The City of San Diego is issuing a Request for Proposal (RFP) that describes opportunities for the operation of City Reservoir Concessions for El Capitan, Hodges, Murray, Miramar, Sutherland, and Lower Otay Reservoirs. Capable operators are invited to submit proposals, for one or all Concessions, that convey sufficient information regarding their operational expertise as well as other criteria as described in the RFP. The information submitted will enable the City to select the best Concession Operator(s) for this important recreational use of City property.

NOTICE IS HEREBY GIVEN that on or about September 30, 2010, the City will submit a Consolidated Annual Performance and Evaluation Report (CAPER) for FY 2010 to the U.S. Department of Housing & Urban Development (HUD). The CAPER is the annual report for the Community Development Block Grant (CDBG), Emergency Shelter Grant (ESG), HOME Investment Partnership Program (HOME), American Dream Downpayment Initiative (ADDI), and Housing Opportunities for Persons with AIDS (HOPWA). The City of San Diego was awarded $14,852,251 in Community Development Block Grant (CDBG) funds in Fiscal Year (FY) 2009. Of these CDBG funds, the San Diego Housing Commission was allocated a total of $1,277,478 for various housing and public facilities projects. The San Diego Housing Commission has requested the reallocation of $1,097,478 of these FY 2009 CDBG funds to the Parker-Kier Apartments Rehabilitation Project. The proposed reallocation of these funds would require the submission of a Third Substantial Amendment to the City of San Diego's FY 2009 Annual Action Plan to the U.S. Department of Housing and Urban Development (HUD). An electronic copy of the report summarizing the proposed reallocation and Third Substantial Amendment will be posted on the City's CDBG website at www.sandiego.gov/cdbg/general from August 11 - September 14, 2009.

The proposed reallocation and Third Substantial Amendment will be considered by City Council during their regularly scheduled meeting on September 13th or 14th, 2010 at:

NOTICE IS HEREBY GIVEN that the City of San Diego will receive bids for work at the Purchasing and Contracting Department, Contracts Division, 1200 Third Avenue, Suite 200, San Diego, California, where bids are to be submitted prior to time specified. Plans and specifications can be obtained from The City of San Diego's website: http://www.sandiego.gov/bids-contracts. A pre-bid meeting and/or pre-bid visit to the work site will be held, if indicated, at the time and place specified in the contract documents. Prospective bidders are encouraged to attend these sessions.

This Request for Statement of Qualifications (RFQ) is the first step in the City of San Diego's (City) procurement process for the selection of a qualified Design-Builder for the Project. The Design-Builders will be issued RFQ's for this project pursuant to public advertisement for the Project. The City will not reimburse the Design-Builders for costs incurred in the preparation, submittal and participation in the RFQ process.
Work and Services required of the Design-Builder include those during design, construction, and startup of the Project. The Design-Builder shall provide all management, supervision, labor, services, temporary facility, equipment, tools, supplies, and any other item of every kind and description required for the complete design, construction, and start-up of the Project.

Project Description: SITE DEVELOPMENT PERMIT to stabilize the slopes in the northwest portion of the project area, repair the Alta La Jolla Drive storm drain system, restore and provide long-term stabilization of the natural drainage channel and vegetative buffers in the southern portion of the project area.  The project involves earthwork to stabilize canyon slopes to protect adjacent homes, repair and restore the severely incised drainage channel, construct a storm drain system to restore the hydraulics in the restored channel to pre-development conditions, and construct a detention basin to improve water quality and to attenuate peak flood events, to the extent possible and, restore degraded upland sensitive upland vegetation in the project footprint, protect public property and health, and meet the requirements of the Settlement Agreement between the City of San Diego and the La Jolla Alta Master Council.  The approximate 7.9 acre open space project site is located in Lot 1, Unit 15 of La Jolla Alta Planned Residential Development (PRD), on the south side of Mount Soledad in the RS-1-4 (Residential Single Unit, requires minimum 10,000 square-foot lots) and also within the Coastal Height Limit Overlay Zone of the La Jolla Community Plan area. (LEGAL DESCRIPTION: Pueblo Lot 1780, Lot 1 of P.R.D. Unit 15, depicted on Map No. 12751).  The site is not included on any Government Code listing of hazardous waste sites.

Recommended Finding:  The recommended finding that the project will not have a significant effect on the environment is based on an Initial Study and project revisions/conditions which now mitigate potentially significant environmental impacts in the following area(s):  Land Use/Multiple Species Conservation Program (MSCP), Biological Resources, Historical Resources, and Paleontological Resources.
