Draft San Diego Regional Analysis of Impediments to Fair Housing Choice

Under Title 1 of the Housing and Community Development Act of 1974, as amended, The City of San Diego invites citizens to participate in the preparation of the San Diego Regional Analysis of Impediments to Fair Housing Choice (AI). The AI is an analysis that represents conclusions about impediments to fair housing choice, as well as actions necessary to address any identified impediments.
Notice is hereby given that the 30-day public review from July 1, 2010 through July 30, 2010 has been extended to August 17, 2010. The purpose of the review is to provide the public with an opportunity to comment on the analysis, conclusions on impediments to fair housing choice and solutions to mitigate or remove such impediments.
The draft document will be available in the reference section of all City of San Diego libraries and at the CDBG Program office located at 1200 Third Avenue, Suite 1400, San Diego, CA 92101. The plan will also be available for review on the City's CDBG Program website (www.sandiego.gov/cdbg/general/) and the Housing Commission's website (www.sdhc.org.).
A schedule of any community meetings in which the draft AI will be presented will be listed on the City's CDBG Program website. Public comments may be provided at these meetings or can be submitted in writing to the CDBG Program office in person, via mail, or via e-mail (CDBG@sandiego.gov). All information and updates regarding this process will be posted on the City's CDBG website.

Notice of Public Hearing for Proposed
Community Development Block Grant
Third Substantial Amendment to the
Fiscal Year 2009 Annual Action Plan

The City of San Diego was awarded $14,852,251 in Community Development Block Grant (CDBG) funds in Fiscal Year (FY) 2009. Of these CDBG funds, the San Diego Housing Commission was allocated a total of $1,277,478 for various housing and public facilities projects. The San Diego Housing Commission has requested the reallocation of $1,097,478 of these FY 2009 CDBG funds to the Parker-Kier Apartments Rehabilitation Project. The proposed reallocation of these funds would require the submission of a Third Substantial Amendment to the City of San Diego's FY 2009 Annual Action Plan to the U.S. Department of Housing and Urban Development (HUD). An electronic copy of the report summarizing the proposed reallocation and Third Substantial Amendment will be posted on the City's CDBG website at www.sandiego.gov/cdbg/general from August 11 - September 14, 2009.

The proposed reallocation and Third Substantial Amendment will be considered by City Council during their regularly scheduled meeting on September 13th or 14th, 2010 at:

AN ORDINANCE SUBMITTING TO THE QUALIFIED
VOTERS OF THE CITY OF SAN DIEGO AT THE MUNICIPAL
SPECIAL ELECTION CONSOLIDATED WITH THE
STATEWIDE GENERAL ELECTION TO BE HELD ON
NOVEMBER 2, 2010, ONE PROPOSITION THAT REQUIRES
SATISFYING REFORM CONDITIONS RELATED TO
CERTAIN PENSION, RETIREE HEALTH CARE, MA
NAGED COMPETITION AND OTHER FINANCIAL REFORMS
BEFORE IMPOSING A TEMPORARY TRANSACTIONS
(SALES) AND USE TAX TO BE ADMINISTERED BY THE
STATE BOARD OF EQUALIZATION.

This ordinance places one proposition on the ballot for the November 2, 2010 Municipal Special Election. If adopted, this proposition will impose a temporary one-half cent transaction (sales) and use tax in the City of San Diego, for up to five years, but only after certain conditions related to financial reforms are met. This will be a general tax, and all revenues the City receives from the tax will be placed into the City's general fund, to be expended for any lawful governmental purpose.
The ordinance provides that imposition of the tax will begin the first day of the first calendar quarter commencing more than 110 days after the Board of Equalization receives certification from the City Auditor of the City of San Diego that all specified conditions have been satisfied (Operative Date). The conditions, which are delineated in the ordinance, relate to:
(1) the City adopting an ordinance eliminating retirement offsets for elected officials and those City employees who are not represented by a labor organization; (2) the City completing a managed competition guide, adopted by ordinance; (3) the Mayor completing a Deferred Retirement Option Plan (DROP) cost neutrality study; (4) the Mayor soliciting requests for qualifications from bidders to assume the operations of the Miramar Landfill; (5) the City adopting an ordinance eliminating terminal leave for City employees; (6) the City reducing the total cost of retirement offsets for employees represented by labor organizations; (7) the City reducing its retiree health care liability; (8) the Mayor soliciting proposals from bidders to provide information technology services for the City; (9) the City establishing a second tier pension plan for new employees represented by San Diego City Firefighters, International Association of Fire Fighters, Local 145; and (10) the City adopting an ordinance creating an alternative Defined Contribution Plan designed to reduce City costs from the current City retirement plan.
If approved by the voters, the authority to levy the tax would expire five years after the Operative Date described above, or December 31, 2017, whichever is earlier.
This ordinance placing the transactions (sales) and use tax measure on the ballot may be passed by the Council on the date of introduction pursuant to Charter section 275(c) and takes effect upon final passage pursuant to Charter sections 295(a) and 295(d).
