NOTICE INVITING BIDS

Notice is hereby given that the Facilities Development Department of the San Diego County Regional Airport Authority (the “Airport Authority”) will receive sealed bids at 2320 Stillwater Road, San Diego, California, 92101, until 1:30 P.M. on September 5, 2008 for:

104054 - Replace & Protect Escalators at Terminal 1 and Airport-Wide Elevator & Escalator Monitoring System - Monitoring System Installation

All questions shall be in writing and shall be directed towards the Contracts Representative. Questions will be received until 3:00 p.m. on August 27, 2008. The work includes the installation of an airport-wide monitor and fault notification system for elevators and escalators at San Diego International Airport.
The magnitude of this work is in the range of $1.3 Million. The bidder must possess a valid California State Contractors License, classification B or C-10 at the time the contract is submitted.
Bids will be opened in public immediately following the time for receipt referenced above, in the Air Cal Conference Room, West Wing at 2320 Stillwater Road, San Diego, California, 92101. No Bidder may withdraw a bid after the time and date set for bid opening.
A prebid conference will be conducted at 1:00 P.M. on August 18, 2008, in the
PSA Conference Room, West Wing, at 2320 Stillwater Road, San Diego, California, 92101. At the end of the conference, interested parties may visit the job site or, if indicated in the Special Conditions, make an appointment to visit the site. The Airport Authority's representative will be present at the prebid conference to receive questions. This will be the only job site tour given, please ensure your attendance. Failure to visit the job site shall be grounds for denial of claims for changed conditions.

In accordance with the provisions of the California State Labor Code, the Airport Authority has obtained the general prevailing rate of wages (which rate includes employer payments for health and welfare, vacation, pension and similar purposes) applicable to the work to be done, for straight time, overtime, Saturday, Sunday and holiday work. All labor employed on this project shall be paid no less than such minimum rates of wages.
It is the practice of the Airport Authority that certified Disadvantaged Business Enterprises (DBEs) shall have the maximum opportunity to participate in the performance of Airport Authority contracts. Certified DBEs with qualifying experience are encouraged to respond to the request for proposals/bids/quotes, etc.
Bidder shall file the bonds as required by the Contract and Civil Code section 3247. The provisions of Public Contract Code section 22300 apply to this Contract.
Bidders are hereby notified that the successful Bidder will be required to provide insurance in accordance with Section 1C-6.1, “Contractor's Insurance,” of the General Conditions. For work on the Airport Operations Area (AOA) as defined herein, the required limits of insurance coverage are increased for work performed on non-AOA projects and subject to the Airport Authority's Owner Controlled Insurance Program (see the applicable section of the General Conditions). The Contractor shall be required to provide insurance in addition to the Owner Controlled Insurance Program.
In the public interest, the Airport Authority reserves the right to reject any or all bids, or to waive any informality in a bid.

The project includes removal of asbestos and lead-based paint, low level radiation exit signs, and recycling of fluorescent lights, ballasts, mercury thermostats, and e-waste thermostats; demolition of the existing two-story Airmail Facility and adjacent structures, protection of existing transformer and distribution enclosure. The project also includes rerouting of electrical lines from existing distribution panel located inside the demolished building to a new exterior distribution panel, and cutting and capping existing wet utilities below grade and doing all demolition work as shown on the plans.
The magnitude of this work is in the range of $750,000. The bidder must possess a valid California State Contractors License, classification B at the time the contract is submitted. In addition, the contractor/subcontractor performing all asbestos-related work shall be licensed by the State of California and holds a valid Asbestos Certification (ASB) in accordance with the Business and Professions Code. Contractor performing the lead-based paint abatement work, cleanup, and disposal activities shall possess a valid State of California license and a California Department of Health Services (CDHS) lead certification in accordance with Title 17 of the California Code of Regulations.

A Notification Regarding Environmental Conditions has been included as Appendix 6 in the project specifications. This notification will serve as the Airport Authority's disclosure regarding potential hazardous materials that may be encountered during grading, excavation, trenching, and/or other ground penetration.
