The San Diego County Regional Airport Authority (Authority) seeks Submissions from firms or individuals to provide on-call concrete, earthwork, and paving services at the Airport to include but not limited to: forms, pours, places, finishes and installs specified mass, pavement, flat and other concrete work; and places and sets screeds for pavements or flatwork; digs, moves, and places material forming the surface of the earth in such a manner that a cut, fill excavation, grade, backfill can be executed; mixes, fabricates and places paving and any other surfacing material at the San Diego International Airport.

NOTICE OF REQUEST FOR STATEMENTS OF QUALIFICATIONS FOR
ENVIRONMENTAL CONSULTING SERVICES ON AN AS-NEEDED BASIS FOR FHWA FUNDED PROJECTS
The County of San Diego Department of Public Works invites qualified Consultants to submit a Statement of Qualifications (SOQ) to provide Environmental Consulting Services On An As-Needed Basis for FHWA funded projects. Consultant must demonstrate experience in the preparation of environmental documents required by various local, state and federal laws and policies. The consultant must be: experienced in applying the County's CEQA guidelines; FHWA NEPA guidelines; have recent experience in the preparation of a Mitigated Negative Declaration and/or Environmental Impact Report; and be experienced in applying regulatory guidelines. This shall include, but not be limited to, permits required under CWA Sections 401 and 404, ESA Sections 7 and 10, NHPA Section 106, and CFGC Section 1601. Knowledge of, and experience with, implementation of the state's Natural Communities Conservation Program (NCCP), the County's Multiple Species Conservation Program (MSCP), conducting field surveys, and preparation of County Habitat Loss Permit applications shall be required. Projects involving federal funds or permits may require that chief personnel hold certifications with other organizations, such as the Register of Professional Archeologists (ROPA). Multiple contracts are intended to be awarded from this Qualification Based Selection. Awarded contracts shall not exceed $1,000,000 per year for a term of up to five (5) years each. Contract award is projected for December 2010. Compensation to Awarded Consultant shall be on a Task Order basis. County may assign Task Orders to Awarded Consultants in any order for this project and task assignments shall be at the sole discretion of the County. Assignment of Task Orders may be made when the County has need for consultant engineering services, but assignment of any Task order during the duration of the contract is not guaranteed. Underutilized Disadvantaged Business Enterprise (UDBE) goal for this project is 13% percent. UDBE commitment and Good Faith Effort (GFE) submittals are required. SOQs received without required UDBE submittals will be disqualified.

Sound attenuation improvements may include, but are not limited to, replacement of windows and exterior doors, finely detailed, field-executed finish carpentry, added insulation and improvements to add air conditioning, ventilation, and electrical systems. The work will include the demolition and modification of existing construction to install new windows and doors and, in some cases, may require temporary weatherproof closures. This project includes treatment for non-historic units. Contractors wishing to bid this Project must demonstrate a minimum of three (3) years successful experience in residential sound attenuation projects or a minimum of five (5) years successful experience in residential remodeling or renovation projects of equal scope.
The magnitude of this work is in the range of $1,300,000.00

In accordance with the provisions of the California State Labor Code, the Airport Authority has obtained the general prevailing rate of wages (which rate includes employer payments for health and welfare, vacation, pension and similar purposes) applicable to the work to be done, for straight time, overtime, Saturday, Sunday and holiday work. All labor employed on this project shall be paid no less than such minimum rates of wages.
It is the practice of the Airport Authority that certified Disadvantaged Business Enterprises (DBEs) shall have the maximum opportunity to participate in the performance of Airport Authority contracts. Certified DBEs with qualifying experience are encouraged to respond to the request for proposals/bids/quotes, etc.
