The City of San Diego Development Services Department has prepared a draft Mitigated Negative Declaration Report for the following project and is inviting your comments regarding the adequacy of the document. The draft Mitigated Negative Declaration has been placed on the City of San Diego web-site at, and is posted at the site under the “California Environmental Quality Act (CEQA) Notices and Documents.” Your comments must be received by September 10, 2013, to be included in the final document considered by the decision-making authorities. Subject: SITE DEVELOPMENT PERMIT (SDP) FOR ENVIRONMENTALLY SENSITIVE LANDS (ESL) to allow for previous unpermitted grading, and retaining walls, and the construction of new 3'-0” and 5'-0” high retaining walls to occur on two lots that total 4.91 acres. The project also proposes a Multi-Habitat Planning Area (MHPA) Boundary Line Adjustment (BLA), and Correction which is described in further detail in the Initial Study Checklist. The project is located at 5109 Mesquite Road in the RS-1-1 zone within the College Area Community Planning area, Very High Fire Severity Zone, Brush Management, Airport Influence Area, Airport Land Use Compatibility Overlay Zone, Outdoor Lighting Zone, and Parking Impact Overlay Zone (LEGAL DESCRIPTION: Lot 5 of Map 2789, Assessor Parcel Numbers (APN) 461-600-19, and 466-07-002). The site is not included on any Government Code listing of hazardous waste sites.
