PROJECT DESCRIPTION: The applicant proposes a Tentative Map to subdivide 17.3 acres into 25 lots, including 21 residential, two Home Owner Association (HOA) lots for detention basins, and two open space lots to preserve wetlands. The proposed residential lots would be 0.5 acre gross and net. Access to all lots would be provided by a proposed private road connecting to South Mission Road, and the design only allows for right-in, right out of the project site. A U-Turn lane would be proposed at the intersection of South Mission and Sterling Bridge Road, which is north of the project. Approximately 100 feet of the existing median would be removed to allow for the addition of the U-Turn. Water and Sewer would be provided by Fallbrook Public Utilities District. Earthwork will consist of 80,000 cubic yards of balanced cut and fill. The project site is subject to the Village Residential General Plan Regional Category, Land Use Designation Village. Zoning for the site is Rural Residential (RR).
LOCATION: East of South Mission Road and north of Stage Coach Lane, in the Fallbrook Plan Area., within the unincorporated San Diego County. (APNs 106-251-01-03-18 & 24; 106-51-12, 13; 106-500-29)
ENVIRONMENTAL STATUS: It is recommended that the proposal be determined to be exempt from environmental review pursuant to Section 15183 of the State California Environmental Quality Act Guidelines, because the project is consistent with the County General Plan and will implement mitigation measures specified in the certified General Plan Update Environmental Impact Report.

PROJECT DESCRIPTION: The applicant proposes a Major Use Permit for an unmanned wireless telecommunication facility on a site that is currently developed with a church. The proposed project would consist of the installation of 12 panel antennas and a four-foot microwave antenna, mounted inside of a proposed 35-foot tall architectural tower, which would appear as an extension of the existing church. The equipment would be located at the base of the architectural tower. A 30kW emergency generator would be within a separate enclosure, and located near the southern portion of the property. Both the architectural tower and the generator enclosure would be comprised of a concrete masonry unit wall, which would be colored to match the existing church. The site is zoned Rural Residential (RR) which permits Wireless Telecommunication Facilities under the Tier 4 Classification with the approval of a Major Use Permit pursuant to Section 6985A of the Zoning Ordinance.
LOCATION: The project site is located at 731 S. Stage Coach Lane, in the Fallbrook Community Plan Area, within unincorporated San Diego County (APN 106-340-29).
ENVIRONMENTAL STATUS: It is recommended that the project be exempt from environmental review pursuant to Section 15303 of the State California Environmental Quality Act Guidelines, because the telecommunication facility qualifies as new, small, facilities on structures. A Notice of Exemption dated March 2, 2015, was prepared for the project and is on file with Planning & Development Services.

The County of San Diego Department of Public Works invites qualified Consultants to submit a Statement of Qualifications (SOQ) to provide As-Needed Environmental Services for FHWA Funded Projects. Consultant will be required to provide environmental services on an as-needed basis related to FHWA funded projects. Consultant shall have staff qualified to conduct field surveys as well as prepare written documents, including graphics. The County may award up to two contracts from this Qualifications Based Selection. Awarded contracts shall not exceed $500,000 per year for a term of up to five (5) years each. Specific work will be assigned via task order. Actual execution of task orders will be at the sole discretion of the County.
