As a property owner, tenant or person who has requested notice, you should know that the Planning Commission will hold a public hearing to recommend approval, conditional approval, or denial to the City Council for a Coastal Development Permit (CDP), Site Development Permit (SDP), Vesting Tentative Map (VTM), and Easement Vacation (EV) for the demolish two existing commercial structures and to construct eighteen (18) attached single family residential condominium units, and associated improvements on the adjacent City-owned, non-dedicated park parcel located south of the existing tennis courts within the La Jolla Community Park. This parcel is associated with Conditional Use Permit (CUP) No. 14155, which would be retained. As a component of the proposed project, the project would achieve a Leadership in Energy and Environmental Design (LEED) Silver Certification as well as incorporate a roof-mounted photovoltaic system consisting of solar panels sufficient to generate at least 30 percent of the projectís projected energy consumption, in conformance with the criteria of the Affordable/In-Fill Housing and Sustainable Buildings Expedite Program. The 0.739 acre project site is located 720 Silver Street and 7601 Draper Avenue in the LJPD-3 Zone of the La Jolla Planned District within the La Jolla Community Plan and Local Coastal Program Area, the Coastal Height Limitation Overlay Zone, the Coastal Overlay Zone (Non-Appealable Area 2), the Parking Impact Overlay Zone (Coastal Impact Area), and the Residential Tandem Parking Overlay Zone. This application was filed on January 12, 2015.
The decision to approve, conditionally approve, modify or deny the Coastal Development Permit (CDP), Site Development Permit (SDP), Vesting Tentative Map (VTM), and Easement Vacation (EV) will be made by the City Council at a future public hearing. You will also receive a notice of the City Council public hearing.
The final decision by the City of San Diego is not appealable to the California Coastal Commission. If you want to receive a Notice of Final Action, you must submit a written request to the City Project Manager listed above.

As a property owner, tenant or person who has requested notice, you should know that the Planning Commission will hold a public hearing to approve, conditionally approve, or deny an application for a permit to deviate from the development regulations of the La Jolla Planned District to allow 50 percent office use on the ground floor where a maximum of 25 percent office use is allowed in an existing 36,485 square-foot building on a 0.475-acre site located at 1111 Prospect Street, and in Zone 1 of the La Jolla Planned District, Coastal (Non-appealable) Overlay Zone within the La Jolla Community Planning Area, and in Council District 1. This application was filed on December 27, 2014.
The decision of the Planning Commission is final unless the project is appealed to the City Council. In order to appeal the decision of the Planning Commission you must be present at the public hearing and file a speaker slip concerning the application or have expressed interest by writing to the Planning Commission before the close of the public hearing. This ordinance amends Chapter 3, Article 3 of the Municipal Code by adding a new Division 46 requiring owners and operators of pedicabs to obtain a police permit. These amendments will move the City's oversight of the pedicab program from the Transportation and Stormwater Department to the Police Department. The pedicab industry will be treated as a police-regulated business. This ordinance also amends sections of Chapter 8, Article 3, Division 1 of the San Diego Municipal Code relating to the operation of pedicabs on City streets.

This ordinance contains a notice that a full reading of this ordinance is dispensed with prior to its passage, a written or printed copy having been available to the City Council and the public prior to the day of its passage.

This ordinance shall take effect and be in force on the thirtieth day from and after its final passage.

This ordinance amends Chapter 4, Article 3, Division 3 of the San Diego Municipal Code (Storm Water Management and Discharge Control) to: (1) ensure the City's regulation of discharges to its MS4 is consistent with the requirements of California Regional Water Quality Control Board, San Diego Region Order No. R9-2013-0001, as amended by Order No. R9-2015-0001 (2013 MS4 Permit); (2) amend some of the terms and definitions in section 43.0302 to ensure consistency with the terms and definitions in the 2013 MS4 Permit, to clarify their meaning and application, and to add cross reference to definitions in other sections of the San Diego Municipal Code; and (3) define the Jurisdictional Runoff Management Program and provide the City Manager with authority to approve amendments to the Jurisdictional Runoff Management Program in section 43.0302. This ordinance also makes non-substantive changes to conform to the current standard San Diego Municipal Code conventions, to avoid duplication, and to make the subsections more consistent with each other.

That a full reading of this ordinance is dispensed with prior to passage, a written copy having been made available to the Council and the public prior to the day of its passage.

This ordinance shall take effect and be in force on the thirtieth day from and after its final passage.
