Subject: CITY COUNCIL APPROVAL to vacate a portion of a public storm drainage easement on vacant land. After the existing easement through the center of the parcel is vacated, the central portion of the parcel will be re-graded and storm water flow will be rerouted between existing culverts through a new underground pipe along the eastern side of the parcel. The project site is located at 1975 Hotel Circle South along the southern edge of Mission Valley, 50 feet south of Interstate 8 within the Mission Valley Planned District (MVPD) MV-M/SP zone. The City of San Diego (City) is requesting proposals from highly qualified archaeological firms for consultant services for As-Needed Archaeological Monitoring Consultant (H146284).

It is the policy of the City to provide equal opportunity in its archaeological professional services contracts. Toward this end, proposals from small local businesses, disadvantaged businesses and disabled veteran, women and minority owned businesses are strongly encouraged. Prime consultants are encouraged to provide subconsultant opportunities or joint venture with these firms. The City endeavors to do business with firms sharing the City's commitment to equal opportunity and will not do business with any firm that discriminates on the basis of race, religion, color, ancestry, age, gender, sexual orientation, disability, medical condition or place of birth.

This project has a voluntary Small Local Business Enterprises (SLBE) / Emerging Local Business Enterprises (ELBE) Participation Level (SLBE/ELBE) goal of 20%. The proposal must also address how the consultant plans to interface with the City's project management staff and the consultant's workforce in San Diego County.

SUMMARY SCOPE OF SERVICES

The scope is for As-Needed Cultural Resources Consultant Services to support the City of San Diego's Transportation & Storm Water (T&SW) Department with various engineering, as well as operations and maintenance programs and projects. Local and state funds shall be used and the Consultant shall provide services to ensure planning and permitting activities remain in compliance with jurisdictional regulations (local, state, and federal), and related expenditure guidelines. Subject: MAYORAL APPROVAL for the rehabilitation of Runway 8L-26R (Project). Runway 8L-26R measures 7,972 feet in length and 150 feet in width, and is comprised of both Portland Cement Concrete (PCC) and Asphalt (AC) pavements. Review of historic aerial photographs suggests that the existing paving was put in place in 1953. In the early 1990ís approximately 5,500 feet of the runwayís middle section was milled and overlaid, but the end portions of the Runway have had no major rehabilitation work since its construction over half a century ago. The current conditions of the concrete ends of the runway require immediate evaluation and rehabilitation to ensure safety and compliance with current design and construction standards as set forth by applicable regulatory agencies, including the Federal Aviation Administration (FAA).

The touchdown pavement areas, in particular, the eastern end of the main runway (Runway 26R), is in very poor condition due to the usual westbound direction of air traffic. The expected life of this section is less than one year. Due to the poor condition of the runway, the project will require the following: 1) removal of 50 feet of existing PCC closest to the runway shoulders and excavation of fill material up to 26 inches below grade; 2) building up of AC section to proposed grade; 3) rubbilization of existing PCC in middle 50 feet of Runway 26R; 4) building up variable depth AC base layer; and 5) constructing AC surface layer with a crown on centerline and matching grades at the AC previously placed on the outer 50 feet of Runway 26R. Repairs to the westerly end of Runway 8L-26R, which will involve minor surface and joint repairs, will also be included as part of this rehabilitation project. Other project elements include the replacement of an existing service road and milling and overlaying of existing runway shoulder on the north side of Runway 26R.

The site is not included on any Government Code listing of hazardous waste sites.
