The County of San Diego, Owner, invites bids for Construction of Dolores Street Sidewalks; PROJECT 1011343 (RFB 4692). This is a Community Development Block Grant Project, a Federal Assistance Grant of the U.S. Department of Housing and Urban Development.
The work to be performed under this contract is subject to the requirements of Section 3 of the Housing and Urban Development Act of 1968, as amended, 12 U.S.C. 1701u (Section 3). Bidder claiming Section 3 Certification may be eligible for Section 3 Preference.

NOTICE OF REQUEST FOR STATEMENTS OF QUALIFICATIONS FOR
ENVIRONMENTAL CONSULTING SERVICES ON AN AS-NEEDED BASIS FOR FHWA FUNDED PROJECTS
(RFSQ 4706)
The County of San Diego Department of Public Works invites qualified Consultants to submit a Statement of Qualifications (SOQ) to provide Environmental Consulting Services On An As-Needed Basis for FHWA funded projects. Consultant must demonstrate experience in the preparation of environmental documents required by various local, state and federal laws and policies. The consultant must be: experienced in applying the County's CEQA guidelines; FHWA NEPA guidelines; have recent experience in the preparation of a Mitigated Negative Declaration and/or Environmental Impact Report; and be experienced in applying regulatory guidelines. This shall include, but not be limited to, permits required under CWA Sections 401 and 404, ESA Sections 7 and 10, NHPA Section 106, and CFGC Section 1601. Knowledge of, and experience with, implementation of the state's Natural Communities Conservation Program (NCCP), the County's Multiple Species Conservation Program (MSCP), conducting field surveys, and preparation of County Habitat Loss Permit applications shall be required. Projects involving federal funds or permits may require that chief personnel hold certifications with other organizations, such as the Register of Professional Archeologists (ROPA). Multiple contracts are intended to be awarded from this Qualification Based Selection. Awarded contracts shall not exceed $1,000,000 per year for a term of up to five (5) years each. Contract award is projected for December 2010. Compensation to Awarded Consultant shall be on a Task Order basis. County may assign Task Orders to Awarded Consultants in any order for this project and task assignments shall be at the sole discretion of the County. Assignment of Task Orders may be made when the County has need for consultant engineering services, but assignment of any Task order during the duration of the contract is not guaranteed. Underutilized Disadvantaged Business Enterprise (UDBE) goal for this project is 13% percent. UDBE commitment and Good Faith Effort (GFE) submittals are required. SOQs received without required UDBE submittals will be disqualified.

The County of San Diego, Department of General Services, invites qualified consultants to submit a Statement of Qualifications (SOQ) to perform the following tasks: AS-NEEDED PROJECT MANAGEMENT SERVICES.
The purpose of this solicitation will be to establish a list of pre-qualified and selected firms to assist the County in performing Project Management Services in support of various small and mid size projects, including but not limited to, new construction, remodels, and demolition. Deliverables are project specific and will be determined in the specific Task Order. These include but are not limited to the following: site review, project scoping, cost estimating, project planning and coordination, budget and schedule control, Bid/J.O.C. Proposal review, change order review, contractor coordination, progress reporting, project closeout. The consultant's qualifications and ability to perform each task will be evaluated during the evaluation process.
Consultant services shall be awarded by Qualification Based Selection. Professional services requirements listed in Request for Statement of Qualifications (RFSQ 4700). The selection will be in accordance with County Board of Supervisors' Policy, F-40 (Procuring Architectural, Engineering and Related Professional Services). (Available upon request).
Submittals must be received at County of San Diego, Department of General Services, 5555 Overland Avenue, Building 2, Suite 2207 (or hand deliver to Room 220), San Diego, CA 92123 to the attention of Leonard Pinson, JOC Coordinator, no later than 4:00 PM, August 27, 2010.

The County as a matter of policy requires a three (3) percent participation goal for Disabled Veteran Business Enterprises (DVBE) for this project, or documentation of “Good Faith Effort”. The County also encourages the participation of small business enterprises.
