The City of San Diego Development Services Department has prepared a draft Mitigated Negative Declaration for the following project and is inviting your comments regarding the adequacy of the document. Subject: A COASTAL DEVELOPMENT PERMIT and SITE DEVELOPMENT PERMIT to demolish an existing 3,030-square-foot single-family home and to construct a new, two-story, 9,614-square-foot single dwelling unit consisting of 7,579 square feet of habitable space, a 669 square-foot attached 2-car garage, and a 703 square-foot detached two-car garage. Also included in the project’s Gross Floor Area (GFA) is 663 square feet of non-habitable space subject to GFA calculation per San Diego Municipal Code Section 113.0234(b)(4). Additional improvements include a pool/spa, fire pit, sport court, retaining walls, fences, hardscape, landscape, a 12-foot wide driveway, and access stairs to Calla De La Garza located south of the project site. The project proposes a street dedication along the cul-de-sac of Del Oro Court to provide a 10-foot curb to property line distance. The 0.684-acre project site is located at 8351 Del Oro Court. The land use designation for the project site is Very Low Density Residential per the Community Plan. Furthermore, the project site is located in the SF zone of the La Jolla Shores Planned District, the Coastal Overlay Zone (Non-Appealable 2 Area), the Coastal Height Limitation Overlay Zone, and the Parking Impact Overlay Zone (Beach and Coastal Impact Areas) within the La Jolla Community Plan and Local Coastal Program Area. (Legal Description: Lot 5 of Chandler Knoll, Map No. 4690). The site is not included on any Government Code listing of hazardous waste sites.

PUBLIC NOTICE: The City of San Diego will be the Lead Agency and will prepare a draft Environmental Impact Report in compliance with the California Environmental Quality Act (CEQA). This Notice of Preparation of an Environmental Impact Report was publicly noticed and distributed on August 14, 2015. SUBJECT: CARROLL CANYON MIXED USE: COMMUNITY PLAN AMENDMENT, REZONE, PLANNED DEVELOPMENT PERMIT, SITE DEVELOPMENT PERMIT and VESTING TENTATIVE MAP to demolish 76,241 square feet of existing structures and on-site surface parking and construct a mixed-use development consisting of 260 residential units and 12,200 square feet of commercial retail/restaurant space. The site is zoned IP-2-1 (Industrial - Park) and is designated Industrial in the Scripps Miramar Ranch Community Plan. The project would require a rezone to RM-3-7 and a land use designation change to Residential.

The 9.28-acre project site is located at 9850 Carroll Canyon Road and is currently developed with mostly vacant office buildings and associated surface parking and facilities. The applicant previously proposed demolition of the existing office complex and redevelopment of the site as the "Carroll Canyon Commercial Center" project, with 144,621 square feet of commercial development that would have included a mix of retail shops, financial institution(s), sit-down restaurant(s), and fast-service restaurant(s). Discretionary approvals associated with that previous proposal included: a General Plan Amendment to change the land use designation from Light Industrial to Community Commercial; a Community Plan Amendment to change the current land use designation from Industrial Park to Community Shopping; a Rezone of the site from IP-2-1 (Industrial-Park) to CR-2-1 (Commercial-Regional), a Planned Development Permit (PDP) to allow deviation of minimum street frontage, a Site Development Permit (SDP) for the development of a large retail establishment of 100,000 square feet or more, a Neighborhood Use Permit (NUP) for a Comprehensive Sign Plan, and a Vesting Tentative Map (VTM). A Draft EIR (Project No. 240716/SCH No. 2012081029) was prepared for the previously proposed Carroll Canyon Commercial Center project and circulated for public review on September 6, 2013. In response to public comments, the project applicant has redesigned the project, reducing the amount of commercial space and, with the addition of multi-family residential use, is proposing the Carroll Canyon Mixed-Use project.
