NOTICE IS HEREBY GIVEN that the San Diego Community College District of San Diego County, California, acting by and through its Governing Board, hereinafter referred to as the DISTRICT, will receive up to, but not later than Tuesday of the 1st day of September, 2015, sealed bids for the award of a contract for:

Parking Garage 3 Accessibility Revisions - City College

Bids shall be received in the office of the Owner in Suite 310 at the SAN DIEGO COMMUNITY COLLEGE DISTRICT, 3375 Camino del Rio South, Suite 310, San Diego, California, 92108 and shall be opened and publicly read aloud at the above stated time and place.

Each bid must conform and be responsive to the contract documents, copies of which are now on file and may be obtained Monday, August 17, 2015 at the Mayer Reprographics on-line plan room. One CD of the bid documents per registered planholder will be available for pick-up from Mayer.

In addition, one free CD of the bid documents per registered planholder will be available. To receive a CD, you must log in to the project site, print and complete the "Free CD Order Form".

A Mandatory Pre-Bid Walk will be held on held on Friday, August 21, 2015 at 9:00 a.m. Meet at the corner of 16th Street and Russ Blvd. Street parking is required. This site visit is mandatory and should a bidder not attend, they will not be allowed to bid as it is a material requirement of the contract.

As a condition of bidding and in accordance with the provisions of Section 20651.5 of the California Public Code and Section 20101 of the California Local Agency Public Construction Act, the District is requiring prequalification of all contractors wishing to submit bids over the amount of $500,000.00 on the project. Bids will not be accepted if a contractor has not been prequalified and his bidding amount is over the threshold of $500,000.

Each bid shall be accompanied by the security referred to in the contract documents, the non-collusion affidavit, the list of proposed subcontractors, and all additional documentation required by the Instructions to Bidders.

In contracts involving an expenditure in excess of $ 25,000.00 , the successful bidder shall file a payment bond issued by an admitted Surety approved to conduct business in the State of California approved by the District in the form set forth in the contract documents.*

The District reserves the right to reject any or all bids or to waive any irregularities or informalities in any bids or in the bidding.

The lowest responsive bid will be determined solely on the lowest base contract bid. Even if alternate bids are sought by the District, the lowest responsive bid will be based solely on the lowest base contract bid.

The Director of Industrial Relations has determined the general prevailing rate of per diem wages in the locality in which this work is to be performed for each craft or type of worker needed to execute the contract which will be awarded to the successful bidder, copies are at the following website:

It shall be mandatory upon the Contractor to whom the contract is awarded, and upon any subcontractor under him, to pay not less than the said specified rates to all workers employed by them in the execution of the contract.

Labor Compliance Program: The general contractor and every subcontractor that is listed in the bid documents shall be required to comply with the District’s Labor Compliance Program.

Each bidder shall be a licensed contractor pursuant to the Business and Professions Code and shall be licensed in the following classification: B.

No bidder may withdraw his bid for a period of Ninety (90) days after the date set for the opening of bids.
