Sealed bids will be received at the Office of Purchasing and Contracting, 10089 Willow Creek Road, Suite 150, San Diego, California, 92131, until 2:00 p.m. on AUGUST 15, 2008, at which time they will be publicly opened and read aloud. Contract documents, including reduced plans only, specifications and proposal forms, may be examined or purchased for the sum of $20.00 (including tax) per set at the Office of Purchasing and Contracting, 10089 Willow Creek Road, Suite 150, San Diego, CA 92131 beginning JULY 21, 2008. A set of full size plans may be obtained at the Dept. of Purchasing and Contracting, referenced above, at an additional cost of $10.00 per set (including tax). The Contractor shall possess, at the time of submitting the bid, a California contractor's license, Classification A, General Engineering Contractor, or Classification C-12, Earthwork and Paving Contractor. The cost of construction is estimated to be from $950,000 to $1,000,000. Bid security of no less than 10% required at time of bid. Successful bidder shall provide Payment and Performance Bonds for 100% of the contract amount. Prevailing Wage rates apply. A Disabled Veterans Business Enterprise (DVBE) goal of three percent (3%) has been established for this project. BIOLOGICAL MITIGATION PLAN CONSULTING SERVICES FOR THE COACHELLA CANAL LINING
PROJECT DOS PALMAS AREA OF CRITICAL CONCERN
The San Diego County Water Authority (Water Authority) is soliciting proposals from qualified firms for professional services to prepare/finalize, implement and report on a biological monitoring plan for certain mitigation sites associated with the Coachella Canal Lining Project (CCLP) within the Dos Palmas Area of Critical Concern (ACEC), Riverside County. The mitigation sites have been identified by the project and general guidance on the monitoring requirements are provided in project-related documents and summarized in this Request for Proposals (RFP).
This RFP will be used to select a qualified firm to provide the required surveying services.
PROPOSALS DUE: September 2, 2008, at 5:00 p.m.
SCOPE OF WORK:
Contractor shall be responsible for finalizing a biological monitoring plan; performing biological monitoring that includes field surveying habitats that support threatened and endangered species; aerial vegetation mapping of some of the project area; and preparing annual and final reports on the status of the mitigation sites/species with recommendations for adaptive management actions. For the purposes of this RFP, the monitoring areas consist of five separate mitigation sites comprising approximately 150 acres within the approximately 13,000-acre Dos Palmas ACEC.
The Water Authority promotes opportunities for small business participation and encourages outreach to small firms where subcontracting opportunities are available on this project.
