PLEASE ACCEPT THIS AS A NOTICE TO INFORM YOU, as a property owner, tenant or interested citizen, that the Council of The City of San Diego, California will conduct a public hearing, as part of a scheduled City Council meeting, on the following project:

Amendments to the Municipal Code to Chapter 11, Article 3, Division1, and Chapter 13, Article 1, Divisions 1 and 4 of the San Diego Municipal Code, and the City’s Local Coastal Program, both relating to the definition of rooming house.

On November 13, 2014, by a vote of 3-0, the Public Safety and Livable Neighborhoods Committee recommended that the City Council approve an ordinance that will clarify the meaning of a dwelling unit within the rooming house definition.

The proposed amendments to the Municipal Code constitute an amendment to City of San Diego’s Local Coastal Program (LCP) and must be certified by the California Coastal Commission to be effective within the City’s Coastal Overlay Zone. The LCP amendment for these amendments will not become effective until unconditionally certified by the California Coastal Commission. If you wish to be noticed of the Coastal Commission hearing on this issue you must, prior to the close of the City Council public hearing, submit a request in writing to City of San Diego, San Diego Councilmember Marti Emerald 202 C Street, MS-10A, San Diego, CA 92101, Attention: Chris Pearson.

COMMUNICATIONS
This item may begin at any time after the time specified. Any interested person may address the City Council to express support or opposition to this issue. Time allotted to each speaker is determined by the Chair and, in general, is limited to three (3) minutes; moreover, collective testimony by those in support or opposition shall be limited to no more than fifteen (15) minutes total per side.

As a property owner, tenant or person who has requested notice, you should know that the Planning Commission will hold a public hearing to approve, conditionally approve, or deny an application for the construction of a 1,461-square-foot two-story single family dwelling unit over an 822 square foot subterranean garage, the remodel of an existing 398-square-foot one-story single family dwelling unit located at 6762 Tyrian Street. The remodel would include an addition of 340-square-feet to the first floor and construction of a 422-square-foot second floor. No work is proposed on the existing 1,945-square-foot two-story single family dwelling unit located at 6752 Tyrian Street. As a component of the proposed project, the project would incorporate a roof-mounted photovoltaic system consisting of solar panels sufficient to generate at least 50 percent of the project’s projected energy consumption, in conformance with the criteria of the Affordable/In-Fill Housing and Sustainable Buildings Expedite Program. The 0.172 acre project site is located at 6752-6762 Tyrian Street in the RM-1-1 Zone within the La Jolla Community Plan and Local Coastal Program Area, the Coastal Overlay Zone (Non-Appealable Area 2), the Coastal Height Limitation Overlay Zone, the Parking Impact Overlay Zone (Coastal Impact Area), the Residential Tandem Parking Overlay Zone, and the Transit Area Overlay Zone. The project was deemed complete on November 30, 2014.
