PROJECT DESCRIPTION: The applicant requests a Revised Map and MUP Modification to the Pala Mesa Highlands project. The Revised Map proposes to revise the improved width of Pala Mesa Drive to match the current General Plan designation for the road, to replace the proposed sidewalk along Pala Mesa Drive with an eight foot wide pathway, and to remove several biological mitigation conditions that are no longer required. The Major Use Permit Modification is proposed to reduce the amount of proposed noise walls based on an updated noise study. The original Tentative Map and Major Use Permit were approved on June 20, 2007. PROJECT DESCRIPTION: The Hanson El Monte Pond Flood Control, Restoration, and Recharge (HEMP) project is a grant funded project managed by Lakeside’s River Park Conservancy (LRPC) to provide flood management, habitat restoration and groundwater recharge in Lakeside, California.
LOCATION: The project site is located on 10402 El Monte Road, in the Lakeside Community Plan area within unincorporated San Diego County (APN 392-150-01, 10, 11, 12, 14, 15, 16).
ENVIRONMENTAL STATUS: California Public Resources Code section 21083.3 and California Environmental Quality Act (CEQA) Guidelines Section 15183 provide an exemption from additional environmental review for projects that are consistent with the development density established by existing zoning, community plan or general plan policies for which an Environmental Impact Report (EIR) was certified, provided none of the circumstances listed in these sections requires additional review. The proposed project is consistent with the development density established by the General Plan and qualifies for an exemption under section 15183. In accordance with CEQA Guidelines section15183(e)(2), the lead agency is required to make a finding at a public hearing as to whether feasible mitigation measures identified in the EIR on the planning or zoning action will be undertaken. For the proposed project, significant impacts to air quality, biological resources, cultural resources and geological resources were found for which feasible mitigation measures were identified by the General Plan Update EIR certified by the County Board of Supervisors on August 3, 2011. The purpose of the hearing is to make a finding under section 15183(e)(2) for the proposed project. As the project decision is under the jurisdiction of the Director of Planning & Development Services, the decision on the project will not be made at the hearing and testimony will be limited to the finding required by CEQA Guidelines 15183(e)(2).

The project is subject to the Semi-Rural General Plan Land Use Designation (SR-1), and is zoned Limited Agriculture (A70) which permits Wireless Telecommunication Facilities under the Tier 4 Classification with the approval of a MUP pursuant to Section 6985.A of the Zoning Ordinance.
LOCATION: The 5.6 acre site is located at 10816 Reidy Canyon Trail in the North County Metropolitan Subregional Planning area within the unincorporated County of San Diego. (APNs 187-041-54, 55, 60)
ENVIRONMENTAL STATUS: It is recommended that the proposal be determined to be exempt from environmental review pursuant to Section 15303 of the State California Environmental Quality Act Guidelines, because the telecommunication facility qualifies as "new, small, facilities on structures". A Notice of Exemption was prepared for the project and is on file with Planning Development Services.

ENVIRONMENTAL STATUS: The project will rely on a previously adopted Negative Declaration (Log Number 90-08-94) dated April 23, 1992 pursuant to CEQA Section 15164. A 15162 Checklist was prepared, and a review of that study and the project indicate that there are no new significant environmental impacts associated with the project.

SPEAKER GUIDELINES
1. If you wish to speak at the hearing, fill out a speaker slip based on your position on the project recommendation. Speaker slips are available in the hearing chambers and must be submitted no later than 10 minutes prior to the start of the hearing.

2. When speaking to the hearing body, use the following as a guideline for presenting your statement:
a. Clearly state your name and address and organization which you represent, if applicable.
b. Make a statement of the pertinent facts and reasons to support your position based on relevant subject matter.
Because of time constraints, be concise. Only discuss matters related to the public hearing and tie your discussion of the facts directly to the decision you wish the Commission or Zoning Administrator to reach.
3. The following time limits shall apply when addressing the hearing body:
a. Testimony shall be limited to two (2) or three (3) minutes as determined at the beginning of the hearing, unless expressly waived by the Hearing Body.
b. If the public hearing is of high interest throughout the community, consideration should be given to designating a group spokesperson in order to make a consolidated presentation. Requests for additional time must be negotiated with the Chairperson before you begin your testimony.
c. Once the public hearing is closed, no further testimony from the applicant or the audience shall be taken except to answer specific questions posed by the Hearing Body.
GENERAL HEARING PROCEDURES
1. Item numbers printed on the agenda generally, with occasional exceptions, indicate the order in which items will be heard.
2. Unless otherwise directed by the Chairperson of the Planning Commission or Zoning Administrator, presentation of the project shall be as follows:
a. Staff presents the project, its location and staff recommendations.
b. The applicant or his /her authorized representative shall have the opportunity to testify second.

d. Persons from the audience supporting the staff recommendation shall have the opportunity to testify fourth.
e. Persons from the audience opposing the staff recommendation shall have the opportunity to testify fifth.
f. The applicant or his /her authorized representative shall have the opportunity for a brief rebuttal.
g. The Commission/Zoning Administrator will then discuss and decide the case.
