NOTICE IS HEREBY GIVEN that the County of San Diego, Owner, is soliciting bids via a two-step process for Job Order Contract (JOC) #43, General Contracting, $50,000 or less tasks. The first portion of the process involves a prequalification of bidders, per Public Contract Code 20100, wherein all prospective contractors will be required to fill out and submit answers to a variety of questions. Those contractors selected under this first step will be invited to participate in the second portion of the process, which will be the issuance of a formal Request for Bid (RFB).
A Pre-bid Conference will be conducted on 8/21/2003 at 10 am, Building 11 Conference Room, County Operations Center, 5555 Overland Avenue, San Diego, CA.
The Construction Bidder Prequalification Questionnaire will be available for downloading on or before Monday August 11 on the County of San Diego Purchasing and Contracting website at

The San Diego County Water Authority (Authority) is soliciting proposals for the following project: The San Diego County Regional Recycled Water Study ? Phase II
PRE-PROPOSAL MEETING: Wednesday, August 27, 2003, at 10:00 a.m., at the Authority?s Kearney Mesa office located at 4677 Overland Avenue, San Diego, California 92123

SCOPE OF WORK: The Recycled Water Study will consist of investigating and examining to what extent - and levels - total dissolved solids (TDS) in source water affect the use and application of recycled water for local End-Users; researching and identifying the impediments to the implementation of water repurification and water recycling projects in the San Diego region; developing strategies to overcome obstacles and increase local recycled water use and acceptance by gauging customer reactions to recycled water through the use and implementation of a survey and interview process; developing a marketing plan and regional strategies to market recycled water to the general public and to target industries and customers; developing selection and ranking criteria which will be used to analyze various water recycling planning projects for the purpose of providing project funding; and providing project management and coordination services.
SMALL CONTRACTOR OUTREACH AND OPPORTUNITY PROGRAM (SCOOP): Due to the limited scope of this project, the Authority does not anticipate subcontracting opportunities. The Authority does continue to promote opportunities for diverse small contractor participation and encourages small firms to expand their contracting opportunities by submitting proposals as prime contractors or as joint venture partners.

The County of San Diego, Owner, invites sealed bids for the JULIAN BRANCH LIBRARY (RFB 40045)consisting of a new type V fire sprinklered construction of a single story 9,000 SF library and site improvements.
Sealed bids will be received at the Office of Purchasing and Contracting, Building 11 Lobby Front Desk, County Operations Center, 5555 Overland Avenue, San Diego, California, 92123, until 2:00 p.m. on September 3, 2003, at which time they will be publicly opened and read aloud. Contract documents may be examined or purchased for the sum of $95.00 per set at the Office of Purchasing and Contracting. Contractor license requirement is B. Construction cost estimate is $2,100,000-$2,250,000. Prevailing wage rates apply. A PRE-BID CONFERENCE will be conducted at 10:30 am on August 21, 2003 at the project site, located at the southeast corner of Main Street (Banner Road) and Cape Horn Avenue, Julian - Thomas Guide page 1136-B7. The site is the undeveloped northerly portion of the Julian High School Campus. ALL BIDDERS ARE URGED TO ATTEND THE PRE-BID CONFERENCE, which will be conducted to explain bidding and contracting procedures, and to review project conditions and requirements.
