The County of San Diego, Owner, invites sealed bids for REMOVE AND REPLACE CONCRETE CURB, GUTTER, SIDEWALK, DRIVEWAY, CROSS GUTTER AND CURB RAMP AT VARIOUS LOCATIONS COUNTYWIDE; PROJECT No. 1011359; (BID No. 3126).
Sealed bids will be received at the Office of Purchasing and Contracting, 10089 Willow Creek Road, Suite 150, San Diego, California, 92131, until 2:00 p.m. on SEPTEMBER 11, 2008, at which time they will be publicly opened and read aloud. No pre-bid meeting is scheduled for this project. Contract documents will be available after 1:00 p.m. on Monday, August 25, 2008 and may be examined or purchased for the sum of $15.00 (including tax) per set at the Office of Purchasing and Contracting, 10089 Willow Creek Road, Suite 150, San Diego, CA 92131.

The County of San Diego, Department of Parks and Recreation, invites qualified consultants to submit a Statement of Qualifications (SOQ) to perform the following tasks: RAMONA GRASSLANDS PRESERVE RESOURCE MANAGEMENT PLAN (including Area Specific Management Directives and Public Access and Vegetation Management Plans).
The purpose of this solicitation is to retain a qualified firm to perform the environmental services tasks listed below. The consultant's qualifications and ability to perform each task will be evaluated during the evaluation process. Tasks include: preparation of a Resource Management Plan for the County of San Diego Ramona Grasslands Preserve, preparation of associated environmental document in accordance with the California Environmental Quality Act, processing of environmental review and development and implementation of a public outreach program for the Resource Management Plan. The Resource Management Plan will require performing biological and cultural surveys and preparing a phased public access plan and developing a vegetation management and implementation plan for the entire Preserve. The Consultant shall have staff qualified to conduct field surveys as well as prepare written documents, including graphics
Consultant services shall be awarded by Qualification Based Selection. Professional services requirements are listed in the Request for Statement of Qualifications.
The selection will be in accordance with County Board of Supervisors' Policy, F-40 (Procuring Architectural, Engineering and Related Professional Services). (Available upon request).

The San Diego County Regional Airport Authority ("Authority") seeks proposals from firms or individuals to assist with preparation of the overall Air Quality Management Program (AQMP) at San Diego International Airport (Airport). The AQMP requires a comprehensive scope to address all aspects of the relationship between the Airport and the overall air quality of the San Diego area. Anticipated on-call consulting services may include but are not limited to: (1) inventory of existing emissions produced by the Airport and Airport -related activities; (2) analysis of the projected change and/or decrease in emissions based on the conversion from conventional fuel to alternative fuel; (3) conclusions and recommendations; (4) as required, prepare cost estimates and identify funding sources; and, (5) prepare a technical report, technical appendices and Power Point presentation describing the analysis and all associated tasks. Interested firms or individuals with demonstrated experience in Air Quality Management Programs are encouraged to participate in this solicitation process and must comply with the submittal requirements described in the Request for Proposals ("RFP").

PROJECT DESCRIPTION: The project proposes to modify an existing approved Reclamation Plan, RP79-05 (1979), as amended (2002), in order to bring the reclamation plan into compliance with all California Surface Mining and Reclamation Act (SMARA) amendments passed since 1975; amend the 1979 mining plan to accommodate current plans and future uses; and include the entire 210-acre site and all disturbed lands under the reclamation requirement. The current mining operation on-site was determined to be a vested right and is not subject to a Major Use Permit.
LOCATION: The project is located approximately four miles east of Vista and seven miles northwest of Escondido on Twin Oaks Valley Road within the Bonsall Community Plan Area within the unincorporated area of San Diego County.

Phase 4 Group 2 of the Quieter Home Program involves sound attenuation improvements for certain residences around San Diego International Airport. The project includes 57 dwelling units located on 47 residential properties.
Sound attenuation improvements may include, but are not be limited to, replacement of windows and exterior doors, adding storm windows, added insulation and improvements to add air conditioning, ventilation, and electrical systems.
The project may include special treatment for historically significant structures.
The work will include the demolition and modification of existing construction to install new windows and doors and, in some cases may require temporary weatherproof closures.
The magnitude of this work is in the range of $ 2,895,120. The bidder must possess a valid California State Contractors License, classification B at the time the contract is submitted.
Bids will be opened in public immediately following the time for receipt referenced above, in the PSA Conference Room at 2320 Stillwater Road, San Diego, California. No Bidder may withdraw a bid after the time and date set for bid opening.
A prebid conference will be conducted at 1:00 P.M. on August 19, 2008, in the PSA Conference Room, San Diego, California. At the end of the conference, interested parties may visit the job site or, if indicated in the Special Conditions, make an appointment to visit the site. The Airport Authority's representative will be present at the prebid conference to receive questions. This will be the only job site tour given, please ensure your attendance. Failure to visit the job site shall be grounds for denial of claims for changed conditions.

In accordance with the provisions of the California State Labor Code, the Airport Authority has obtained the general prevailing rate of wages (which rate includes employer payments for health and welfare, vacation, pension and similar purposes) applicable to the work to be done, for straight time, overtime, Saturday, Sunday and holiday work. All labor employed on this project shall be paid no less than such minimum rates of wages.
It is the practice of the Airport Authority that certified Disadvantaged Business Enterprises (DBEs) shall have the maximum opportunity to participate in the performance of Airport Authority contracts. Certified DBEs with qualifying experience are encouraged to respond to the request for proposals/bids/quotes, etc.
Bidder shall file the bonds as required by the Contract and Civil Code section 3247. The provisions of Public Contract Code section 22300 apply to this Contract.
In the public interest, the Airport Authority reserves the right to reject any or all bids, or to waive any informality in a bid.
