PLEASE ACCEPT THIS AS A NOTICE TO INFORM YOU, as a property owner, tenant or interested citizen, that the Council of The City of San Diego, California will conduct a public hearing, as part of a scheduled City Council meeting, on the following project:
Matter of the appeal by Affordable Housing Coalition of San Diego County and Citizens for Responsible Equitable Environmental Development, c/o Cory J. Briggs, Briggs Law Corporation, from the decision by the Planning Commission approving an application for a Tentative Map to convert 346 existing residential apartment units to condominiums on a 15-acre site located at 1020 Dennery Road within the RM-2-5 Zone within the Otay Mesa Community Plan.
Should the condominium conversion project be approved, tenants may be required to vacate the premises. No units may be sold in this building unless the conversion is approved by the city and until after a public report is issued by the Department of Real Estate. Each tenant has the exclusive right to contract for the purchase of his or her respective unit upon the same terms and conditions that such unit will be initially offered to the general public or terms more favorable to the tenant. The right shall run for a period of not less than 90 days from the date of issuance of the subdivision public report pursuant to Section 11018.2 of the Business and Professions Code, unless the tenant gives prior written notice of his or her intention not to exercise the right.
If you are an existing tenant within this project, you may have rights to certain benefits as outlined in San Diego Municipal Code Section 144.0503. The City of San Diego (City is requesting proposals from highly qualified Professional Service firms for consultant services for 2010 Urban Water Management Plan Consultant (H094517).
It is the policy of the City to provide equal opportunity in its Civil Engineering & Environmental Services professional services contracts. Toward this end, proposals from small businesses, disabled owned businesses, women owned businesses, firms owned by African-Americans, American Indians, Asian-Americans, Filipinos, and Latinos, and local firms are strongly encouraged. Prime consultants are encouraged to subconsult or joint venture with these firms. The City endeavors to do business with firms sharing the City's commitment to equal opportunity and will not do business with any firm that discriminates on the basis of race, religion, color, ancestry, age, gender, sexual orientation, disability, medical condition or place of birth. This project has a voluntary Subcontracting Participation Level (SPL) goal of 15%. SPL goals are achieved by contracting with any combination of Minority Business Enterprises (MBE), Women Business Enterprises (WBE), Disadvantaged Business Enterprises (DBE), Disabled Veteran Business Enterprises (DVBE) or Other Business Enterprises (OBE) at the prime or subcontractor level. Definitions of MBE, WBE, DBE, DVBE and OBE are contained in the Request for Proposals (RFP). Attainment of the SPL goal is strongly encouraged, but strictly voluntary.
The City of San Diego will ensure that full access to programs, services, meetings and activities comply with Section 504, Title V, of the Rehabilitation Act and Americans with Disabilities Act (ADA) 1990, Public Law 101-336.
In-depth knowledge and a strong understanding of the local environment, and a local presence for interfacing with the City's project management staff are essential to the successful completion of this project. The proposal must address the consultant's knowledge and understanding of: the City and other local agencies regulations and policies; local environment; and local building codes and other design criteria. The proposal must also address how the consultant plans to interface with the City's project management staff and the consultant's workforce in San Diego County.

Proposals are due no later than 5:00 p.m. Wednesday, October 1, 2008, at the location stated in the RFP. This RFP does not commit the City to award a contract or to defray any costs incurred in the preparation of a proposal pursuant to this RFP. The City reserves the right to accept or reject any or all proposals received as a result of this RFP. The City also reserves the right to revise this RFP, including but not limited to the preproposal conference date and the proposal due date. If the City revises the RFP, all RFP holders of record will be notified in writing by the City.
Summary Scope of Services
The primary task of the consultant shall be to provide the City with services related to research, development, preparation and submission of the 2010 UWMP for the City in complying with the Urban Water Management Planning Act. The consultant will be responsible for developing the City's 2010 UWMP under the criteria from the Act and the guidance documents as provided by DWR The basic services required for developing the UWMP include data collection and analysis, preparation of reports, technical write-up, word processing and data presentation, coordination of information with City staff and outside agencies, and research on latest water supply issues concerning future of water supplies. The Consultant may be required to discuss, develop, review, assist, research, analyze, report and present on all tasks. Consultant shall provide services in accordance with the scope of work and costs authorized by the City of San Diego. Other tasks may be authorized during the performance of the Agreement, on as-needed basis. There will be an extra fund for unanticipated tasks. The remainder of the Scope of Services is contained in the Request for Proposal for 2010 Urban Water Management Plan Consultant (H094517), as Exhibit A to the Draft Agreement.

San Diego Regional Enterprise Zone: CITY COUNCIL CERTIFICATION of the San Diego Regional Enterprise Zone (SDREZ) program final EIR, a joint venture between the cities of San Diego, National City, and Chula Vista. The project is the establishment of a new SDREZ for fifteen years, and would serve residents who are economically disadvantaged and residents facing barriers to employment. The intent of the Enterprise Zone program is to stimulate private investment and create new employment opportunities in low-moderate income communities. The new SDREZ consists of 34,720 acres of prime commercial and industrial land as well as eligible residential census tracts by combining 26,266 acres in San Diego, 4,688 acres in Chula Vista, and 3,786 acres in National City.
Program administration of the SDREZ would be funded and supported by the cities of Chula Vista, National City, and San Diego and the Port of San Diego (SDREZ Partners). Since the economy of the San Diego area is regional in nature, the proposed project would continue collaboration between the cities and the state in order to expand business incentives. This increases the area's ability to compete with other regions for business growth, by providing incentives for existing businesses to expand and new businesses to locate to the region. The SDREZ designation would encourage business attraction, location, and job growth in the project area through a range of financial incentives to businesses and residents of the Enterprise Zone.
The SDREZ would not change any land use designations, nor does it propose any specific development. The designation of the Enterprise Zone does not establish any new land use designations. But rather identifies the areas eligible to receive benefits associated with the Enterprise Zone. Businesses within the Enterprise Zone boundaries would be eligible for benefits that include tax credits for hiring qualified employees, tax credits for sales and use tax paid on qualifying machinery purchases, interest deductions to lenders on loans to firms within the Enterprise Zone, accelerated expensing deductions, and priority for various state programs. Other advantages for businesses include a job referral service, development permit assistance and expediting, potential reduction and/or waiver of certain development fees, tax savings for Enterprise Zone employees, and access to specialized technical and financial assistance programs.
The decision of the City Council certifying that said final EIR has been completed in compliance with the California Environmental Quality Act (CEQA) and State CEQA Guidelines and that said EIR reflects the independent judgment of the City of San Diego as Lead Agency is final.
City Council adopted a resolution (R-301845) supporting and authorizing the submittal for a Regional Enterprise Zone on August 15, 2006. In November 2006, the City of San Diego, as lead agency for the SDREZ, was notified that it was awarded a conditional EZ designation. Final designation is contingent upon satisfactory completion of the conditions imposed for the designation. The next step in this process will be for staff to return to City Council with an ordinance requesting authorization to execute a final MOU between HCD and the “SDREZ Partners” outlining the goals, commitments, and requirements for the SDREZ through its fifteen (15) year designation period. Additionally staff will also request authorization to execute a separate MOU between the SDREZ Partnership formalizing the cooperative framework for managing and fiscally supporting the SDREZ throughout the designation period.
