A Mandatory Pre-Bid Walk
will be held as follows: Tuesday, August 24, 2010 at 2pm
. Meet at the Turner Construction jobsite trailer in the parking lot at the north-east corner of 16th and C Street, San Diego, CA 92101.Should a bidder not attend, they will not be allowed to bid as it is a material requirement of the contract.
Each bid shall be accompanied by a Bid Bond or Cashier's Check, in the amount of 10% of the bid, a non-collusion affidavit, a list of proposed subcontractors, and all additional documentation required by the Instructions to Bidders.
All general and prime contractors must be pre-qualified with the District to bid for construction contracts valued at more than $500,000
. The District will not accept bids for contracts valued at more than $500,000

In contracts involving expenditure in excess of $25,000.00,
the successful bidder shall file a payment bond issued by an admitted Surety approved to conduct business in the State of California approved by the District in the form set forth in the contract documents.*
The District reserves the right to reject any or all bids or to waive any irregularities or informalities in any bids or in the bidding. No bid will be considered which makes exceptions, changes, or in any manner makes reservations to the terms of the Contract Documents.
The lowest responsive bid will be determined solely on the lowest base contract bid. Even if alternate bids are sought by the District, the lowest responsive bid will be based solely on the lowest base contract bid.
The Director of Industrial Relations has determined the general prevailing rate of per diem wages in the locality in which this work is to be performed for each craft or type of worker needed to execute the contract which will be awarded to the successful bidder, copies of which are on file and will be made available to any interested party upon request at the San Diego Community College District, Facilities Management, 3375 Camino del Rio, South, Suite 310, San Diego, California, 92108 or from www.dir.ca.gov/DLSR/PWD
It shall be mandatory upon the Trade Contractor to whom the contract is awarded, and upon any subcontractor under him, to pay not less than the said specified rates to all workers employed by them in the execution of the contract.
Labor Compliance Program: The Trade Contractor and every subcontractor that is listed in the bid documents shall be required to comply with the District's Labor Compliance Program.
Each bidder and its subcontractors or lower tier contractors shall be a licensed contractor pursuant to the California Contractors License Law required for the performance of work in the appropriate classification(s) of contractor's license(s) for the work bid upon, and must maintain the license(s) throughout the duration of the Contract.
No bidder may withdraw his bid for a period of NINETY (90)
days after the date set for the opening of bids.

These services will be used to implement projects in Proposition S a $685 million bond passed by the voters of San Diego on November 5, 2002 and Proposition N an $870 million bond passed by the voters of San Diego on November 7, 2006.
