Casa Del Sol Rehabilitation

The City Heights Community Development Corporation (CHCDC) is pleased to invite you to submit a proposal for construction services for the rehabilitation/renovation of residential apartments at the property called "Casa Del Sol" located at 4348 53rd Street (one block south of El Cajon Boulevard), San Diego, CA 92115. The "Request for Proposal" specifying the terms, conditions and requirements of the proposal is available by contacting the name and address given below.

The Casa Del Sol apartment complex is a twenty (20) unit multi-family rental property located in the Teralta East section of City Heights. This project is funded in whole or in part with Community Development Block Grant (CDBG) Program funds provided by the U.S. Department of Housing and Urban Development (HUD) to the City of San Diego to rehabilitate the property’s rental units and is subject to the Federal Labor Standards Provisions and latest requirements set in Davis-Bacon Labor Standards and the HUD-4010. The project will address the critical health, safety and quality of life needs of 18 of the 20 apartments. The property will remain occupied during all renovations unless otherwise determined.

Mandatory Site Visit: The site will be open August 19, 2015 from 10:00 AM - 12:00 Noon for pre-bid inspections. It is mandatory that the bidder inspect the premises and completely familiarize themselves with the existing conditions of the property and the physical challenges it provides. Please be reminded this is occupied space, and escorts are required.

All bid proposals will be received at the office of the CHCDC at 4001 El Cajon Boulevard, Suite 205 San Diego, CA up to the hour of 2:00 pm, September 18, 2015. This is not a public bid opening.

NOTICE IS HEREBY GIVEN that the PINE VALLEY FIRE PROTECTION DISTRICT (the "District") will receive sealed bids for the PINE VALLEY FIRE STATION MODULAR PROJECT ("Project") at the District office located at CAL FIRE HQ, 2249 Jamacha Road, El Cajon, CA 92021, no later than August 28, 2015 at 1:00 p.m., at which time or thereafter said bids will be opened and read aloud. Bids received after this time will be returned unopened. Bids shall be valid for sixty (60) calendar days after the bid opening date. No bidder may withdraw his bid for a period sixty (60) calendar days after the date set for the opening of bids.

Bids must be submitted on the District’s Bid Forms in a sealed envelope clearly marked in accordance with the Information for Bidders. An onsite bid clock shall be used to determine the time. Bidders may obtain a copy of the Contract Documents from the District’s contact listed below.

Prospective bidders are encouraged to inspect the Project site and MAY schedule a site visit by making an appointment through the District office by calling the following number: (619) 590-3100. As described further in the bid documents bidders must have successfully completed at least one comparable essential services public works project in order to submit a bid on the Project.

Bids must be accompanied by cash, a certified or cashier’s check, or a Bid Bond in favor of the District in an amount not less than ten percent (10%) of the submitted Total Bid Price. Each bid shall also be accompanied by the non-collusion declaration, the list of proposed subcontractors, and all additional documentation required by the Information for Bidders.

The successful bidder will be required to furnish the District with a Performance Bond equal to 100% of the successful bid, and a Payment Bond equal to 100% of the successful bid, prior to execution of the Contract. All bonds are to be secured from a surety that meets all of the State of California bonding requirements, as defined in Code of Civil Procedure Section 995.120, and is admitted by the State of California.

Pursuant to Public Contract Code Section 22300, the successful bidder may substitute certain securities for funds withheld by District to ensure his performance under the Contract. At the request and expense of the successful bidder, securities equivalent to any amount withheld shall be deposited at the discretion of District, with either District or a state or federally chartered bank, as the escrow agent, who shall then pay any funds otherwise subject to retention to the successful bidder. Upon satisfactory completion of the Contract, the securities shall be returned to the successful bidder.

The Director of Industrial Relations has determined the general prevailing rate of per diem wages in the locality in which this work is to be performed for each craft or type of worker needed to execute the Contract which will be awarded to the successful bidder, copies of which are on file and available to any interested party online at or upon request from the District. A copy of these rates shall be posted by the successful bidder at the job site. The successful bidder and all subcontractor(s) under him, shall comply with all applicable Labor Code provisions, which include, but are not limited to the payment of not less than the required prevailing rates to all workers employed by them in the execution of the Contract, the employment of apprentices, the hours of labor and the debarment of contractors and subcontractors.

Pursuant to Labor Code sections 1725.5 and 1771.1, all contractors and subcontractors that wish to bid on, be listed in a bid proposal, or enter into a contract to perform public work must be registered with the Department of Industrial Relations. No bid will be accepted nor any contract entered into without proof of the contractor’s and subcontractors’ current registration with the Department of Industrial Relations to perform public work. If awarded a Contract, the Bidder and its subcontractors, of any tier, shall maintain active registration with the Department of Industrial Relations for the duration of the Project.

This Project is subject to compliance monitoring and enforcement by the Department of Industrial Relations. In bidding on this Project, it shall be the Bidder’s sole responsibility to evaluate and include the cost of complying with all labor compliance requirements under this contract and applicable law in its bid.

Each bidder shall be a licensed contractor pursuant to the Business and Professions Code and shall be licensed in the following classification(s) of contractor’s license(s), for the work bid upon, and must maintain the license(s) throughout the duration of the Contract: "B" License.

Award of Contract: The District shall award the Contract for the Project to the lowest responsible bidder as determined from the base bid alone. The District reserves the right to reject any or all bids or to waive any irregularities or informalities in any bids or in the bidding process. Bid protests, if any, must comply with the requirements set forth in the Information for Bidders in order to be timely and considered by the District.

NOTICE IS HEREBY GIVEN THAT SLF IV - Millenia, LLC, owners of the Millenia Project, is releasing a Request For Qualifications (RFQ) for design services for parks in the Millenia Master Planned Community in Chula Vista, and a Request For Proposals (RFP) seeking proposals from qualified design firms for the design of a 1.51-acre urban park ("Strata Park") located in the Millenia project. The scope of work to be performed includes: (1) preparation of a Preliminary and final Park Master Plans 2) preparation of construction documents for the park and provision of related services in support of client bidding; 3) perform construction administration function during park construction. The design process will be a collaborative effort between the project owners and the City of Chula Vista.

The Request for Qualifications / Proposals describes the Millenia project and planned parks, the required scope of services and project schedule, the minimum information that must be included in the proposals, and the consultant evaluation and selection process.

This RFQ/RFP may also be used by the project owners to develop a pre-qualified list of firms to receive proposals for future parks planned in the Millenia project. All firms submitting proposals need to have demonstrated experience in designing urban parks. Prior experience with park design or landscape architectural work in the City of Chula Vista is also desirable.

The City of National Cityís Department of Engineering & Public Works (Department) seeks Statements of Qualifications (SOQs) to provide specialized support services for National Cityís Safe Routes to School (SRTS) Program. The selected firm will be expected to work under the direction of the City Engineer to support staff with implementing various elements of the SRTS Program, including but not limited to:

Healthy and safety education;

Incentive-based walk/bike to school activities;

Presentations and workshops at parent-teacher meetings and public events;

Coordination with National City Police Department for recruitment and training of
volunteer parent safety patrols;

Data collection to provide walk/bike to school statistics;

Focus groups, user surveys, evaluation and reporting to determine SRTS
Program effectiveness;

Use of innovative techniques and technology to obtain public input and disseminate
information on the SRTS Program and objectivees;

Neighborhood walk audits;

Public safety campaigns;

Develop and strengthen partnerships with local schools, residents and community groups.

Disadvantaged Business Enterprises (DBEs) are encouraged to participate in the RFQ process by submitting an SOQ as a Prime Consultant, or by serving as a Sub-consultant on one or more teams.

The Department anticipates execution of a three year contract valued at $100,000 per year, with the option to extend for an additional three year term based on performance.
