Draft San Diego Regional Analysis of Impediments to Fair Housing Choice

Under Title 1 of the Housing and Community Development Act of 1974, as amended, The City of San Diego invites citizens to participate in the preparation of the San Diego Regional Analysis of Impediments to Fair Housing Choice (AI). The AI is an analysis that represents conclusions about impediments to fair housing choice, as well as actions necessary to address any identified impediments.
Notice is hereby given that the 30-day public review from July 1, 2010 through July 30, 2010 has been extended to August 17, 2010. The purpose of the review is to provide the public with an opportunity to comment on the analysis, conclusions on impediments to fair housing choice and solutions to mitigate or remove such impediments.
The draft document will be available in the reference section of all City of San Diego libraries and at the CDBG Program office located at 1200 Third Avenue, Suite 1400, San Diego, CA 92101. The plan will also be available for review on the City's CDBG Program website (www.sandiego.gov/cdbg/general/) and the Housing Commission's website (www.sdhc.org.).
A schedule of any community meetings in which the draft AI will be presented will be listed on the City's CDBG Program website. Public comments may be provided at these meetings or can be submitted in writing to the CDBG Program office in person, via mail, or via e-mail (CDBG@sandiego.gov). All information and updates regarding this process will be posted on the City's CDBG website.

As a property owner, tenant, or person who has requested notice, please be advised that the Hearing Officer will hold a public hearing to approve, conditionally approve, or deny an application for a Site Development Permit ( La Jolla Shores PDO and amend CUP 228-PC) and Neighborhood Development Permit (Environmentally Sensitive Lands) to demolish, reconstruct and add on to (2,171 square foot addition) an existing, two-story, approximate 4,771 gross square-foot single family residence resulting in a total of approximate 6,942 gross square foot, three-story, single family residence on a 11,495 square foot property. Third Substantial Amendment to the
Fiscal Year 2009 Annual Action Plan

The City of San Diego was awarded $14,852,251 in Community Development Block Grant (CDBG) funds in Fiscal Year (FY) 2009. Of these CDBG funds, the San Diego Housing Commission was allocated a total of $1,277,478 for various housing and public facilities projects. The San Diego Housing Commission has requested the reallocation of $1,097,478 of these FY 2009 CDBG funds to the Parker-Kier Apartments Rehabilitation Project. The proposed reallocation of these funds would require the submission of a Third Substantial Amendment to the City of San Diego's FY 2009 Annual Action Plan to the U.S. Department of Housing and Urban Development (HUD). An electronic copy of the report summarizing the proposed reallocation and Third Substantial Amendment will be posted on the City's CDBG website at www.sandiego.gov/cdbg/general from August 11 - September 14, 2009.

The proposed reallocation and Third Substantial Amendment will be considered by City Council during their regularly scheduled meeting on September 13th or 14th, 2010 at:

A RESOLUTION DECLARING THE RESULTS OF THE MUNICIPAL PRIMARY ELECTION AND THE MUNICIPAL SPECIAL ELECTION HELD IN THE CITY OF SAN DIEGO ON JUNE 8, 2010.

WHEREAS, a municipal primary election was held in the City of San Diego on Tuesday, June 8, 2010, pursuant to the provisions of Ordinance No. O-19924 (New Series), adopted February 1, 2010, for the purpose of nominating candidates to the offices of Councilmember for Districts 2, 4, 6, and 8, and, if any candidate received a majority of all votes cast, for the purpose of electing that candidate; and
WHEREAS, a municipal special election was held in the City of San Diego on Tuesday, June 8, 2010, pursuant to the provisions of Ordinance No. O-19925 (New Series), adopted February 1, 2010, for the purpose of submitting to the qualified voters of the City of San Diego two propositions, described as follows:
1) One proposition regarding whether to amend the City Charter related to limitations and credits for veterans' preference points in Civil Service examinations (Proposition C); and
2) One proposition regarding whether to revise the City Charter related to the Strong Mayor form of governance (Proposition D); and
WHEREAS, both propositions required approval by a simple majority (over 50%) to
be considered approved by the voters, and the propositions read as follows:

PROPOSITION C
. AMENDS THE CITY CHARTER RELATING TO LIMITATIONS AND CREDITS FOR VETERANS' PREFERENCE POINTS.
Shall the Charter be amended to extend eligibility for veterans' preference points in any original Civil Service examination to veterans who have served in the United States Armed Forces during any war, major military action or peacekeeping mission, and to provide an additional five percent credit for any veteran or the spouse of any veteran who has a qualifying service-related disability?

PROPOSITION D. REVISES THE CITY CHARTER RELATING TO THE STRONG MAYOR FORM OF GOVERNANCE. WHEREAS, declaring the results of elections as certified by the Registrar of Voters and the City Clerk is a ministerial act required of the municipal governing body by California Elections Code section 10263 and, therefore, is not subject to veto by the Mayor; NOW, THEREFORE,
BE IT RESOLVED, by the Council of the City of San Diego, that the Council finds and determines, pursuant to the provisions of Section 27.0411 of the San Diego Municipal Code, as follows:

The City Clerk shall make public the results of the canvass of the municipal primary election and municipal special election by publication of a copy of this resolution.
