenant, or person who has requested notice, please be advised that the Hearing Officer will hold a public hearing to approve, conditionally approve, or deny an application for a Coastal Development Permit and Site Development Permit (Barrio Logan PDO) to demolish an existing building and construct 14 two-bedroom residential for rent units on a 14,000 square foot site.  The project includes requests for deviations to the development standards to allow a 20% deviation for front yard and rear yard setbacks at all stories, a 20 % deviation for side yard setbacks at second and third stories, a deviation from parking standards to accept a 2-car parking elevator as tandem parking, and a 20% deviation from total square footage of common open space requirements. The property is located at 1776 National Avenue in the Redevelopment Subdistrict of the Barrio Logan Planned District, Coastal Overlay (non-appealable), Residential Tandem Parking, and Transit Area Overlay zones.
 The decision of the Hearing Officer is final unless appealed to the Planning Commission.  In order to appeal the decision you must be present at the public hearing and file a speaker slip concerning the application or have expressed interest by writing to the Hearing Officer before the close of the public hearing. The appeal must be made within 10 working days of the Hearing Officer's decision.  The decision made by the Planning Commission is the final decision by the City.
 The certification of an Environmental Impact Report, adoption of a Mitigated Negative Declaration or Negative Declaration may be appealed to the City Council after all other appeal rights have been exhausted.  All such appeals must be filed by 5:00 PM within ten (10) business days from the date of the Planning Commission's certification/adoption of the environmental document.  The proper forms are available from the City Clerk's Office, located on the second floor of the City Administration Building, 202 C Street, San Diego, CA  92101.
 The final decision by the City of San Diego is not appealable to the California Coastal Commission.  If you want to receive a Notice of Final Action, you must submit a written request to the City Project Manager listed above.
 If you wish to challenge the City's action on the above proceedings in court, you may be limited to addressing only those issues you or someone else have raised at the public hearing described in this notice, or written in correspondence to the City at or before the public hearing.  If you have any questions after reviewing this notice, you can call the City Project Manager listed above.

NOTICE OF A JOINT PUBLIC HEARING REGARDING USE OF REDEVELOPMENT FUNDS TO PAY FOR ALL OR PART OF THE VALUE OF LAND FOR, AND THE COST OF INSTALLATION AND CONSTRUCTION OF, ANY PUBLICLY OWNED BUILDING OR FACILITY MADE PURSUANT TO THE COOPERATION AGREEMENTS FOR JOINT PROJECTS, THE NORTH EMBARCADERO PROJECT IMPROVEMENTS, AND TRANSIT LINE IMPROVEMENTS AND CONSISTENT
WITH THE CENTRE CITY AND GRANTVILLE REDEVELOPMENT PLANS

On July 29, 2008, the City Council of the City of San Diego (the “City Council”) and the Redevelopment Agency of the City of San Diego (the “Agency”) will consider the use of tax increment revenue from the Centre City and Grantville Redevelopment Project Areas to pay for
all or part of the value of the land for, and the cost of the installation and construction of, any publicly owned building or facility pursuant to certain Cooperation Agreements, as more fully described below, concerning Joint Projects, the North Embarcadero Project Improvements, and Transit Line Improvements.
The Cooperation Agreements are described as:
1. Agreement for Cooperation between the Redevelopment Agency of the City of San Diego and the County of San Diego relating to Joint Projects (Grantville Redevelopment Project); and
2. Agreement for Cooperation between the Redevelopment Agency of the City of San Diego and the County of San Diego relating to the funding of the North Embarcadero Public Improvements and Facilities (Centre City Redevelopment Project Area); and
3. Cooperation Agreement relating to the funding of the Transit Line Improvements by and between the City of San Diego and Redevelopment Agency of the City of San Diego.
The three agreements above shall be collectively referred to as the “Cooperation Agreements.”
Pursuant to Section 33679 of the California Community Redevelopment Law (Health & Safety
Code, Section 33000, et seq.), the City Council and Agency will be conducting a hearing on the approval and execution of the Cooperation Agreements.
