The SAN DIEGO ASSOCIATION OF GOVERNMENTS (SANDAG), 401 B Street, Suite 800, San Diego, CA 92101-4231, is requesting bids to perform the work as follows.
The work consists, in general, of improvements to the existing San Ysidro Freight Yard. Proposed work includes reconstruction, reconfiguration, and addition of track within the freight yard; reconstruction and reconfiguration of the existing mainline track and yard lead; installation of new special trackwork; relocation and reconstruction of Overhead Catenary Systems (OCS), including poles, pole foundations, and wire assemblies; improvements to the existing railroad signaling system; site grading and construction of water quality features which include graded channels, detention basins, storm drain pipes, and water quality vaults; reconstruction of access driveways; construction of a new paved maintenance and access road; installation of new electrical and communications cabinets; installation of security gates and site fencing; installation of lighting improvements including poles, pole foundations, luminaries and electrical wiring; installation of security improvements including cameras, and wiring; construction of retaining walls; installation of a new onsite water line for fire suppression; and procuring all the materials and performing all other work necessary to complete the work in accordance with the Contract Plans and Special Provisions.
The engineer's estimate for this work is $21,014,080. The prime contractor must have an A license at time of contract award.
This project is funded in part with FHWA funding. The DBE goal for this project is 6.3 percent. The Prime contractor must perform with their own organization at least 35 percent of the work.
A non-mandatory prebid meeting will be held on Tuesday, September 3, 2013, at SANDAG, 401 B Street, 7th Floor, in the Wells Fargo Building. Prebid starts at 12:00. Temporary Staffing Services
The San Diego Association of Governments (SANDAG) is seeking proposals from qualified staffing firms to provide temporary staffing services on an on-call, as-needed basis to assist SANDAG in meeting short-term staffing requests.
SANDAG intends to award multiple contracts to qualified staffing firms in order to meet its objective of creating a group of on-call firms that will be used to provide temporary employees on an as-needed basis. It is anticipated that 1 to 2 staffing firms, with demonstrated experience providing candidates for a broad range of temporary positions, will be selected to assist SANDAG with the majority of its temporary services needs. An additional 2 to 3 firms, with specialized experience and expertise in a particular professional field (for example, finance or information technology), may also be selected to provide service for specialized, hard-to-fill, or highly technical positions.
A pre-proposal meeting will be held on August 28, 2013 from 10:00 a.m. to 12:00 p.m. at SANDAG's offices located at 401 B Street, San Diego, CA 92101. The meeting will be held in Conference Room 7 located on the 7th floor. A summary of the questions and answers and the sign-in sheet from the pre proposal meeting will be posted on the website within five (5) business days after the pre-proposal meeting. The pre-proposal meeting is not mandatory.
