The project estimate range is between $170,000 and $200,000. The District requires that Bidders possess any of the following classification(s) of California State Contractors License(s), valid and in good standing, at the time of bid opening and contract award: C-7, C-10 or other appropriate license.

As of January 1, 2012, the San Diego Unified School District no longer administers the in-house Labor Compliance Program for all new construction projects. Prevailing wage requirements will still apply to all public works projects and must be followed per Article 18 of the General Conditions of this bid.

WAGES: The Director of the Department of Industrial Relations has determined the general prevailing rate of per diem wages in the locality in which this public work is to be performed for each craft, classification, or type of worker needed to execute the contract. Copies of that determination are available at the District's Labor Compliance Office for interested parties upon request; or may be found on the internet at: http://www.dir.ca.gov/DLSR/PWD.It shall be mandatory upon the contractor to whom this contract is awarded and upon any subcontractor under him to pay not less than the said specified rates to all laborers, workmen, and mechanics employed by them in the execution of the contract.

DISABLED VETERAN BUSINESS ENTERPRISE PARTICIPATION PROGRAM: Pursuant to Resolution In Support of Service Disabled Veterans Owned Businesses (SDVOB) and Disabled Veteran Business Enterprises (DVBE) approved on May 10, 2011 by the Board of Education, the Bidder is required to satisfy a minimum DVBE participation percentage of at least three percent (3%) for this project. In compliance with this Program, the Bidder shall satisfy all requirements enumerated in the bid package.

Each bid must be submitted on the Bid Form provided in the bid package and shall be accompanied by a satisfactory bid security in the form of either a bid bond executed by the bidder and Surety Company, or a certified or cashier's check in favor of the San Diego Unified School District, in an amount equal to ten percent (10%) of their bid value. A mandatory site visit is scheduled for 9:00 a.m. on AUGUST 15, 2013
outside the main office of Valencia Park Elementary School, 5880 Skyline Drive, San Diego, CA 92114. Upon completion, contractors will proceed to Bethune Elementary School, 6835 Benjamin Holt Road, San Diego, CA 92114. Contractors must be present at both sites to be able to bid this project. All late bids shall be deemed non-responsive and not opened. Each bid shall be in accordance with all terms, conditions, plans, specifications and any other documents that comprise the bid package. As of January 1, 2012, the San Diego Unified School District no longer administers the in-house Labor Compliance Program for all new construction projects. Prevailing wage requirements will still apply to all public works projects and must be followed per Article 18 of the General Conditions of this bid.

WAGES: The Director of the Department of Industrial Relations has determined the general prevailing rate of per diem wages in the locality in which this public work is to be performed for each craft, classification, or type of worker needed to execute the contract. Copies of that determination are available at the District's Labor Compliance Office for interested parties upon request; or may be found on the internet at: http://www.dir.ca.gov/DLSR/PWD. It shall be mandatory upon the contractor to whom this contract is awarded and upon any subcontractor under him to pay not less than the said specified rates to all laborers, workmen, and mechanics employed by them in the execution of the contract.

Pursuant to California Public Contract Code 201111.6, for all construction contracts awarded as of January 1, 2014, San Diego Unified School District is soliciting prequalification questionnaires from any and all general contractors or subcontractors wishing to submit bids to the District or to a bidding prime contractor. Specifically, all A and B licensed general contractors and all mechanical, electrical and plumbing licensed specialty contractors holding the classifications of C-4, C-7, C-10, C-16, C-20, C-34, C-36, C-38, C-42, C-43 and C-46 must be prequalified in order to bid on any District construction project estimated at $1,000,000 or more.

All prequalification questionnaires must be verified under oath, are not public documents and shall not be open to public inspection.

For contractors wishing to prequalify for a particular project, their completed prequalification questionnaire must be submitted no later than ten (10) days prior to bid opening due date. Questionnaires submitted after the ten day deadline will not be processed. For all timely submittals, District will respond no later than five (5) days prior to bid opening due date with notice of qualification or disqualification to the submitting contractor.

Qualification shall be valid for one year from date of initial qualification. Contractors are required to submit a new questionnaire annually at least sixty (60) days prior to the anniversary date of their initial qualification.
