The SAN DIEGO ASSOCIATION OF GOVERNMENTS (SANDAG), 401 B Street, Suite 800, San Diego, CA 92101-4231, is requesting bids to perform the work as follows.

The Sweetwater Bikeway - Plaza Bonita Segment is an approximately 0.45 miles of Class 1 bicycle facility located on the westerly side of Plaza Bonita Road, National City. The project will close a gap in the Sweetwater Bikeway; project limits include extending the existing Sweetwater Bikeway from approximately 2,000 feet north of Bonita Mesa Road to approximately 400 feet south of Bonita Mesa Road, connecting to existing Class 1 bike paths at each end. The project includes constructing parking on the easterly side, removing the existing median island, shifting existing lanes east, and constructing the new bike path on the most westerly existing travel lane. The work includes landscaping and irrigation, drainage adjustments, water quality control, signing and striping, traffic control, approximately 5" retaining wall, street slurry sealing, traffic signal modification, as well as the procurement of all materials and performing all work necessary to complete the work in accordance with the project plans and Special Provisions. For the SWPPP, this project is a Risk Level 2.

The Engineer"s Estimate is $1,206,165. The Prime contractor must perform with their own organization at least 35 percent of the work. The Prime must have a valid A license. The project is funded in whole or in part with Federal Highway Administration funds. The DBE goal for this project is 12.0 percent.

A non-mandatory prebid meeting will be held on Wednesday, August 6, 2014, at SANDAG, 401 B Street, 7th Floor Board Room, San Diego, CA 92101-4231 (in the Wells Fargo Building). Networking for primes and subcontractors will be 9:00 to 9:30. The prebid will begin at 9:30. All prospective bidders are highly encouraged to attend. It is an opportunity to learn about the Project, ask questions, and network with firms with whom you may partner for the Project. A portion of the meeting will be devoted to Equal Employment Opportunity and Disadvantaged Business Enterprises (DBE) requirements.

A non-mandatory site walk will be held on Wednesday, August 6, 2014, at 1:00 p.m. Bidders should meet at the Plaza Bonita Mall, National City, CA. Please meet at the second entrance into the mall, with the small mall sign (physical location: if starting at the intersection of Sweetwater Road and Plaza Bonita Road, continue southwest on Plaza Bonita Road for approximately 0.35 miles to the second entrance to Plaza Bonita Mall). Park in the parking lot. We will meet on the corner. Wear your safety vest and closed-toed shoes.

This IFB package can be downloaded from the SANDAG website at www.sandag.org/contracts. Register in SANDAG"s online database and download the IFB and plans. SANDAG is the only source of accurate information about SANDAG projects. The IFB may be reviewed at SANDAG and/or the Contracting Opportunities Center located at 4007 Camino Del Rio South, Suite 210, San Diego, CA.

Bids must be received by 2:00 p.m., on Tuesday, August 26, 2014, at SANDAG, on the 8th Floor, attention: Mark Holt. Bids arriving later than 2:00 p.m., or at a location other than 401 B Street, on the 8th Floor, will not be considered.
