NOTICE TO CONTRACTORS CALLING FOR BIDS

NOTICE IS HEREBY GIVEN that Oceanside Unified School District of San Diego County, California, acting by and through its Governing Board, hereinafter referred to as the District, will receive up to, but not later than 2:00 p.m. September 11, 2003, sealed bids for the award of a contract for:

CONSTRUCT A TWO-STORY CLASSROOM BUILDING WITH EIGHT
CLASSROOMS
A KINDERGARTEN BUILDING WITH TWO CLASSROOMS, A KINDERGARTEN BUILDING WITH ONE CLASSROOM, A TOILET BUILDING AND RELOCATION AND REMODEL OF AN EXISTING RELOCATABLE BUILDING.

Bids shall be received in the office of the Oceanside Unified School District, 2111 Mission, Avenue, Building E, Office of Construction Program Manager, Oceanside, CA 92054 and shall be opened and publicly read aloud at the above-stated time and place.
Each bid must conform and be responsive to the Contract Documents and all plans, specifications and any other documents pertaining to the Project, copies of which are now on file and may be obtained after 12:00 p.m. August 22, 2003, at the office of Bell Blueprint Co., 1828 S. Coast Hwy., Oceanside, CA. Cost Per set is $75,00 for Bid No. Bond 0304-01 with check made out to Oceanside Unified School District, refundable if returned to Bell Blueprint Co. unaltered within 10 calendar days after bid opening.
A pre-bid meeting has been scheduled for 2:00 p.m. August 28, 2003, to review the Project's existing conditions. The pre-bid meeting will take place at 1806 S. Horne Street, Oceanside, CA 92054. Representatives of the District, the Construction Manager, the Architect and consulting engineers will be present to address any questions bidders may have regarding this Project.
Each bid shall be accompanied by the security referred to in the Contract Documents, the non-collusion affidavit, the list of proposed subcontractors, and all additional documentation required by the Instructions to Bidders.
The successful bidder will be required to furnish the District with a Performance Bond equal to 100% of the successful bid, and a Payment Bond equal to 100% of the successful bid, prior to execution of the Contract. All bonds are to be secured from a surety company that meets all of the State of California bonding requirements, as defined in Code of Civil Procedure Section 995.120, and is authorized by the State of California, and all documents required by Code of Civil Procedure Section 995.660, to the extent required by law.
In addition, the successful bidder shall be required to obtain a Performance Bond from all subcontractors providing goods and services in excess of $100,000.00. All prime contractors bidding on this Project must specify this requirement regarding subcontractor bonds, in their written or published request for subcontractor bids. Such written or published requests must clearly designate the party that will bear the cost of the bonds. Vendor?s only supplying materials shall not be required to provide bonds. All subcontractor bonds are to be secured from a surety company that meets all of the State of California bonding requirements, as defined in Code of Civil Procedure Section 995.120, and is authorized by the State of California.
Pursuant to the provisions of Public Contract Code Section 22300, the successful bidder may substitute certain securities for funds withheld by District to ensure his performance under the Contract. At the request and expense of the successful bidder, securities equivalent to any amount withheld shall be deposited at the discretion of District, with either District or a state or federally chartered bank, as the escrow agent, who shall then pay any funds otherwise subject to retention to the successful bidder. Upon satisfactory completion of the Contract, the securities shall be returned to the successful bidder.
Compliance with Disabled Veteran Business Enterprise (DVBE) contracting goals is required for this project. Bidders must make a good faith effort to contact and utilize DVBE subcontractors and suppliers in securing bids for performance of the contract. Bidders shall be required to certify their good faith efforts towards retaining DVBE subcontractors and suppliers and identify DVBE firms utilized in performance of the Contract. Information regarding compliance with DVBE requirements is set forth in the "Information For Bidders."
The District reserves the right to reject any or all bids or to waive any irregularities or informalities in any bids or in the bidding.
It shall be the responsibility of the successful bidder to file a Notice of Intent and procure a State Water Resources Control Board (State Water Board) National Pollutant Discharge Elimination System General Permit for Waste Discharge Requirements for Discharges of Storm Water Runoff Associated with Construction Activity (Permit). The successful bidder shall be solely responsible for preparing and implementing a Storm Water Pollution Prevention Plan (SWPPP) prior to initiating work. The successful bidder shall be responsible for procuring, implementing and complying with the provisions of the Permit and the SWPPP, including the standard provisions, monitoring and reporting requirements as required by Permit. It shall be the responsibility of all bidders to evaluate and include in the bid the cost of procuring the Permit and preparing the SWPPP as well as complying with the SWPPP and any necessary revisions to the SWPPP. The successful bidder shall also include in his bid the cost of monitoring as required by the Permit.
Pursuant to Labor Code Section 1771.7, the District has implemented and shall enforce a Labor Compliance Program (LCP) for this Project. The successful bidder shall be required to comply with all the requirements of the District's LCP and applicable provisions of the California Labor Code. In bidding on this Project, it shall be the bidder?s responsibility to evaluate the cost of complying with the District's LCP. The bidders shall include all costs of compliance with specified requirements in the contract amount.
The successful bidders shall be responsible for complying with the provisions of the District's LCP, including the standard provisions requiring payment of prevailing wages, maintenance and submission of weekly certified payrolls, and hiring of apprenticeship as appropriate. The successful bidders shall be required to attend, and invite subcontractors to attend, a pre-construction meeting at which a representative of the District shall discuss labor law requirements. The successful bidders shall work with the District's staff and consultants to ensure the full compliance with the District's LCP and applicable labor law.
The Director of Industrial Relations has determined the general prevailing rate of per diem wages in the locality in which this work is to be performed for each craft or type of worker needed to execute the Contract which will be awarded to the successful bidder, copies of which are on file and will be made available to any interested party upon request at the office, Oceanside Unified School District, District, 2111 Mission Avenue, Building E, at the Office of the Construction Program Manager, Oceanside, CA 92054. A copy of these rates shall be posted at the job site.
In accordance with the provisions of the California Labor Code, contractors or subcontractors may not perform work on a public works project with a subcontractor who is ineligible to perform work on a public project pursuant to Section 1777.1 or Section 1777.7 of the California Labor Code. Any contract on a public works project entered into between a contractor and a debarred subcontractor is void as a matter of law. A debarred subcontractor may not receive any public money for performing work as a subcontractor on a public works contract. Any public money that is paid, or may have been paid to a debarred subcontractor by a contractor on the Project shall be returned to the District. The Contractor shall be responsible for the payment of wages to workers of a debarred subcontractor who has been allowed to work on the Project.
It shall be mandatory upon the bidder to whom the Contract is awarded, and upon any subcontractor under him, to comply with all Labor Code provisions, which include, but are not limited to the payment of not less than the said specified rates to all workers employed by them in the execution of the Contract, employment of apprentices, hours of labor and debarment of contractors and subcontractors.
Each bidder shall be a licensed contractor pursuant to the Business and Professions Code and shall be licensed in the appropriate classification(s) of contractor?s license(s), for the work bid upon, and must maintain the license throughout the duration of the Contract.

Award of Contract: The District shall award the Contract for the Project to the bidder submitting the lowest bid, as determined from the base bid plus all alternates and unit prices, and is deemed responsible by the District. After selecting the low bidder, the District will select the alternates and unit price work it will include in the contract award. The District also may add to the contract, up to one month after award of contract, any alternates or unit price work not initially included in the contract award, and at the prices quoted.
No bidder may withdraw his bid for a period sixty (60) calendar days after the date set for the opening of bids.

Imperial Avenue Corridor Master Plan

The Southeastern Economic Development Corporation (SEDC) is a non-profit redevelopment corporation under contract to the Redevelopment Agency of the City of San Diego to manage all redevelopment activities in a 7-square-mile area immediately east of downtown San Diego. SEDC is seeking proposals and qualifications from consultants or teams of consultants to provide urban planning services for the preparation of a master plan for the Imperial Avenue Corridor located within southeastern San Diego.
The Imperial Avenue Master Plan is a unique opportunity to plan a major corridor located in the heart of San Diego, specifically Imperial Avenue between 47th Street and Euclid Avenue, and 61st Street to 69th Street.
Prospective consultants are requested to submit information regarding their urban planning expertise, comparable experience with public agencies, knowledge of the southeastern San Diego area, and proposals for completion of the master plan. This information will assist SEDC in determining the consultants or consultant teams with which it will enter into a contract for services for the creation of this master plan.
