NOTICE IS HEREBY GIVEN that the County of San Diego is circulating for public review a draft Environmental Impact Report in accordance with the California Environmental Quality Act for the following project. This draft Environmental Impact Report and attached reports can be reviewed at the Department of General Services (DGS), 5555 Overland Avenue, Suite 2207, Building 2 Room 220, San Diego, California 92123 and at the public library listed below. Comments on this draft Environmental Impact Report must be sent to the DGS address listed above and should reference the project numbers and name.
MH7992; SCH NO. 2007121022; EDGEMOOR FACILITY DEMOLITION. The project proposes the demolition and removal of 26 historical structures. The project is on County-owned land located within the City of Santee, specifically at 9065 Edgemoor Drive. The buildings proposed for demolition are associated with the Edgemoor Geriatric Hospital and surrounding area. Demolition and removal of the structures will take up to 180 days. No subsequent development is proposed on the site at this time. The project will require a demolition permit from the County of San Diego and a hauling permit from the City of Santee. The draft Environmental Impact Report identified significant environmental impacts to biological resources, cultural resources, and hazards/hazardous materials. Comments on this proposed draft Environmental Impact Report must be received no later than Monday, September 22nd at 4:00 p.m. (a 45-day public review period). Phase 4 Group 2 of the Quieter Home Program involves sound attenuation improvements for certain residences around San Diego International Airport. The project includes 57 dwelling units located on 47 residential properties.
Sound attenuation improvements may include, but are not be limited to, replacement of windows and exterior doors, adding storm windows, added insulation and improvements to add air conditioning, ventilation, and electrical systems.
The project may include special treatment for historically significant structures.
The work will include the demolition and modification of existing construction to install new windows and doors and, in some cases may require temporary weatherproof closures.
The magnitude of this work is in the range of $ 2,895,120. The bidder must possess a valid California State Contractors License, classification B at the time the contract is submitted.
Bids will be opened in public immediately following the time for receipt referenced above, in the PSA Conference Room at 2320 Stillwater Road, San Diego, California. No Bidder may withdraw a bid after the time and date set for bid opening.
A prebid conference will be conducted at 1:00 P.M. on August 19, 2008, in the PSA Conference Room, San Diego, California. At the end of the conference, interested parties may visit the job site or, if indicated in the Special Conditions, make an appointment to visit the site. The Airport Authority's representative will be present at the prebid conference to receive questions. This will be the only job site tour given, please ensure your attendance. Failure to visit the job site shall be grounds for denial of claims for changed conditions.

In accordance with the provisions of the California State Labor Code, the Airport Authority has obtained the general prevailing rate of wages (which rate includes employer payments for health and welfare, vacation, pension and similar purposes) applicable to the work to be done, for straight time, overtime, Saturday, Sunday and holiday work. All labor employed on this project shall be paid no less than such minimum rates of wages.
It is the practice of the Airport Authority that certified Disadvantaged Business Enterprises (DBEs) shall have the maximum opportunity to participate in the performance of Airport Authority contracts. Certified DBEs with qualifying experience are encouraged to respond to the request for proposals/bids/quotes, etc.
Bidder shall file the bonds as required by the Contract and Civil Code section 3247. The provisions of Public Contract Code section 22300 apply to this Contract.
In the public interest, the Airport Authority reserves the right to reject any or all bids, or to waive any informality in a bid.
