NOTICE TO CONTRACTORS
The County of San Diego, Department of Parks and Recreation, invites qualified consultants to submit a Statement of Qualifications (SOQ) to perform the following tasks: RAMONA GRASSLANDS PRESERVE RESOURCE MANAGEMENT PLAN (including Area Specific Management Directives and Public Access and Vegetation Management Plans).
The purpose of this solicitation is to retain a qualified firm to perform the environmental services tasks listed below. The consultant's qualifications and ability to perform each task will be evaluated during the evaluation process. Tasks include: preparation of a Resource Management Plan for the County of San Diego Ramona Grasslands Preserve, preparation of associated environmental document in accordance with the California Environmental Quality Act, processing of environmental review and development and implementation of a public outreach program for the Resource Management Plan. The Resource Management Plan will require performing biological and cultural surveys and preparing a phased public access plan and developing a vegetation management and implementation plan for the entire Preserve. The Consultant shall have staff qualified to conduct field surveys as well as prepare written documents, including graphics
Consultant services shall be awarded by Qualification Based Selection. Professional services requirements are listed in the Request for Statement of Qualifications.
The selection will be in accordance with County Board of Supervisors' Policy, F-40 (Procuring Architectural, Engineering and Related Professional Services). (Available upon request).

NOTICE OF PRELIMINARY DECISION BY THE SAN DIEGO
COUNTY AIR POLLUTION CONTROL DISTRICT
TO ISSUE A REVISED FEDERAL TITLE V OPERATING PERMIT
Notice is hereby given that, in accordance with Regulation XIV - Title V Operating Permits, of the San Diego Air Pollution Control District's Rules and Regulations, the Air Pollution Control Officer has made a preliminary decision to approve Application No. 986948 for a significant permit modification to federal Title V Operating Permit No. 960992, to incorporate new abrasive blasting and painting operations. The significant permit modification of the Title V Operating Permit consists of adding new abrasive blast cells and new paint cells for ship blocks (assembled portions of ships) and ship sections to the existing Title V operating permit. Title V Operating Permit No. 960992 is issued to National Steel and Shipbuilding Company, for a shipbuilding and repair facility located at 28th St. & Harbor Dr., San Diego, CA. The modification of adding new abrasive blast and painting equipment (Permits to Operate Nos. 985874, 985875, 986868, 986869, 986870, 986871, and 986872) will result in a potential annual increase of 4.2 tons of oxides of nitrogen, 10.0 tons of volatile organic compounds, and 1.6 tons of particulate matter 10 micron or smaller in size
The District performed an evaluation of the air pollution impacts of this proposal and the equipment is expected to operate in compliance with all applicable District Rules and Regulations and all applicable federal requirements. The proposed modified Title V Operating Permit incorporates conditions necessary to ensure compliance with all federal and District requirements and conditions where applicable to implement compliance assurance monitoring, pursuant to 40 CFR Part 64. The facility is currently operating in compliance with District requirements.
The District is seeking comments on the proposed Title V Operating Permit for this facility. Written comments concerning the District's proposed action may be submitted for a period of 30 days commencing on August 26, 2008, and ending on September 24, 2008.
