SEALED PROPOSALS will be received at the office of the Director of General Services, 1800 Maxwell Road, City of Chula Vista, until 2:00 p.m. on September 7, 2005 at which time they will be publicly opened and read for performing work as follows:

The City of Chula Vista hereby notifies all bidders that it will affirmatively ensure that in any Contract entered into pursuant to this Notice, minority business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, sex, or national origin in consider-ation for an award.
No bid shall be received unless it is made on a Proposal Form furnished by the City Engineer. Each bid must be accompanied by cash, certified or cashier's check, or bid bond in an amount equal to at least ten percent (10%) of the amount bid, such Guaranty to be forfeited should the bidder to whom the Contract is awarded fail to enter into the Contract. No bidder's Guaranty is required if the bid amount is $50,000 or less.
City requires that throughout the duration of this contract insurance be placed with licensed insurers admitted to transact business in the State of California with a current A.M. BestÕs rating of no less than A- V in the amounts specified in the contract. If insurance is placed with a surplus lines insurer, insurer must be listed on the State of California List of Eligible Surplus Lines Insurers (LESLI) with a current A.M. BestÕs rating of no less than A X. Evidence of insurance must be submitted within ten (10) days after the awarding of the Contract, and approved prior to commencement of work under the contract. Any insurance terminating during the course of the contract must be renewed and evidence of renewal must be submitted to the City within 15 days prior to the expiration of the prior policy and must meet the same criteria. Contractor must include all subcontractors as insured under its policies or furnish separate certificates and endorsements for each subcontractor. All coverage for subcontractors is subject to all of the requirements as above. No substitutions shall be allowed.
City requires Performance, Labor and Material Bonds, be issued by a Surety authorized to transact such business in the State of California, be listed as approved by the United States Department of Treasury Circular 570, and who Underwriting Limitation is sufficient to issue bonds in the amount required by the contract. Approved listing can be obtained through the United States Department of TreasuryÕs website address http://www.fms.treas.gov/c570/c570.html. Any renewal certificates required during the course of the contract must be renewed and received by the City within 15 days prior to expiration and must meet the same criteria. No substitutions shall be allowed.
Bidder acknowledges the duty to provide bonds from a surety specified in the bid specifications. By bidding on this job, (1) Bidder waives any rights they may have under Civil Code Sections 995.660 and 995.670; and (2) Bidder agrees to indemnify and hold City harmless against any loss, expense or expenditure, including attorneys fees and costs, which City may suffer in any claim, action, suit or other proceeding that may be brought by a surety submitted by Bidder that does not meet the United States Department of Treasury's Circular 570 specifications for a surety. Bidder acknowledges that City may reject any and all bids, and that if a low bidder bids with a lower cost premium for sub-specification performance and payment bonds, other bidders not similarly taking advantage of the lower cost premium will be put in a cost disadvantage in the bid process, and that this may, in the City's judgement, necessitate re-bidding the job.
Contractors are not required by bid specifications to pay prevailing wage ("NOT Prevailing Wage Rates") to persons employed by them for work under this Contract in accordance with Section 2.58.070 of the Chula Vista Municipal Code regulating payment of prevailing wages for Contracts let by the City
No bid will be accepted from a Contractor who has not been licensed in accordance with the provisions of Chapter 9, Division 3 of the Business and Professions Code and its implementing regulations. All Contractors and subcontractors are required to have a valid City of Chula Vista business license prior to start of work.
Copies of plans and specifications may be obtained at the office of the Director of General Services, 1800 Maxwell Road Chula Vista, California upon payment of $12.00. Remit $18.00 if you wish to have the plans and specifications mailed to you. If payment is to be made by check, it should be made payable to the "City of Chula Vista."

City of National City
NOTICE INVITING BIDS

The City Council of the City of National City invites sealed bids for performing the National City Street Resurfacing Project, FY 05-06, Specification No. 04-09.
The project includes the repair of bituminous pavements in various locations within the City of National City using Asphalt-Rubber & Aggregate Membrane (ARAM) systems of pavement. Four different systems will be used in this project. System 1 consists of the application of a 3/8-inch ARAM layer followed by a Type II slurry seal and is utilized on streets in need of minimum asphalt maintenance. System 2 consists of the application of a 3/4-inch asphalt leveling course plus System 1 and is utilized in residential areas. System 3 consists of grinding approximately 1-inch off the surface full width, applying a 3/4-inch asphalt leveling course, applying a 3/8-inch ARAM layer followed by a 1.2-inch gap graded asphalt rubberized hot mix and is utilized on high traffic areas (bus routes). The 2-Layer System consists of grinding 1-inch for 6-feet from edge of curb, applying a 3/8-inch ARAM layer followed by a 1.2-inch gap graded asphalt rubberized hot mix and is utilized on high traffic residential areas. This project includes approximately 168,533 square yards of ARAM, approximately 20,069 square yards of Type II Slurry Seal, approximately 1,335,886 square feet of Asphalt Rubber Hot Mix, approximately 693,394 square feet of Leveling Asphalt Concrete, approximately 715,307 square feet of cold mill, the adjustment to grade of 122 manholes and 244 valve cans or handholes, the removal and replacement of approximately 1200 square feet of cross gutter, the construction of approximately 2195 square feet of new cross gutter, the construction and or removal and replacement of approximately 160 linear feet of asphalt curb, the construction of 24 lineal feet of new curb and gutter, the removal and replacement of approximately 218 linear feet of curb and gutter, the replacement of all damaged traffic striping, the reinstallation of 27 traffic loops, the installation of approximately 200 square feet of new alley aprons, the removal and replacement of approximately 30 square feet of existing alley aprons, the removal and replacement of approximately 1615 square feet of sidewalk, the construction of 2 new pedestrian ramps, and the removal of 35 square feet of concrete strips. All affected pavement markings will be replaced.
All sealed bid proposals must be received by the Office of the City Clerk located in City Hall, 1243 National City Boulevard, National City, California, 91950, prior to the bid closing time of 3:00 PM on Wednesday, September 14, 2005. Bids will be publicly opened and read aloud in the 2nd floor, large conference room, in the City Hall immediately following the bid closing time.
The project documents include the Standard Specifications for Public Works Construction, 1997 Edition, (Greenbook - including the San Diego supplements), the San Diego Regional Standard Drawings, 1997 Edition, and these contract documents. The Contract Documents may be inspected in the office of the City Engineer, located in City Hall at 1243 National City Boulevard, National City, California, 91950, Telephone Number (619) 336-4380, Fax Number (619) 336-4397. Copies may be obtained at that location upon payment of a non-refundable fee of $20 for each set. (Includes project plans and these contract documents, but does not include the Greenbook or all of the San Diego Regional Standard Drawings.)
In accordance with the California Labor Code, the Contractor must pay not less than prevailing wage rates as determined by the Director of Industrial Relations for all work done under this contract. A copy of the current prevailing wage rate schedule is available for inspection in the office of the City Engineer.
Bidders must possess a current State of California "Class A General Engineering", Class C-12 or Class C-32 ContractorÕs License.
The Engineer's cost estimate is $2,865,000 for this project.
