NOTICE IS HEREBY GIVEN that sealed bids will be received by the City Clerk of the City of Vista for furnishing all labor, materials, and all other items and facilities necessary therefore, as provided in the Contract Documents, for the NORTH SANTA FE AVENUE TRAFFIC SIGNAL FIBER OPTIC INTERCONNECT PROJECT  in strict accordance with the Project Specifications and drawings on file at the Office of the City Engineer of the City of Vista, California.   Bids will be received at the Office of the City Clerk, City Hall, 600 Eucalyptus Avenue, Vista, California 92084, until 2:15 P.M. on Tuesday, September 9, 2008, at which time the bids will be publicly opened and read aloud.   Bids shall be submitted in sealed envelopes as one package plainly marked on the outside: “NORTH SANTA FE AVENUE TRAFFIC SIGNAL INTERCONNECT PROJECT”.   The project site is located at:  North Santa Fe Avenue between Main Street and North Coast Church Driveway; Vista Village Drive between North Santa Fe Avenue and Escondido Avenue; and Escondido Avenue between Vista Village Drive and Alta Vista Drive, in the City of Vista, CA.   The work to be included in the bid generally consists of:  fiber optic interconnection between traffic signals and traffic control.   The Engineer’s Construction Cost Estimate for this project is $220,000.  Beginning Tuesday, August 26, 2008, a full set of contract documents will be available for inspection without charge at the Community Development Department of the City of Vista, California.   Project is also listed on the City of Vista web page located at www.cityofvista.com/departments/clerk/BidNoticeLeadPage.cfm starting August 26, 2008.   Complete sets of Contract Documents, exclusive of a copy of the Standard Specifications for Public Works Construction, may be purchased for Twenty Dollars ($20.00) per set at the City of Vista Community Development Department, 600 Eucalyptus Avenue, Vista, CA 92084  [Ten Dollars ($10.00) more per set if shipped] or they may be purchased directly from Bell Blueprint in Oceanside, CA.   Questions regarding obtaining Bid documents should be directed to Mary Haley, City of Vista Engineering Department, 600 Eucalyptus Avenue, Vista, CA 92084-6240, or by telephoning (760) 726-1340, ext. 1375.

Notice is hereby given that the Facilities Development Department of the San Diego County Regional Airport Authority (the “Airport Authority”) will receive sealed bids at 2320 Stillwater Road, San Diego, California, until 10:00 a.m. on September 16, 2008 for:
QUIETER HOME PROGRAM

All questions shall be in writing and shall be directed towards the Contracts Representative. Questions will be received until 3:00 p.m. on August 29, 2008. Phase 4 Group 3 of the Quieter Home Program involves sound attenuation improvements for certain residences around San Diego International Airport. The project includes 35 dwellings units located on 2 residential properties.
Sound attenuation improvements may include, but are not be limited to, replacement of windows and exterior doors, adding storm windows, added insulation and improvements to add air conditioning, ventilation, and electrical systems. The project may include special treatment for historically significant structures. The work will include the demolition and modification of existing construction to install new windows and doors and, in some cases may require temporary weatherproof closures.
The magnitude of this work is in the range of $1,600,000. The bidder must possess a valid California State Contractors License, Classification B, at the time the contract is submitted.
Bids will be opened in public immediately following the time for receipt referenced above, in the PSA Conference Room at 2320 Stillwater Road, San Diego, California. No Bidder may withdraw a bid after the time and date set for bid opening.
A prebid conference will be conducted at 11:00 a.m. on August 21, 2008, in the PSA Conference Room, at 2320 Stillwater Rd. San Diego, California. At the end of the conference, interested parties may visit the job site or, if indicated in the Special Conditions, make an appointment to visit the site. The Airport Authority's representative will be present at the prebid conference to receive questions. This will be the only job site tour given, please ensure your attendance. Failure to visit the job site shall be grounds for denial of claims for changed conditions.

In accordance with the provisions of the California State Labor Code, the Airport Authority has obtained the general prevailing rate of wages (which rate includes employer payments for health and welfare, vacation, pension and similar purposes) applicable to the work to be done, for straight time, overtime, Saturday, Sunday and holiday work. All labor employed on this project shall be paid no less than such minimum rates of wages.
It is the practice of the Airport Authority that certified Disadvantaged Business Enterprises (DBEs) shall have the maximum opportunity to participate in the performance of Airport Authority contracts. Certified DBEs with qualifying experience are encouraged to respond to the request for proposals/bids/quotes, etc.
Bidder shall file the bonds as required by the Contract and Civil Code section 3247. The provisions of Public Contract Code section 22300 apply to this Contract.
Bidders are hereby notified that the successful Bidder will be required to provide insurance in accordance with Section 1C-6.1, “Contractor's Insurance,” of the General Conditions.
In the public interest, the Airport Authority reserves the right to reject any or all bids, or to waive any informality in a bid.
